论我国电信运营商之间互联互通纠纷的司法管辖权

国内电信运营商之间因互联互通纠纷引发的司法管辖权争议,由于种种原因尚未得到妥善解决。利用司法救济手段解决互联互通争议,最终有待于最高人民法院的司法解释或未来电信法作出明确的决定。     

建构主义理论在商务英语教学中运用和尝试

商务英语课程是一门结合了经济和英语两门学科的综合性课程,运用建构主义教学模式能够很好地发挥教师在教学中的引导和辅助作用,树立以“学生为中心”的教学理念,使学生能够主动学习,真正实现教学目的。笔者以《商务英语综合教程》中《市场营销》一章为例,阐述了运用建构主义教学模式设计、实施和检查教学的过程,并提出了运用该模式对教师的新要求。

根据我国服务贸易的对外承诺及入世后公布实施的新法规 ,论述入世后一段时期内我国服务市场对外开放的程度、主要服务部门及相关立法 ,并在分析市场开放存在问题的基础上 ,提出完善我国国际服务贸易法的措施与对策。     

中国政府形象传播目标模型

中国政府形象传播运作程序或运作过程,可分为五个基本步骤--调研、预测;计划(策划);传播、沟通(政府行为 对行为的解释);反馈、评估;矫正(形象修正).此五个环节相互衔接,不断循环上升,形成一个动态的循环式运转模式.它体现了政府形象传播流程的系统性、整体性和计划性.其核心是:政府与社会、公众的有效互动(双向模式),政府组织与其他组织的有效互动.     

Democracy and the governing party (执政党): A theoretical perspective

The Fourth Plenum of the Communist Party of China held in September 2004 outlined a course of reform aimed at establishing the Party as a permanent governing party (zhizheng dang 执政党). This aim shares some of the values and procedures of legislative democracy, but is fundamentally different in structure. There are no existing cases of party-state democracy as envisioned in the governing party idea, so the theoretical question is asked, is party-state democracy possible? The paper considers the course of development and the limitations of the theory of legislative democracy and contrasts it to the course of Chinese political development. It then presents the essential elements of a democratic system, concluding with a discussion of the feasibility of party-state democracy.     

我国城镇失业率已进入风险区

深化改革和需求不足等原因造成我国城镇失业增加。德尔菲法研究结果显示 ,我国城镇真实失业率水平为 7% ,已达到警戒线 ,且近年会有较小幅度的增加。建议政府设立专职机构 ,对失业风险监测与调控     

ENTER THE DRAGON: INSIDE CHINESE HUMAN SMUGGLING ORGANIZATIONS*

This paper examines the inner workings of Chinese human smuggling organizations. Contrary to widely held conceptions about Chinese organized crime, most alien smugglers are otherwise ordinary citizens whose familial networks and fortuitous social contacts have enabled them to pool resources to transport human cargoes around the world. They come from diverse backgrounds and form temporary alliances to carry out smuggling operations. With the exception of a shared commitment to making money, little holds them together. The smuggling organizations mostly resemble ad hoc task forces and are assembled for specific operations. These organizations have clear divisions of labor with limited hierarchical structures. We discuss the theoretical implications of their unique organizational characteristics.     

比较法学与近现代中国法制之命运

近现代中国法制以法律比较为起点,并通过法律比较而发展。近现代中国法制发展曲折徘徊之时,也是比较法学低谷沉默之时。近现代中国法制的建设与发展、法学的复兴与繁荣,都是循着法律比较的途径,并在比较法学的基础上进行的。法律比较对于一国法制建设具有不可或缺性,可以说比较法学与近现代中国法制建设是共命运的。
