走私武器弹药是一类严重的犯罪行为,其犯罪主体、作案渠道、行为手段、社会危害、侦查难点均存在着特殊性,必须予以高度关注。为有效打击走私武器弹药的犯罪行为,需要综合运用控制下交付、技术侦查、网络侦查、侦查协作等多种侦查手段。对此类犯罪的预防,需要从加强海关监管、市场监管、网络监管、深入开展法制教育、完善情报信息交流等方面入手。  相似文献

This article reports the current state of scientific knowledge concerning specific forms of street crime victimization affecting homeless adults, ages 18 or over. This interdisciplinary systematic review examines 33 studies that provide some degree of insight into the nature of victimization occurring within the homeless milieu. Findings indicate that the homeless are subject to disproportionate rates of distinct categories of common crime, including assault, robbery, and theft. When viewed through the theoretical lens of lifestyle–exposure theory, the present study’s data demonstrates that certain homeless subpopulations endure increased risk of predatory crime. Implications for future research and public policy are discussed.  相似文献

企业合规是企业为实现依法依规经营、防控合规风险所建立的一种治理机制。企业合规只有在法律确立了行政监管激励机制和刑法激励机制的前提下,才能得到有效的实施。在国际经济法律体系中,一些国际组织也将企业合规作为对违规企业解除制裁的前提条件。从历史上来看,企业合规是为保护企业利益而设置的风险防控机制,它所要防控的不是企业的经营风险和财务风险,也不是一般意义上的法律风险,而是因可能受到行政处罚或刑事追究而承担的合规风险。企业合规发展到今天,已经不再仅仅属于企业所要承担的道德义务,而变成了一个涉及多个法律领域的重要法律问题。  相似文献

Adolescent bullying is linked to numerous adverse psychosocial effects that can persist into adulthood. In response to this problem, in 2007 Iowa adopted an antibullying statute requiring all school districts to adopt an antibullying policy. From 2013–2014, 47 semistructured interviews were conducted with school and district administrators in Iowa. Administrators identified many policy implementation challenges including limited funding and staff, and difficulties selecting prevention programs, applying the law’s bullying definition in investigations, and understanding the school’s jurisdiction for policy enforcement. Contextual barriers to implementation (e.g., media portrayals of bullying and parental attitudes) also emerged. This is the first study to use the interactive systems framework to examine antibullying law implementation, highlighting the importance of coordination among research translators, supportive organizations, and on-the-ground implementers.  相似文献

This article presents the preliminary outcomes of a 6-month, in-home trauma-adapted neglect prevention program intended to reduce trauma-related risk factors in families and increase caregiver, child, and family well-being. Standardized measures were administered via a computer assisted self-interview (CASI) at intake and case closure. At the time of the analyses 72 caregivers and 105 children completed both an intake and closing CASI. Significant differences were found over time in the reduction of caregiver and child related post-traumatic stress (PTS) symptomatology. Outcomes in overall caregiver, child, and family well-being and safety significantly improved over time. Evidence suggests that trauma adaptation of the empirically supported neglect prevention program shows great promise in filling a service gap and in helping families who are chronically traumatized and struggling to meet their children's basic needs.  相似文献

Current scholarship increasingly argues that international factors and, more specifically, authoritarian collaboration fundamentally affect the persistence of authoritarian rule. In order to generate a better understanding of the nature and effects of these international dimensions of authoritarianism, this article provides a conceptual framework for various aspects of authoritarian collaboration to prevent democracy, particularly the relationship between authoritarian regime types and their international democracy‐prevention policies. It differentiates between authoritarian diffusion, learning, collaboration and support, as well as between deliberate efforts to avert democracy and efforts not explicitly geared towards strengthening autocracy. The article further distinguishes between crisis events and normal conditions where authoritarian rulers' hold on power is not in danger. It is argued that authoritarian powers' motivations to provide support to fellow autocrats are self‐serving rather than driven by an ideological commitment to creating an ‘authoritarian international’: authoritarian rulers first and foremost strive to maximise their own survival chances by selectively supporting acquiescent authoritarian regimes, maintaining geostrategic control and fostering their developmental goals.  相似文献
