| 摘 要： | U.S. president Barack Obama and Russian president Dimitri A. Medvedev recently signed a new U.S.-Russia treaty on cutting offensive strategic weapons which has some positive impact on promoting the process of nuclear disarmament in the world. Seen from a deep perspective, however, the new treaty is mainly of symbolic significance with limited role in reality.
