伦理化的政府治理模式——中国特色的公共行政道路

新公共管理和新公共服务作为西方公共行政改革的理论支持,越来越成为推动西方公共行政实践发展的强大动力。中国和西方发达国家的行政生态迥然不同,这就要求我们在对待西方公共行政理论的时候,应该批判地借鉴与超越,走出一条中国特色的公共行政道路——伦理化的政府治理模式。     

农村经济转型发展中乡镇政府职能调整研究

在我国经济从计划向市场的转型发展中，制度变迁是生产关系适应生产力发展、不断调整的渐进过程。农村改革开放以后，以家庭联产承包责任制为主的一系列农村改革措施赋予了农民的市场主体地位，从而乡镇政府职能转换成为难以回避的问题。一、乡镇政府职能界定的借鉴(一)理论借鉴。在政府职能体系中，乡镇政府职能是重要的组成部分，对乡镇职能的划分需要明确政府体系在市场经济条件下职能的界定。西方传统的公共行政管理理论强调政府管理职能要与政治分开。在20世纪80年代以后，西方公共服务推行社会化和市场化改革，进一步扩大市场对公共产品生产的作用。新公共行政理论提出了用公共行政责任、产出与效率、灵活的分权制来“重塑政府”。公共选择理论认为，政府应遵循“一人一票”公共选择规则。公共行政理论并非把政府定位于阶级统治工具，而更多地赋予了管理和服务社会的职能。     

从新公共管理到新公共服务的理论发展

"新公共管理"理论是自20世纪80年代以来深刻影响西方政府改革的重要理论,在对"新公共管理"进行反思和批判的基础上,"新公共服务"理论的形成和发展则进一步丰富和完善了西方公共行政理论。从新公共管理到新公共服务的理论发展使我们能够用发展的眼光、从不同的视角去理解公共行政的真正内涵。     

“新公共管理“理论分析

新公共管理的出现被称为行政管理范式的转换。作为一种新的理论范式,它涉及到以往的公共行政领域所未涉及的大量专题,如公共物品、外部性、公共服务供给、理性人、交换范式、制度选择、政府失败、自给型公共组织等,成为当代西方行政改革的主导理论。第一,政府的管理职能“应是掌舵而不是划桨”。“新公共管理”理论提倡通过“政府公共政策化”将政府从管理的具体事务中解脱出来,从根本上 解决机构臃肿、预算超支、效率低下、官僚主义与腐败盛行的顽症。“新公共管理”理论认为,政策组织与规制组织的职能是负责“掌舵”,而服务提供组织与…     

新公共服务理论及其在当代中国的适用性分析

美国学者罗伯特·B·登哈特将人们对新公共管理提出的替代性观点进行了总结，并在对民主公民权理论、社区与公民社会的理论、组织人本主义和新公共行政以及后现代公共行政理论研究的基础上，提出了新公共服务理论。本文对新公共服务理论进行了阐述，并将其与传统公共行政理论、新公共管理理论进行比较，分析了新公共服务理论的优越性，然后结合当前国内政府改革存在的问题分析了新公共服务理论在当代中国的适用性。     

公共行政改革的理性思考与现实选择

公共行政理念的提出 ,从内容、宗旨和方式方面使我们更加明确了行政改革的方向。当前我国行政改革面临着目标的冲突、体制改革与管理变革的矛盾、市场化与法治化的矛盾 ,这种种矛盾现象是由我国特殊的历史发展阶段决定的。今后公共行政改革的基本选择是 ,在利益选择上以社会优先 ,在价值选择上以公正优先 ,在行为选择上以法治优先。     

公共服务市场化中的政府责任

20世纪80年代以来,以公共选择理论、新公共管理理论、治理理论为理论基础的公共服务市场化成为西方国家行政改革的方向,我国也开始了这方面的改革。在许多国家的改革实践中,市场化成为了政府推卸公共服务责任的方式。公共服务的市场化,只是政府责任方式和责任内容发生改变,并不是政府责任的消失。在我国公共服务的市场化过程中,政府的主要责任是提高纯公共物品生产和提供的能力、完善公共服务的市场化机制、构建公共服务的社会化机制。     

对当代西方公共行政变革趋向的分析

当代西方公共行政在对传统官僚行政的变革中,新公共管理和新公共行政两种理论分别从管理与治理两个方面对传统官僚行政的组织管理方式和社会治理方式做出理论上的扬弃,从而导致管理主义与治理主义之争。其实管理与治理对于变革中的当代西方公共行政犹如一枚硬币的两面不可分割,实现管理与治理的统一是当代西方公共行政变革的基本趋向。     

基层服务型政府的塑造——以西方新公共服务理论为视角

建设服务型政府是党的十七大作出的重大决策,是一个带有全局性和战略性的重大任务,而基层服务型政府塑造又是其关键。西方新公共服务理论作为一种全新的现代公共行政理论,体现了服务型政府的基本要求。借鉴西方新公共服务理论,建构我国基层服务型政府,对我国的行政改革有着重要的理论意义和现实意义。     

行政民主化发展的路径选择

行政民主化是当今世界公共行政改革的潮流,我国也正开展民主行政的改革。治理理论为我国民主行政改革提供了一个新的视角。在治理理论的背景下,我国行政民主化改革的路径选择可以通过职能转变、还权于民、公民参与、放松规制、组织变革等方式在实现公共服务社会化、政府权力多中心化、政府决策民主化、政府行为法治化、政府组织弹性化中实现。
