2011年拉美地区安全形势回顾

2011年拉美地区继续保持总体和平的安全形势,地区内国家通过双边和多边机制构建互信和加强防务合作,应对与地区外国家的冲突。巴西和阿根廷积极加强双边防务合作,成为深化地区安全合作的重要驱动力。拉美国家,尤其是南美国家在近年普遍提高军费支出,掀起一轮军备更新的热潮,但是这种状况并未恶化为一场地区性军事竞赛,拉美军费支出的绝对值仍然处于较低水平。在非传统安全领域,拉美面对来自有组织犯罪和恐怖主义的挑战。反毒是当前美国与拉美安全合作的关键所在,美国希望加强与拉美国家的合作,以便共同打击贩毒,改善公共安全。

Security Situation in Latin America and the Caribbean 2011

Latin America and the Caribbean ranks one of the most peaceful regions in the world.In 2011 regional countries pursued to boost their mutual trust and defense cooperation by developing bilateral and multi-lateral mechanisms.Argentina and Brazil established the strategic alliance and planned to cooperate in the production of military equipments.The sovereignty dispute over the Malvinas Islands between Argentina and Britain continued to escalate,which worried regional countries for a potential military conflict.Overall military spending in the region was increasing in recent years.Regional countries stepped up military procurement to achieve the modernization or replacement of old arsenals.But there were not yet indications that an arms race was developing.The region was confronted with challenges from organized crime and terrorism,which were the issues deserving of greater focus and vigilance from regional governments.Anti-drug cooperation was still the foundation of the U.S.-Latin American security cooperation.The United States expected to combat drug trafficking jointly with regional countries to improve its public security.
