We discuss how the Registered Traveler (RT) program can enhance simultaneously aviation security and passenger convenience. We point out some of the potential weaknesses in the program from both a security and civil liberty perspective. The RT program is a public–private partnership between the Transportation Security Agency (TSA) and the private sector. As in any partnership between private enterprises and the public sector, there are tensions that must be monitored, managed, and resolved. We note that financial distress of a RT service provider will place increased pressure on TSA resources. We review the resources allocated by the public and private sectors and the natural tensions that exist between companies investing capital with the expectation of earning a market rate of return and an agency of the Department of Homeland Security, the TSA, with one of its responsibilities being to assure the safety and security of air travel.  相似文献

High-quality planning for the 14th Five-Year Plan has a bearing on China's future modernization and medium and long-term development. The key themes of the 14th Five-Year Plan oriented to the modernization strategy should take realizing the people's satisfaction of their needs for a better life as the strategic goal; the establishment of a modern economic system as the core content; the supply-side structural reform as the main line; the cultivation of new driving forces for economic development as the cheif measure; and a high standard market economy as the institutional guarantee. The key areas of the 14th Five-Year Plan are the modernization of the industrial sector, modernization of the innovation sector, integration of industrialization and informalization, and modernization of regional development. The 14th Five-Year Plan should take high quality development as its policy orientation; and make greater strides in the high quality development of the macro-economy, meso-economy, micro-economy; the opening up to the outside world; the modernization of industrial chains and modernization of infrastructure during the 14th Five-Year Plan period.  相似文献

当前我国高学历人员犯罪呈现逐年增长的趋势,高学历人员犯罪低龄化趋势明显,且多以实施职务性犯罪和侵财性犯罪为主,高学历犯罪人员多为无业人员、外来人员,高学历犯罪人员中累犯的比例较小。高学历人员犯罪是高校扩招的影响、监督制约机制不完善、部分高学历人员意志薄弱、法制观念淡薄等因素造成的,应采取相应的预防对策。  相似文献

Extracurricular clubs are widely believed to be an important part of education in Japan, and Japanese students devote an enormous amount of time and energy to them. Until recently, however, there has been very little research examining either the content or the outcomes of participation in such clubs. In this paper, based on a nationally representative survey of Japanese high school seniors (n = 3753) we examine the relationship between participating in extracurricular clubs and Japanese students' self-concepts. Our findings demonstrate that students who join extracurricular clubs have more positive self-concepts than those who do not join clubs, and students in sports clubs have higher self-concepts than students in non-sports clubs. This paper, therefore, offers important data for scholars interested in non-academic aspects of Japanese education in general, and demonstrates the impact that extracurricular activities have on Japanese students' self-concepts in particular.  相似文献

The role of the forensic mental health nurse has led to many debates due to the conflicts between security and therapeutic aspects of their role. Physical restraint is a security element of the role which may have an impact on their ability to work therapeutically with patients. This study examined the impact of physical restraint on the nursing staff–patient therapeutic relationship. This was investigated in a secure unit in the North of England. Eight semi-structured interviews were conducted with patients across the service, and thematic analysis was undertaken. Five themes were identified from the data which highlighted the impact of the physical restraint as a power imbalance, the experience as traumatic, the importance of justification, the negative attributes and motives of some staff and the impact of coping with powerlessness. Clinical implications and research recommendations are discussed further in this article.  相似文献

There has been a great deal of work undertaken on employee performance management with the Australian Public Service (APS) over the last 4 years. The objective has been to focus upon achieving high performance rather than merely preventing poor performance. This refocus was adopted to reflect the increasing complexity of the work, a rise in the need for knowledge work, and escalations in the speed and frequency of change; all this within a context requiring a reduction in costs while still meeting the growing expectations of the public and government. This pair of papers reflects on where employee performance management has got to as a result of the work. Dr. Damian West from the Australian Public Service Commission identifies the continuing importance of effective employee performance management to the APS and public sectors more widely. He highlights the progress that has been made so far, demonstrating the importance of implementation of the process. He suggests that, now that a framework for assessing the potential for employee performance management processes has been established, accountability of the system implementation and adoption will become paramount. Professor Deborah Blackman, whilst echoing the real progress that has been made, suggests that for real improvement in performance management outcomes there needs to be a fundamental shift in thinking; not in terms of the processes or of ensuring compliance, but rather that organizations undertaking performance management need to be much clear as to the strategic direction such a process is going to support. She suggests that there has been too much emphasis on having a system and not enough on determining what such a system is for. When the papers are combined, it can be seen that much progress has been made in terms of the reorientation towards high performance and how to support organizations to work towards this. The next step, for there to be real outcome improvements, is for organizations to be more overt in determining what high performance will look like in their context, then clarifying that to all those involved in developing performance management so that accountabilities at all levels can be agreed, supported, and effective.  相似文献
