While much research has been conducted on the radicalization of Muslim militants from Jemaah Islamiyah, its spinoffs, and splinter factions; the historical roots of Indonesian radical movements; and their ideological underpinnings, far less analysis has centered on how and why individual militants may come to disengage from violence. Disengagement is defined as a gradual process through which a member of a terror group, radical movement, gang, or cult comes to reject the use of terror methods in pursuit of their goals. Utilizing original fieldwork conducted between 2010 and 2014, with fifty current and former members of Islamist extremist groups in Indonesia, this article will unpack the patterns, pathways, religious considerations, and psychological processes that propel individual militants to turn away from violence.  相似文献

In some ethno-separatist wars, rebel groups direct a large share of violence against members of their own ethnic community. But why do rebels target the co-ethnics they claim to represent in the war against the government? Our aim in this paper is to provide the components for a conceptual framework that we assess using unique disaggregated casualty data on violence committed by the Liberation Tigers of Tamil Eelam against co-ethnic Tamils in territories claimed for the Tamil Eelam state in the early phase of the Sri Lankan conflict, 1985–88. We propose that there are two distinct processes of intraethnic violence: violence against co-ethnic civilians and violence against co-ethnic rivals. While the former aims at controlling the population to win the war against the government, the latter aims at establishing leadership dominance over the ethnic minority. We examine the role of ethnic homogeneity in shaping the use of violence directed against the two types of co-ethnic targets in the buildup phase of ethno-separatist war. We conclude that ethnic demographic structures matter for how the rebels treat co-ethnics in the early phase of war before they have established territorial control.  相似文献

This article assesses the role of ethnic demographics and domestic ethnic rebellion in promoting international conflict. Three of the variables introduced examine dyads within which a common ethnic group exists. These variables are coded to distinguish the presence of a trans-border ethnic group that exists as a majority in both states; a majority in one state and a minority in the other; or a minority in both states. The pooled dataset, which covers the years 1951–1991, is analyzed using different types of data to account for both broad and narrow conceptions of ethnicity. The results indicate a strong and significant increase in dyadic conflict when two states share an ethnic group and an ethnic majority exists in at least one of the states. Ethnic rebellion is also found to significantly harm interstate relations when an ethnic diaspora is involved. Associations found between ethnicity and international conflict are most pronounced when international disputes involve fatalities.  相似文献

ABSTRACT

This article investigates two ways in which state involvement in religion—minority and majority restriction—generates terrorism. Using a time-series, cross-national negative binomial analysis of 174 countries from 1991–2009, this study finds that when religiously devout people find themselves marginalized through either form of religious restriction, they are more likely to pursue their aims through violence. The article concludes with recommendations for policymakers.  相似文献

Violence (broadly defined to include collective as well as individual violence) associated with the recent rise of newer religious groups or 'cults', as well as longer-term minority religions, is examined, using a conflict orientation. The interactional nature of such violence is discussed, with accusations of violence concerning minority and newer religions placed in a conflict perspective that stresses the interdependency of religious groups and their opponents. Special attention is given to allegations of: (1) violence derived from group teachings and practices, with a focus on major recent tragic events involving religious groups; and (2) violence directed against members and groups by others, including private individuals and organization, as well as governmental entities.  相似文献

Conflict between dominant and subordinate ethnic groups in eastern Europe has greatly complicated efforts to build stable and just democratic systems in the region. Leaders of new states as well as rulers whose authority extends from the communist era have attempted to create political systems where competition is clearly along ethnic lines. Polarisation and violence have resulted from the manipulation of ethnic feeling, but there are also a range of factors which have encouraged majority and minority representatives to show mutual restraint at crucial moments.

The internationalisation of East European nationality disputes and the gradual acceptance by a number of states of group rights to stand alongside individual ones, have cooled down a number of disputes and possibly forestalled new ones. But the national question will be a troubling one for many still‐fragile democracies unless strong external incentives are offered which encourage states to conciliate internal minorities and estranged neighbours.  相似文献

Most of the literature on racial or ethnic groups’ foreign policy preferences focuses on parochial or diasporic interests to demonstrate group-specific influence in this policy realm. This situation leaves room for addressing the impact of African American, Latino and Asian American, and Pacific Islander (AAPI) racial/ethnic identities on individual-level preferences for broader, non-parochial, foreign policy issues and the degree to which multiracial preference coalitions (or agreement) emerge in a fashion reflective of domestic policy attitudes. Utilizing data on a range of contemporary foreign policy issues from the 2018 and 2019 Congressional Cooperative Election Studies (CCES), the analyses reveal that minority preference coalitions emerge across a wide range of foreign policy issues, a pattern that is most dramatic among Latino and Black Democrats. Moreover, these coalitions suggest minority moderation relative to white co-partisans from both parties.  相似文献

Abstract

Japan's foreign population is growing, and policy-makers need to address the manifold challenges of an emerging multicultural society. Most importantly, this concerns the task to prevent societal frictions from occurring. This article puts Japan's preparedness to face the challenge of trust-building between members of different ethnic groups to test. The realm of educational policies and schooling practices will stand at the center of interest. It will be argued that the Japanese approach of an integration policy, with its strong focus on the concept of multiculturalism on a national level of policy-making, falls short of creating opportunities for trust-learning among the members of the societal majority and various minority groups. On a subnational level, however, e.g. in Kanagawa Prefecture, some best-practice examples of trust-learning across ethnic boundaries can nevertheless be identified, and may serve as starting points for future policy reforms.  相似文献

This article investigates the influence of transnational ethnic alliances on the international interactions of states. Transnational ethnic alliances exist when both states in a dyad contain members of the same ethnic group. We argue that two types of dyads will experience higher levels of conflict than other dyads: (1) those where an advantaged minority in state A has an ethnic tie to a nonadvantaged minority in state B, and (2) those with a transnational ethnic alliance where the group in one of the states is politically mobilized. Using data from the COPDAB, Minorities at Risk, Polity II, COW, and Penn World Tables projects we find support for these contentions.  相似文献

A large qualitative literature on violent conflict in Nigeria has identified the importance of oil production and ethnicity as salient factors in understanding violence, especially in the oil-rich Niger Delta. This resonates with the broader literature on natural resources, ethnic exclusion, and conflict. This article advances existing research by providing the first highly disaggregated statistical analysis of oil, ethnicity, and violence for Nigerian Local Government Areas (LGAs). We test whether oil production in a weak state environment, and local groups’ access to governmental power, affect the level of violence in Nigeria. We employ unique disaggregated data on violent conflict events, proprietary data on oil production, and newly collected information on local ethnic groups’ access to the federal government for 774 LGAs. We find strong evidence that LGAs with oil infrastructure experience significantly more violence than others, while access to the federal government significantly reduces violence. We complement these findings with a qualitative investigation of violent conflicts in Nigeria.  相似文献

The rhetorical use of labels in the war on terror has become an important tactic post 9/11. One such example is the deployment of the categories of “moderate” and “extremist” within counterterrorism discourse, with Muslims distinguished as either friend or foe based on this dichotomy. The moderate Muslim label is a relational term, only making sense when it is contrasted with what is seen as non-moderate (i.e., extremism). Such binary constructs carry a range of implicit assumptions about what is regarded as an acceptable form of Islam and the risks posed by the Islamic religion and Muslim communities. In this article, we explore the implications of this labelling for Muslim communities. In particular, we explore the interpretations Muslims themselves accord to the dichotomy of moderate and extremist and consider whether the use of such binary terms is at all helpful as a way of rallying Muslims to the cause of tackling terrorism and radicalisation. We draw on focus group data collected from Muslims living in Australia to inform our analysis.  相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics.  相似文献

Numerous scholars have investigated religiously motivated violence, particularly in the wake of September 11, including discussions on the role of modernity in triggering religious violence, the increasing presence of religion in politics, the violence-prone nature of certain religions, and religion's correlation with ethnicity and other conflict-intensifying variables. However, religious activism and violence are not new phenomena. Few theories have been advanced that move across time and space and, broadly, seek to explain the conditions under which religion becomes involved in activism and violence. This article argues that three broad causal arguments for religious activism—social movements, fundamentalism, and apocalyptic warriors—help explain the conditions under which religiously motivated violence occurs across time and space. These three causal arguments offer a spectrum of goals within religious activism, ranging from challenging social practices and government policies, to defending specific interpretations and practices of the faith, to hastening the apocalypse. Furthermore, each of these theories proposes different ways that religion becomes involved in social, political, and religious activism and the conditions under which groups use violence to further their goals. The article concludes by suggesting countermeasures for each type of religious activism.  相似文献

治理族群叛乱的目标既包括土地的控制,也包括人的控制,这是治理族群叛乱区别于其他形式叛乱的特点之一。人的控制实际包含两个内容,既包括人心向背,也包括人员数量的控制。人心向背关乎民众支持,而争取民众支持的必要性在于,虽然拥有民众支持并不必然导致叛乱的平息,但是没有民众支持是不能平息叛乱的。在族群叛乱已经发生的情况下,国家政府只有赢得更多当地民众的支持,才能成功治理叛乱。根据冲突各方的暴力行为方式及其对当地民众支持的影响,成功平息叛乱应具备国家政府有区别使用暴力、叛乱组织无区别使用暴力、当地温和派主导平叛行动等三个必要条件,以争取更多民众支持。这三个条件构成的条件组合,可以有效控制和减少叛乱组织能够招募到的人员数量,只要国家政府的平叛战略能够有效控制叛乱组织所招募的叛乱人员数量,叛乱组织就将走向衰败并最终消亡,也就是说这一条件组合能够成为国家政府成功平叛的一个充分条件。通过对结合俄罗斯、印度和西班牙等国家治理族群叛乱的经验和教训的分析,进一步证实了以上观点。  相似文献

Most existing large-n cross-sectional analyses of ethnic conflict focus on the behavior of the ethnic minority rather than the behavior of the state. That is, they tend to attempt to predict or explain the level of protest or rebellion in which ethnic minorities engage at the expense of determining the causes for the behavior of the government of the state in which these minorities live. Previous studies have determined that discrimination against minority groups is one of the major causes of ethnic protest and rebellion. In addition, much of the literature on ethnic conflict does not sufficiently deal with the religious causes of that conflict. Accordingly this study focuses on the causes of discrimination with a particular emphasis on the religious causes. This study analyzes two populations from the Minorities at Risk dataset: the 105 religiously differentiated minorities and the 163 minorities that are not religiously differentiated. The results show that religious factors influence the process that leads to discrimination and that the causes of religious discrimination are distinct from the causes of other types of discrimination. In addition, the dynamics of this process are markedly different between the two populations analyzed here. All of this, along with other factors, implies that religion is not merely a reflection of general cultural differences, but rather has a distinct and separate influence on ethnic conflict.  相似文献

The study presented here compares the impact of Samuel Huntington's concept of civilizations and that of religion on domestic conflict between 1960 and 2004 using the State Failure data set. The results show that examining the religious dimension of domestic conflict provides a better understanding of the dynamics of domestic conflict than does Huntington's concept of civilization. The results show that Huntington's predictions for conflict have not come to fruition as of 2004. Civilizational conflicts are a minority of all conflicts. Muslims, while engaging in a significant amount of inter-civilizational or inter-religious conflict, primarily fight other Muslims. When one takes population size into account, Muslims participate in a disproportionate amount of conflict. In absolute terms, Muslims participated in the majority of all religious conflict for the entire period covered by this study and in 2003 and 2004. Finally, religion increasingly impacts on domestic conflict. Religious conflicts—including religious wars like those in Afghanistan and Algeria, which are not civilizational but clearly between factions within the same religion—are consistently more common than civilizational conflict and became a majority of all conflict starting in 2002. This rise in religious conflict as a proportion of all domestic conflict is not a post-9/11 phenomenon, but is, rather, the result of processes that date back at least to the late 1970s.  相似文献

Under the Franco dictatorship, post‐Civil War generations of Basques grew up in a climate of physical violence and symbolic repression. Through the imposition of controls on all manifestations of Basque cultural and linguistic expression, the Spanish state transformed even the simplest of actions into defiant symbols of Basque identity. Rejecting, as ineffectual, attempts by the existing Basque Nationalist Party (PNV) to defend Basque culture, the more militant members of the PNV's youth organization attempted to stimulate a radical ethnic movement through a new organization, Euskadi ‘ta Askatasuna [Basque Homeland and Freedom (ETA)]. From its founding in 1959, ETA's principal goals have been the achievement of Basque independence and the revival of Basque culture and language. Its principal strategy has remained armed resistance to Spanish rule. To date, ETA has been responsible for approximately 600 deaths. In this article, we focus on the strategic and organizational evolution of ETA from secret army to social movement in the post‐Franco era. In particular, we seek to clarify the role that violence plays in the symbolic conflict of Basque/Spanish collective identities and to identify how the democratization process has influenced the strategies and tactics adopted by ETA as well as by those political organizations which have emerged from ETA and its numerous factions.  相似文献
