在社会转型期,具备“团队”要素的“统一战线”本身有着优化人力资源的重要作用,而“两型社会”的建设则要求对物力资源进行优化。实践证明,两者的结合有利于促进整体社会资源的优化,并可以有效地提高社会效能,实现科学发展,但这些又必须以制度革新为前提。基于“统一战线”对“两型社会”的服务,可以有效地对“社会资源的使用率”、“公民参与社会构建的热情”以及“包括文化发展的社会整体效能”这三个全球化语境下的重要指数予以有效地提高。  相似文献

Despite some prominent critics, deliberative democrats tend to be optimistic about the potential of deliberative mini‐publics. However, the problem with current practices is that mini‐publics are typically used by officials on an ad hoc basis and that their policy impacts remain vague. Mini‐publics seem especially hard to integrate into representative decision making. There are a number of reasons for this, especially prevailing ideas of representation and accountability as well as the contestatory character of representative politics. This article argues that deliberative mini‐publics should be regarded as one possible way of improving the epistemic quality of representative decision making and explores different institutional designs through which deliberative mini‐publics could be better integrated into representative institutions. The article considers arrangements which institutionalise the use of mini‐publics; involve representatives in deliberations; motivate public interactions between mini‐publics and representatives; and provide opportunities to ex post scrutiny or suspensive veto powers for mini‐publics. The article analyses prospects and problems of these measures, and considers their applicability in different contexts of representative politics.  相似文献

近年来,我国高校腐败案件频繁发生,这在一定程度上凸显了加强高校反腐倡廉教育的重要性。当前高校反腐倡廉教育中还存在着不少问题,如思想认识缺乏全面性、施教主体缺乏协同性、教育内容缺乏针对性、方式方法缺乏灵活性等。因此,必须进一步完善高校党委理论学习中心组学习、新闻发布、监督检查、责任追究等制度,构建高校反腐倡廉长效机制。  相似文献

This paper describes a particular educational experience: a course that took place in prison involving law students and inmates. One of the co-authors was the leading instructor in the course, whereas the other played an active role during its design and implementation. Social prejudices and taboos on crime, criminals and prisons offer a simplistic, biased and altogether negative image of penal institutions and those involved in them. This picture pervades society in general, and the legal professions in particular. The course described in this paper is aimed at bridging the gap between inmates and future lawyers by bringing them together into the same classroom to think and reflect collectively. The method used was the Socratic dialogue, in which the professor acted as a “spiritual midwife” encouraging dialogue and debate around fundamental issues such as truth, fear, happiness, respect, responsibility, justice, and so on. During each session, participants explored these concepts in depth, and had the opportunity to gain a better understanding of the other’s point of view. The ultimate aim was that upon completing this course both groups could have a better understanding of each other’s realities. This paper is based on the personal accounts of the participants in the course, including professors and students (both law students and inmates). The methodology is qualitative and phenomenological, and its value lies in the singularity of the experience. Drawing on the theory of justice of Amartya Sen, we identify this course as a non-transcendentalist and non-institutionalist approach to justice, exploring the role that emotions play in it. In the conclusions we express our belief that by thinking together and trusting each other students and inmates can open themselves to a logic of cooperation that connects both with a broader sense of justice and the enhancement of democracy.  相似文献

At present, the development of our social organization system has realized the intentional transfer from “double management” to “incentive cultivation”. The autonomy of social organizations has obtained rapid expansion, and then pushed forward the development of system ecology. The venture philanthropy system accelerated the adjustment of social organizations to participate in the action strategy. This paper presents the three strategies of the social organization in the process of adapting the venture capital system through the trial rule rejection, the active system embedding and the destructive system reverse biting. Each adjustment implies some kind of considerations, which are to adapt to the rational logic and the reality of their own growth needs. On this basis, the article further discusses the issue of the autonomy of the border, and proposes that the autonomy of social organizations will also cause the destructive consequences if it breaks the limits of the system itself.  相似文献

The California Budget Challenge produced by Next10 provides a useful and intuitive tool for instructors to introduce students to public budgeting. Students will reason through a series of budgeting decisions using information provided on the fiscal and practical implications of their choices. The Challenge is updated with each budget cycle, so it provides an up-to-date simulation that incorporates the effects of current broader economic forces on state budgets.
