首届全国省属公安本科院校长论坛年会综述

<正>由江苏警官学院发起并承办的首届全国省属公安本科院校长论坛年会,于2010年8月15日-16日在江苏常州举行,全国12所省属公安本科院校的领导和有关同志共89名代表出席。中国人民公安出版社、《公安教育》杂志社的领导和有关同志应邀出席论坛年会。与会同志围绕"省属公安本科院校面临的机遇、挑战与应对策略"主题,畅所欲言,就公安教育和公安高校建设发展中的一系列重大理论和实践问题,进行了深入研讨交流,特别是对省属公安本科院校的顶层设计(包括目标方向、功能定位、办学理念、办学模式等)进行了重点研讨,发表了许多独到见解,提出了许多新观点、新理念。     

贯彻“二十公”精神，加强公安本科教育

发展公安本科教育是时代的要求和历史经验的总结,关键是处理好稳定与发展的关系;公安本科要体现警察职业的"科班"作用,把公安大学生培育成为具有人民警察必备的基本品格和能力的社会精英;要构建公安本科"品质与能力教育"的系统工程,借鉴友邻行业,从科学与谋略的发展前景出发,培育人文社会科学知识与科学技术相结合的"未来型民警";并以提高师资和学生素质为抓手,把本科院校成为"学习型公安"的教育训练资源核心基地.     

关于公安学科建设的若干思考——以浙江警察学院为例

学科建设是本科院校建设和发展的龙头,学科水平体现着本科院校的办学水平。在公安学、公安技术分别被列为国家一级学科这一具有划时代意义的新形势下,公安本科院校有责任抓住难得的历史机遇,超常规、高水平地建设特色优势学科,提升公安科学研究的层次和效益,推动公安教育事业又好又快发展。浙江警察学院在借鉴普通高校学科建设成功做法的基础上,认为重点发展公安学和公安技术这两门一级学科,乃公安院校学科本位之体现。为此,首先要明确建设基本思路;其次要架构、发展相应的学科群;第三要提升科学研究层次和效益;第四要重视以培育学科带头人为核心内容的学科梯队建设;第五要以整合资源为重点加大科研基地平台建设;第六要从学科本位视角出发改进学科建设的管理方式。     

以加强三基工程建设为契机推进公安档案工作跨越式发展

公安机关加强“三基”工程建设为公安档案工作的发展提供了机遇。加强公安档案建设,要以增强服务能力为核心,以信息化建设为方向,以强化派出所档案工作为重点,以提高档案员队伍素质为保障。     

新建公安本科院校的定位与发展探析

作为公安院校的主力军,新建本科院校的定位和发展问题不仅是公安院校的重要命题,也成为提升公安队伍建设质量的关键所在.本研究在梳理全国新建本科院校发展历程、辨析新建公安本科院校特点的基础上,结合《国际教育标准分类法》(1997年修订稿)和公安部《关于加强公安院校和训练基地建设的指导意见》的精神要求,提出新建公安本科院校应在教学应用型本科院校方向的指导下,破除公安教育与公安工作、学科与专业、内部与外部机制、教育教学与警务文化建设之间的壁垒,建设面向公安事业发展,服务区域社会安全管理工作,以应用型本科学生的培养与发展为主的一流公安本科院校.     

新时代振兴公安本科教育的探索——基于湖北警官学院的办学实践

加强公安本科教育是培养高素质公安专业人才的现实需要。新时代振兴公安本科教育是一项复杂的系统工程,公安高校应坚持"政治建校,忠诚育警"的办学治校理念;大力加强学科专业建设,夯实公安本科的办学根基;不断强化师资队伍建设,着力打造"双师双能型"师资队伍;适时优化人才培养方案,同步推进教学改革和管理改革;高度重视实践育人,着力培养高素质、应用型的现代警务人才。
