ABSTRACT

The overwhelming number and complexity of domestic violence cases in criminal and family courts has resulted in the development of education programmes to assist judges. There is limited research on judicial education in this area. This paper reviews one such initiative entitled ‘Enhancing Judicial Skills in Domestic Violence Cases’ (EJS) that has been developed and implemented over the last 20 years by the National Judicial Institute on Domestic Violence, a partnership of the US Department of Justice Office on Violence Against Women, National Council of Juvenile and Family Court Judges and Futures Without Violence. We present findings of a preliminary evaluation of the programme based on the self-reports of 480 judges who had taken the four-day workshop between 2006 and 2010. Overall, judges reported the programme to be engaging and effective. At a six-month follow‐up, most of the judges identified specific benefits and behavior changes in the areas of access to justice, judicial leadership, victim safety, and abuser accountability as a result of participating in the programme. Critical issues in judicial education are highlighted based on the authors’ experiences in the development and implementation of this programme.  相似文献

Objectives

To systematically review and quantitatively synthesize the evidence for the impact of parenting interventions for incarcerated parents on parenting knowledge and skills, parent well-being, and quality of the parent–child relationship.

Methods

A systematic search of 19 published and unpublished literature sources was conducted between June and July 2015 (with no date, language, document type, or geographical restrictions). Studies were included if they: (a) utilized a sample of parents who completed a parenting intervention in an incarceration setting; (b) measured parenting knowledge and skills, parent well-being, or quality of the parent–child relationship as outcome measures; and (c) employed a randomized controlled trial or quasi-experimental design with no treatment, waitlist control, or treatment-as-usual as the comparison condition. Two review authors independently determined study eligibility and extracted data from eligible studies, which included rating the risk of bias for each eligible study. Meta-analysis was used to synthesize standardized effect sizes, and subgroup analyses were used to examine the moderating effect of parent gender, level of child involvement, and research design.

Results

Twenty-two studies were eligible for inclusion in the review; however, only 16 studies (N = 2292) reported sufficient data for inclusion in the meta-analyses. Parenting interventions were more effective at post-intervention for improving parenting knowledge and skills than no treatment, waitlist control, or treatment-as-usual [standardized mean difference (SMD) = 0.68, 95% confidence interval (CI) 0.28, 1.06] and quality of the parent–child relationship (SMD = 0.27, 95% CI 0.02, 0.51), but not for improving parent well-being (SMD = 0.14, 95% CI ?0.03, 0.30). There was significant heterogeneity across effect sizes for both parenting knowledge and skills and quality of the parent–child relationship outcome domains. There were no statistically significant differences between subgroups, and the effectiveness of parenting interventions was not maintained at follow-up time-points.

Conclusions

Existing evidence suggests small to moderate effectiveness for parenting interventions during incarceration at close to intervention completion. Further methodologically robust research is required to more confidently establish the effectiveness of parenting programs both in the short-term and in the post-release period.

This study describes the development of the WAVR‐21, a structured professional judgment guide for the assessment of workplace targeted violence, and presents initial interrater reliability results. The 21‐item instrument codes both static and dynamic risk factors and change, if any, over time. Five critical items or red flag indicators assess violent motives, ideation, intent, weapons skill, and pre‐attack planning. Additional items assess the contribution of mental disorder, negative personality factors, situational factors, and a protective factor. Eleven raters each rated 12 randomly assigned cases from actual files of workplace threat scenarios. Summary interrater reliability correlation coefficients (ICCs) for overall presence of risk factors, risk of violence, and seriousness of the violent act were in the fair to good range, similar to other structured professional judgment instruments. A subgroup of psychologists who were coders produced an ICC of 0.76 for overall presence of risk factors. Some of the individual items had poor reliability for both clinical and statistical reasons. The WAVR‐21 appears to improve the structuring and organizing of empirically based risk‐relevant data and may enhance communication and decision making.  相似文献

The purpose of US foreign assistance has shifted in the wake of 2001, and Washington has resurrected practices previously associated with police aid during the Cold War. In particular, the Bush administration has broadened the remit of the United States Agency for International Development (usaid) in such a way as to make it a quasi-security agency. The consequences of this could be significant for both usaid and democratic-style police assistance programmes more generally, for today's threat-driven policies are part of a trend which in the past has had worrying consequences. Using the critical variable of public policing (which is illustrated by reference to developments in Kenya), I argue that using usaid to improve the counter-terrorist capacity of Africa's police in the pursuit of US national security objectives is a seriously flawed strategy.  相似文献

Interventions aimed at increasing the supply and representativeness of elected officials range from facilitative to the formally authorised. This paper reports on a field experiment aimed at testing the effect of facilitative approaches at the local level based on a collaboration between parish councils and the research team. We randomly allocated 818 parish council clerks across five counties in Southern England, either to receive information and the opportunity for member training for recruitment, or not to receive this contact. We investigated the effect of this intervention on political recruitment. Despite evidence of an effect on use of social media, our results suggest that there are significant institutional and structural barriers to participation in local politics that cannot easily be overcome using facilitative measures.  相似文献

This article was written at the request of the Secretary of Defense Task Force on DoD Nuclear Weapons Management. While this analysis suggests that certain types of terrorists can be deterred from certain types of attacks, it is less optimistic about the use of nuclear weapons in a terrorist deterrent strategy. A broad approach to deterrence may be effective against certain types of terrorist groups and attacks, making it crucially important to disaggregate the terrorist threat when setting policy. The article goes on to address two types of terrorist groups with a “global reach” that pose a serious threat to the United States: non-state actors driven by doctrines permitting catastrophic attacks and state-sponsored groups capable of carrying out catastrophic attacks. The analysis reveals a number of previously unappreciated tradeoffs and paradoxes associated with the deterrence of terrorists.  相似文献

Abstract

This article responds to recent debates within South African media politics regarding the diversity and transformation of the print sector in the country, by suggesting a necessary refocus of previously used methods of measuring media diversity and proposing a more audience-centred approach. This audience-centred method is discussed with regard to meeting the demands of the normative understanding of media diversity, where the media are viewed as central to an individual's formulation of opinions and ideas, thus rendering the media – and particularly the news media – vital in fostering an enabled and informed citizenry. The argument proposes a bottom-up instead of a top-down methodology for measuring media diversity, by placing the primary focus on the public as the starting point, rather than the end point of the analysis, and validating this position through the normative view of the media's role in assisting citizens to formulate personal views. The article concludes by listing four key areas in which current debates on media diversity in South Africa should be realigned and refocused, including at a parliamentary level.  相似文献

Critical psychological, systemic, and legislative barriers to the successful prosecution of child sex traffickers who exploit U.S. citizens were uncovered during a rapid assessment conducted in a U.S. metropolitan region considered a high intensity child prostitution area. Information obtained during 34 face-to-face interviews with criminal justice professionals most likely to encounter child sex trafficking victims was supported by the collection of supplementary quantitative data. Findings revealed complex psychological factors that deter victim participation in prosecutions of traffickers such as child victims’ denial of exploitation, trauma bonding between victims and traffickers, and frequent flight and revictimization. Existing inadequacies within the criminal justice system were found that may contribute to child sex trafficking persisting as a low risk/high reward crime.  相似文献
