Existing research on civil war interventions provides contradicting evidence about the role that the media plays in affecting the likelihood of intervention. To date, studies often focus on specific cases (frequently by the United States) leaving it unclear whether the media's influence extends more broadly. In this article we examine this question cross-nationally and argue that we need to account for the possibility that interventions also lead to increases in media coverage. We test our hypotheses using cross-national data on civil war interventions and media coverage. These data include a new measure of media coverage of 73 countries experiencing civil wars between 1982 and 1999. These data allow us to determine whether media coverage is more likely to drive leaders’ decisions or follow them. Toward this end we employ a two-stage conditional maximum likelihood model to control for potential endogeneity between media attention and interventions. The results suggest a reciprocal positive relationship between media attention and civil conflict interventions. Specifically, an increase of one standard deviation in media coverage raises the probability of intervention 68%.  相似文献

Does hosting refugees affect state repression? While there have been numerous studies that examine the link between refugees and the spread of civil and international conflict, an examination of the systematic links between refugees and repression is lacking. We contend that researchers are missing a crucial link, as the dissent-repression nexus is crucial to understanding the development of armed conflict. Drawing upon logics of the relationship between refugees and the spread of conflict as well as economic capacity, we argue that increased numbers of refugees lead to increased repression. We contend that willingness to increase repression when hosting refugees is in part conditional on a host state’s economic capacity. We argue that, on the whole, the greater the population of refugees in a host state, repression becomes more likely. That said, we argue that increased economic capacity will moderate this relationship. We find empirical support for both predictions.  相似文献

Previous research has indicated that democracy decreases the risk of armed conflict, while increasing the likelihood of terrorist attacks, but we know little about the effect of democracy on violence against civilians in ongoing civil conflicts. This study seeks to fill this empirical gap in the research on democracy and political violence, by examining all rebel groups involved in an armed conflict 1989–2004. Using different measures of democracy, the results demonstrate that rebels target more civilians when facing a democratic (or semi-democratic) government. Democracies are perceived as particularly vulnerable to attacks on the population, since civilians can hold the government accountable for failures to provide security, and this provides incentives for rebels to target civilians. At the same time, the openness of democratic societies provides opportunities for carrying out violent attacks. Thus, the strength of democracy—its accountability and openness—can become an Achilles heel during an internal armed conflict.  相似文献

Recent studies have found significant excess mortality in women during and immediately after armed conflicts. This article directly assesses one of the most likely explanations, namely that war negatively affects reproductive health. Armed conflicts may contribute to sustain high fertility levels through increased social insecurity, loss of reproductive health services, and lower female education. Further, war's deteriorating impact on health infrastructure is expected to increase the relative risk that women die from complications associated with pregnancy and childbirth. These claims are tested in a global time-series cross-national study from 1970 through 2005. Three major findings are reported. First, armed conflicts are associated with higher overall fertility in low-income countries only. Second, maternal mortality rates are elevated, albeit moderately, in conflict countries. Third, conflicts in neighboring countries are associated with lower maternal mortality, possibly indicating that health interventions among refugee and host populations are relatively successful. While addressing one of the least successful UN Millennium Development Goals, this study also responds to the UN Security Council Resolution 1325, in which Article 16 specifically calls for the “Secretary-General to carry out a study on the impact of armed conflict on women and girls.”  相似文献

Arms acquisition is a crucial venture for armed insurgency groups for carrying out their militant activities. I argue that the specific manner in which these groups obtain weapons may have important consequences for the dynamics of violent intrastate conflict. While most previous studies of the relationship between arms acquisition and armed conflict have focused solely on the impact of arms availability, in this article I analyze the impact of two specific aspects of arms acquisition patterns—the methods and the degree of leadership control—on the dynamics and nature of armed conflict in a qualitative case study of the armed conflict in the Niger Delta (Nigeria) between 1995 and 2005. I conclude that the specific arms acquisition method and the degree of leadership control over this process have strongly affected the dynamics of the conflict.  相似文献

We examine whether refugee flows increase transnational terrorism in states to which refugees flee. Recent studies find that refugee flows contribute to the spread of interstate and civil war, but to a far lesser extent have studies examined how refugee flows could lead to other forms of political violence. We discuss two ways in which refugee flows can lead to transnational terrorism: how conditions in camps contribute to the radicalization of refugees; and how poorly host states treat refugees. We then conduct empirical tests using data on worldwide international refugee flows and transnational terrorism. Specifically, we model the effect of refugee flows on transnational terror attacks within a directed dyad framework to account for characteristics of origin and host states. Using a rare-events logit model, along with count models to check robustness, we find that refugee flows significantly increase the likelihood and counts of transnational terrorist attacks that occur in the host country, even when controlling for other variables. Given the prominence of refugee flows and populations worldwide, the results suggest that states with significant refugee populations and the international community at large should take measures to address the conditions in refugee camps, as well as the treatment of refugees by host states in order to prevent transnational terrorism.  相似文献

Despite severe political instability and many political crises since independence, Madagascar has experienced peace for nearly four decades. Unlike the dominant research on causes of armed conflict, this article focuses on the causes of peace. It introduces a new concept—domestic capabilities for peaceful conflict management—to identify factors related to conflict fault lines, civil–military relations and a culture of constructive conflict management, that facilitate the prevalence of peace. The domestic capabilities for peaceful conflict management perspective draws attention away from preventive diplomacy and external intervention and places the focus on internal capabilities for peace. On this basis, the article also analyses the severe crisis in 2009 and how it was handled.  相似文献

Few studies consider how civil war onset can be influenced by third parties and by the belligerents’ perceptions of third party actions. I show that the American Civil War, a war largely ignored by civil war scholars, sheds insights into how anticipation of third party intervention influences the decision-making process within the target state and how the possibility of third party intervention can influence the onset and escalation of civil war. The American Civil War is an especially interesting case for exploring the role of third parties in civil war initiation since, unlike most cases considered by the existing civil war literature, the American Civil War is an instance of nonintervention: the third parties (the European powers in this case) mattered despite staying out of the conflict. Specifically, I argue that fear of foreign recognition (particularly by the British) played an underappreciated (if not the decisive) role in the earliest stages of the American Civil War by influencing Lincoln's decision to authorize the first major battle of the war at Manassas Junction, Virginia.  相似文献

In this research note, I argue that scholars of the international diffusion of civil conflict would benefit from directly measuring rebel mobilization prior to the onset of civil war. To better understand the way in which international processes facilitate dissidents overcoming the collective action problem inherent in rebellion, I focus on militant organizations and model the timing of their emergence. I use several data sets on militant groups and violent nonstate actors and rely on Buhaug and Gleditsch’s (2008) causal framework to examine how international conditions predict militant group emergence. While Buhaug and Gleditsch conclude that civil war diffusion is primarily a function of internal conflict in neighboring states, once militant group emergence is substituted in the dependent variable, I observe that global conditions affect rebel collective action. A final selection model links militant groups with civil conflict onset and demonstrates the variable performance of diffusion effects. The results indicate that many rebels mobilize in response to more global events and then escalate their behavior in response to local conditions.  相似文献

Despite considerable interest in the relationship between Islam and political violence, there is little systematic empirical research that explores the intrastate conflict proneness of Muslim countries, and existing studies provide mixed results. This article examines the causal factors that explain the prevalence of intrastate conflict in Muslim-plurality states and the conditions under which Islam may influence civil war onset. Further, following Ward, Greenhill, and Bakke’s (2010) suggestion, the effects of Islam and other socioeconomic and political factors in actually predicting civil wars are examined by utilizing ROC curves and cross-validation exercises. Utilizing the Uppsala Conflict Data Program’s data for the 1981–2009 period, the findings indicate that Muslim-plurality countries are indeed disproportionately involved in intrastate conflicts, but these countries are also characterized by lower GDP per capita, oil dependency, state repression, autocracy, and youth bulges, all of which correlate strongly with intrastate conflict onset. The significance of Islam disappears when controls for such factors are included in the statistical model. The variable of Islam does not make any significant contribution to either the in-sample or out-of-sample predictive power of models. Among the factors that increase the risk of intrastate conflict, the presence of a youth bulge has the greatest impact in Muslim-plurality countries.  相似文献

Most conflict studies focus on the causes of war and violence. In contrast, this article on Ecuador explores the causes of peace in a country with strong conflict fault lines, a political army and several deep political crises during the last two decades. The article suggests that focusing on domestic capabilities for peaceful conflict management provides a new entry point to explaining why peace is sustained. An important aspect lies in the role of the armed forces and of civil society. Theories on civil-military relations provide an understanding of why armed forces intervene. However, there is less analysis of factors that influence political armies' behaviour in terms of the use or non-use of violence. This is the focus of this article. Furthermore, the article asks why actors in civil society opt for non-violent strategies. In summary, the article analyses the capabilities for peaceful conflict management of national actors—particularly of the armed forces and of civil society—through a focus on their behaviour in three recent political crises, and by tracking the influence of historical experiences, cultural context and the structural and institutional framework on their behaviour.  相似文献

This article evaluates the effects of terrorism on interventions into civil wars. Considering civil wars from 1970–1999, this study analyzes how the use of terrorism as a tactic affects external interventions on behalf of opposition groups, interventions on behalf of governments, and diplomatic interventions. While some authors would suggest that groups might utilize terrorism as a tactic to gain external support, this study finds little evidence that groups are actually successful in gaining such support. In fact, terrorism that targets civilians appears to actually decrease the likelihood of military interventions on behalf of opposition groups. Furthermore, in civil wars with high numbers of terrorist attacks there is a greater likelihood of economic intervention on behalf of governments, further weakening the potential benefit for groups in utilizing terrorism as a tactic. While this is certainly a welcome finding, a consideration of five case studies of suicide terrorism (Lebanon, Sri Lanka, Iraq, India, and Turkey) provides evidence that the use of suicide terrorism within civil wars may have decreased the likelihood of external interventions on behalf of the government and of diplomatic interventions. These results are more troubling and suggest potentially grave consequences for mediating many of these conflicts.  相似文献

We examine the ways in which the size of the governing coalition in a post–civil war state affects the durability of the peace. Previous studies relate the durability of the peace to the outcome of the civil war, the extent and forms of power-sharing arrangements, and the role of third-party security guarantors. We argue that the way conflict terminates and the power-sharing agreements between former protagonists structure the composition of governing coalition in the post–civil war state. Any settlement to civil war that broadens the size of the governing coalition should increase actors' incentives to sustain the peace rather than renew the armed conflict. Peace is more likely to fail where the governing coalition is smaller because those excluded from the governing coalition have little to lose from resuming armed rebellion. To test these propositions, we analyze data on post–civil war peace spells from 1946–2005.  相似文献

The study of external interventions in conflict management is critical and has implications for international relations and conflict theory. Quantitative studies of the relationship between external interventions and civil war have been prone to some conceptual limitations (understudied lower-intensity periods) and data limitations (unavailability of event battle death data). This article presents a new external interventions data set covering the period between 1989 and 2010 for Africa, building on the Regan et al. (2009) data set, which covers the period between 1945 and 1999. Novel features of this new data set are: the recoding of the overlap period; a broader range of categories of intervention, including UN and non-UN missions; and wider temporal scope, by extending the period of analysis to 2010, by lowering the civil war threshold to 25 battle deaths, and by starting the conflict period from the date of the first battle death in each civil war (based on UCDP GED version-1.5-2011). The advantages of the data set are illustrated with an analysis of the different effects interventions have on high- and low-intensity conflict periods.  相似文献

Abstract

In this paper we empirically reexamine the debate over the conflict reducing properties of inclusive political institutions. We examine the purported violence reducing effects of proportional representation (PR) electoral systems, parliamentarism, and federalism, conditioning their effects on ethnic fractionalization and whether a country is conflict prone. In other words, are these institutions more effective in countries that have already experienced major conflict or are they more effective in preventing conflict in countries that have not experienced major conflict? Using a data set that includes a sample of 81 countries and 2488 observations from 1973 to 2018, we test the conditional effects of proportional representation electoral systems, parliamentarism and federalism conditioning these by ethnicity and whether the country has experienced a major conflict (i.e., civil war). We find that these institutions have little effect on reducing the number of riots or political deaths, but PR electoral systems reduces ethnic violence when ethnic fractionalization is high. On the other hand PR electoral systems and parliamentarism reduce ethnic violence in conflict prone countries, but federalism increases the likelihood of ethnic violence. We discuss the implications of these findings with regard to arguments regarding inclusive power sharing arrangements and violence in post conflict environments.  相似文献

Extant literature on intrastate conflict independently explores terrorism and civil war. However, both terrorism and civil war are probably parts of a continuum of intrastate conflict with the former at one end and the latter at the other end in terms of intensity. I argue that two factors play important roles in rebels’ decision-making calculus, namely, the size of their support base and state strength. Terrorism, as a strategy of the weak, is optimal when the rebel groups have little support among their audience and the state is strong. On the other hand, guerrilla warfare is an ideal strategy when such groups have a greater support base and the state is weak. The theoretical argument is tested on a dataset of Myanmar and six countries of South Asia and for 1970–2007.  相似文献

ABSTRACT

Under what conditions are rebel groups successfully incorporated into democratic politics when civil war ends? Using an original cross-national, longitudinal dataset, we examine political party formation by armed opposition groups over a 20-year period, from 1990 to 2009. We find that former armed opposition groups form parties in more than half of our observations. A rebel group’s pre-war political experience, characteristics of the war and how it ended outweigh factors such as the country’s political and economic traits and history. We advance a theoretical framework based on rebel leaders’ expectations of success in post-war politics, and we argue that high rates of party formation by former armed opposition groups are likely a reflection of democratic weakness rather than democratic robustness in countries emerging from conflict.  相似文献

Over the last 20 years, Taiwan has witnessed an impressive transition from authoritarian one-party rule to liberal democracy. This included considerable changes in the relations between the civilian political elites and the armed forces. While under the emergency laws of the authoritarian regime the military had been a powerful political force, during democratization the elected civilians have managed to curb military political power and have successively widened their influence over former exclusively military prerogatives. This article argues that the development of Taiwan's civil–military relations can be explained as the result of civilians using increasingly robust strategies to enhance their influence over the military. This was made possible by a highly beneficial combination of historical conditions and factors inside and outside the military that strengthened the political power of the civilian elites and weakened the military's bargaining power. The article finds that even though partisan exploitation of civilian control instruments could potentially arouse civil–military conflict in the future, civil–military relations in general will most likely remain supportive of the further consolidation of Taiwan's democracy.  相似文献

Sexual and gender-based violence in many conflict and post-conflict contexts are creating vulnerabilities to HIV. The paper is based on research conducted in Burundi in 2007–2008.The country experienced long-term civil war from the early 1990s until recently and has been the locus of post-conflict disarmament, demobilisation and reintegration programmes, providing a coherent and focused study. The research finds that the relationship between conflict and HIV/AIDS is a function of pre-existing gender relations that also regulate sexual life and determine critical female vulnerabilities. When put under stress by armed conflict, these vulnerabilities become amplified, creating conditions for the increased spread of HIV. Analysis of how gender relations and vulnerabilities change according to the specific social and economic circumstances generated by military mobilisation, organisation and deployment, in relation to civilian displacement and insecurity, in a range of distinct circumstances, provides a framework for understanding HIV vulnerabilities during and after the conflict.  相似文献
