刑事摹拟画像技法

刑事摹拟画像是在刑事案件侦查中,为了发现缉查犯罪嫌疑人以及案件有关人员,通过调查访问受害人和目击证人等有关人员,根据他们的记忆描述,依据逆向追溯的逻辑方式,通过绘画的方法,再现犯罪嫌疑人及与案件有关人员的体貌特征的侦查过程.本文作者通过多年的实验心理研究和刑案画像实践,总结归纳出六种调动目击者记忆的追忆方法;三种再现目击原形的摹拟绘制表现方法;多种画像固定使用方法及三种辨认使用方法.(亦称ST刑案摹拟画像技法.)     

模糊视频人像重建对比研究

监控视频画面质量往往不能直接达到检验、识别的条件,需要进行相应的数字化处理。对模糊视频人像甚至需要进行人像重建。运用警视通影像平台人像重建、智能画像专家人像组合重建、Photoshop电子模拟画像重建三种技术手段进行正面人像重建实验和多角度人像重建实验,并对三种重建技术的实验结果进行对比研究有助于公安技术的不断改进和发展。通过实验研究,三种软件的视频人像重建功能是值得肯定的,在不同情况下能各自发挥所长。但同时三种软件的复原重建能力是有限的,表现为算法上的不足、绘画掌握难度较大以及数据库特征数量不够丰富等,这些都值得进一步研究与改善。可以预见,多种重建技术有机结合、取长补短是视频人像重建技术未来发展的一个趋势。     

运用心理画像预测犯罪的可行性构想与发展困境

犯罪心理画像理论不仅可以应用于犯罪后的侦查破案中,还可以根据犯罪心理画像三大外显反应——行为、表情、语音——识别预测犯罪活动。梳理目前已有的行为识别、表情识别、语音识别研究成果,探讨运用心理画像识别预测犯罪的可行性,对如何运用行为、表情、语音识别犯罪活动进行图文式详解,有利于加强犯罪心理画像在犯罪预防领域应用的论证,不断完善充实犯罪心理画像理论,以便更好地运用于当今社会。当然,目前运用心理画像预测犯罪依旧存在制度难题、技术难题、道义难题等问题有待攻克。     

数据画像在公安院校毕业生就业精准定岗中的应用

在大数据与人工智能时代的背景下,为改善公安院校毕业生与公安机关用人单位岗位需求的匹配度,引入数据画像技术对公安院校学生进行数据画像是必要且合理的。在系统分析公安教育和公安机关就业岗位特点的基础上,形成公安院校毕业生与公安机关就业岗位领域的专家库模型,通过合理选取毕业生在校数据资源,采用数据清洗、统计分析、建模分析、算法预测等技术手段,构建公安院校毕业生的事实标签、模型标签和预测标签,以形成毕业生可视化的数据画像,为公安机关科学用人和毕业生合理择岗提供参考依据。     

精准考察领导干部的路径思考

选人用人是关系党和人民事业发展的关键性、根本性问题。对干部的精准考察是做好干部工作的基础。从"画象""画者""画具"三方面能够找到干部考察中存在的问题,进而需要多听广看、打牢画像的"底子",深究细谈、压实画像的"里子",综合分析、做精画像的"料子"。     

论犯罪地理画像在系列案件侦查中的作用

犯罪地理画像是一种通过对系列案件犯罪地点的分析,来推测犯罪人最有可能的居住地或再次作案地的辅助系列案件侦破的调查方法。在系列案件侦查中运用犯罪地理画像,不仅有利于帮助侦查人员及时、准确地划定侦查范围,从而节约侦查成本、提高侦查效益,而且有利于安民心、树警威、保稳定。

侦查主体的"三结合"是指侦技结合、侦情结合和侦诉结合.技术化、信息化、智能化是现代文明社会的重要标志,现代社会的犯罪也因体现了时代特征而在形态与要素上愈加复杂化,而且犯罪总量日益增大与侦查力量相对不足的矛盾也日渐突出.因此,加强侦查主体的"三结合"便成为与现代犯罪作斗争的必然要求.     

Learning More from Political Communication Experiments: Pretreatment and Its Effects

Research on political communication effects has enjoyed great progress over the past 25 years. A key ingredient underlying these advances is the increased usage of experiments that demonstrate how communications influence opinions and behaviors. Virtually all of these studies pay scant attention to events that occur prior to the experiment—that is, in “pretreatment events.” In this article, we explore how and when the pretreatment environment affects experimental outcomes. We present two studies—one where we control the pretreatment environment and one where it naturally occurred—to show how pretreatment effects can influence experimental outcomes. We argue that, under certain conditions, attending to pretreatment dynamics leads to novel insights, including a more accurate portrait of the pliability of the mass public and the identification of potentially two groups of citizens—what we call malleability reactive and dogmatic.

A House Divided? Roll Calls,Polarization, and Policy Differences in the U.S. House, 1877–2011

The study of political conflict in legislatures is fundamental to understanding the nature of governance, but also difficult because of changes in membership and the issues addressed over time. Focusing on the enduring issue of civil rights in the United States since Reconstruction, we show that using current methods and measures to characterize elite ideological disagreements makes it hard to interpret or reconcile the conflicts with historical understandings because of their failure to adequately account for the policies being voted upon and the consequences of the iterative lawmaking process. Incorporating information about the policies being voted upon provides a starkly different portrait of elite conflict—not only are contemporary parties relatively less divided than is commonly thought, but the conflict occurs in a smaller, and more liberal, portion of the policy space. These findings have important implications for a broad range of work that uses elite actions to compare political conflict/polarization across time.     

职务犯罪侦查工作机制存在的问题及对策——以基层检察院职务犯罪侦查工作为视角

目前我国检察系统职务犯罪侦查工作中存在着案件线索来源渠道不宽,线索及侦查管理属地化、抗干扰能力弱,初查手段有限,侦查资源分散,队伍管理和基建设施落后,保密机制不健全等问题,有必要建立健全职务犯罪侦查工作机制、“内线情报网络”机制、外部调查取证配合机制、工作保密机制和污点证人制度,完善初查程序的立法和侦查强制措施,并集中线索管辖权和侦查权,整合侦查资源。要加强省级检察院对基层检察院的指导和领导工作,切实解决目前职务犯罪侦查工作中存在的问题,推进职务犯罪侦查工作的深入开展。     

Architecture of a broken dream: The CIA and Guatemala, 1952–54

In 1954, the United States launched a coup against Guatemalan President Jacobo Arbenz. In 2003, the Central Intelligence Agency and the Department of State declassified new documents pertaining to the fall of the Arbenz regime. In this paper I argue that although the new information does not substantially alter the overall debate about the causes and consequences of the action, it offers a portrait of the operation which is richer and more complex than what has been seen before. The documents reveal details of the operation which have been hidden for half a century. They illustrate how the mission faltered under the weight of security breaches and miscommunications. They also offer a fascinating glimpse at a shadowy figure in the plot to topple the Arbenz regime who has until now largely evaded the public record. In the end the documents affirm what many scholars had previously concluded, that at the end of the day it was the actions of the Guatemalan Army that made the difference between victory and defeat in the crusade to oust a democratically elected head of state.

Starting Out with Alfred Kazin

After the great success of Alfred Kazin's memoir A Walker in the City in 1951, its long-awaited sequel, Starting Out in the Thirties (1965), has been relatively neglected. Though not much longer than a novella, it is nevertheless rich in the kind of portraiture that makes his autobiographical writing so memorable. In doing so it paints an exceptional portrait of the whole decade and makes a strong political case against ideological abstraction and expedience as opposed to the values of personal empathy and moral urgency--the very qualities the book exemplifies.

Controlling technology by shaping visions

In policy theory, technology assessment is most effective when applied in the early stages of research and development, when changes are easier. This ability depends on the qualities of the given tools. Visions and metaphors enjoy much attention today because they provide an early but sustainable orientation. Understanding their necessarily ambivalent nature, their social function, and their cognitive significance provides the basis for their use in analysis. Working with visions more systematically than we do today can improve the selection of technological alternatives. While the method of assessing future technologies with metaphors will not (and cannot, just like all other technology assessments) forecast subsequent decisions, it provides insights about tomorrow's technologies that can inform today's decisions.
