Christiaan Snouck Hurgronje (1858-1936), a Dutch scholar of Islam, served as a “military anthropologist” during the Aceh war in the Dutch East Indies. The Acehnese fighters viewed their anti-colonial struggle against the Dutch as a jihad, construing themselves religious martyrs fighting “infidel invaders,” and carrying out suicide attacks with a machete or dagger. To combat this insurgency Snouck Hurgronje, one of the first Westerners to visit Mecca and author of many books on Islam, developed the so-called “Aceh method,” which became the basis of modern Dutch counterinsurgency strategy. The increased use of information and communication technologies (ICTs) has triggered enormous innovation in the public sector and created positive public value at the managerial, delivery of services, and policy levels. However, these positive outcomes do not automatically accrue simply by adoption of ICTs as public leaders can fail to adopt relevant new ICTs, use them poorly, or use them in ways that actually diminish public value, which raises the question of the importance of e-leadership. This article examines e-leadership and innovation capacity at the individual public manager level and fills in some gaps about the practice and implementation of ICTs in the public sector. We explore eight research questions useful in theorizing about e-leadership, develop constructs of e-leadership, and describe the current development of e-leadership. By comparing e-leadership in two country settings (South Korea and the United States), we also overcome the limitations of the existing Western-oriented studies about innovations in the public sector. In addition to the growth of e-leadership use and requirements for a variety of competencies equivalent to, but separate from, traditional communication competences, we find that national cultures exert significant influence on the major constructs of e-leadership, which implies that an effective e-leadership strategy should consider cultural contexts seriously. 相似文献

Using the 2017 post-election German Longitudinal Election Study (GLES), this article examines the voters for the Alternative for Germany (AfD) in the 2017 German federal election. We show that AfD voters in 2017 were truly ‘flesh of the same flesh’ of the mainstream German political parties, with the AfD drawing its voters from across the political party spectrum as well as from previous non-voters in 2013. In contrast to previous scholarship, we find that in most respects AfD voters in 2017 did not differ demographically from voters for all other parties, be that in terms of gender, education, employment status, and union membership. Furthermore, we find that AfD voters were not driven by anxiety about their own economic situation: they are no ‘losers of globalisation.’ Instead, AfD voters in 2017 were driven solely by two factors: their attitudes towards immigrants/refugees and anti-establishment sentiment/satisfaction with democracy in Germany. 相似文献

Swedish public law has incorporated a general rule of public access to documents, and to information in the wider sense, since
the Freedom of the Press Act of 1766. On the Community level, the relationship between Regulation (EC) 45/2001 on data protection
and Regulation (EC) 1049/2001 on public access to documents exemplifies the tension between the public's interest in scrutinising
the administration carried on in its name, and the integrity of the individual. However, a similar tension exists between
Sweden's Personal Data Act of 1998, implementing Directive 95/46, and the Freedom of the Press Act. A misuse model of data
protection law, by seeking to concentrate on serious rather than technical infringements of privacy, might serve to ease the

them “biases”) would find other ways of looking at these chapters. Whatever the perspective taken, the book raises important
questions, and its emphasis on describing intentional rules is a useful approach for the social sciences. A single book cannot
do everything, but I wish that this one had also taken a more evaluative point of view, telling us not just how decisions
are made but also where they are going wrong according to some explicit standard, and how to improve them. I am sure that
