Although the allure of consumption is the engine of globalization, political economists have tended to ignore varying consumer tastes as a potential source of beliefs about trade policy. This article develops a theory of trade policy preferences that adds the notion of varying consumer tastes to the standard labor-market application of the Heckscher-Ohlin trade model. The theory, which can explain trade preferences both across individuals and countries, is supported by an empirical analysis of survey data from 41 nations. Heavy consumers of exportables are found to be more protectionist than heavy consumers of imports and import-competing goods. Moreover, citizens in countries with expensive tradable goods see trade liberalization as a remedy to the rents they pay for protectionism. Other findings also support the more conventional labor-market side of the Heckscher-Ohlin model.  相似文献

This article examines the influence of Europeanization on the relationship between ministries and agencies at the national level. The core argument is that the differentiated nature of the international environment (with policy development often transferred to the international level and policy implementation left at the national level) transforms national agencies into policy‐developing actors that shape policies without being directly influenced by their national political principals. The increasingly common involvement of national agencies in European policymaking processes thereby increases these agencies' policy‐development autonomy but does not change their role in policy implementation. We examine this argument by testing an innovative hypothesis—the differentiation hypothesis—on a combined data set of German and Dutch national agencies. Our empirical findings support the hypothesis in both countries, suggesting that similar effects can be expected in other contexts in which semiautonomous agencies are involved in transnational policymaking.  相似文献

The emergence of industrial policy proposals on the nationalscene raises the prospect of a greater role for the states inAmerican economic policy. Four types of industrial policy proposalsare described, each representing a distinctive strategic orientation.After describing the implied role of states in each type, weargue that state involvement is politically necessary if anyproposal is to succeed in the national policymaking arena. This paper analyzes how human trafficking policies diffused in the post-Soviet region. By adapting the diffusion of innovation framework to fit the international context, I examine whether human trafficking adoptions in the post-Soviet region were due to internal determinants and/or diffusion effects. A comparison of Russia, Latvia, and Ukraine found that internal determinants such as state commitment to human trafficking policy and interest group strength were more important to policy adoption than external pressures from the international community while state capacity and bureaucratic restructuring impeded policy adoption. I argue that policymaking, even in authoritarian regimes, is more nuanced than blind compliance with international treaties and shows that interest groups and policy entrepreneurs work within the constraints of national policymaking to adopt human trafficking policies.  相似文献

The European countries have surpassed the United States with regard to comprehensive and stringent environmental regulation. This policy pattern has become very visible in the international debate about reduction of CO2 emissions. From a comparative public policy perspective, the recent difference is interesting because it restates the question about policy consequences of political institutions. This article addresses this theoretical question from the perspective of policy agenda-setting theory. We present the argument that while the U.S. political system, with its many "venues" that are relatively open to internal and external competing forces, might be quicker in generating attention to new issues like the environment, the institutionalization of attention is also less strong than in a European parliamentary system. The article substantiates this argument with empirics by comparing attention to and policymaking for environmental issues in the United States to Denmark.  相似文献

Defining industrial policies has traditionally been a preserve of EU member states, upon which the Commission has only impacted indirectly, through numerous measures affecting industry, leaving little room for an industrial policy in its own right. However, growing concern about the EU's future position in the international division of labour has led several member states to request from Brussels a more pro-active approach and closer attention to European industrial interests. This paper investigates the recent trend towards ‘re-inventing’ industrial policy in the EU, France and Germany. It examines the model of intergovernmental industrial cooperation established between these two member states, its usefulness and limitations. It argues that, despite recent regression in France towards old-style interventionist policies, and although German governments sometimes favour a protectionist stance, both countries can also generate new, more constructive, euro-compatible intergovernmental initiatives, but that promoting national champions damages the credibility of such initiatives.  相似文献

The flow of foreign direct investment into developing countries varies greatly across countries and over time. The political factors that affect these flows are not well understood. Focusing on the relationship between trade and investment, we argue that international trade agreements—GATT/WTO and preferential trade agreements (PTAs)—provide mechanisms for making commitments to foreign investors about the treatment of their assets, thus reassuring investors and increasing investment. These international commitments are more credible than domestic policy choices, because reneging on them is more costly. Statistical analyses for 122 developing countries from 1970 to 2000 support this argument. Developing countries that belong to the WTO and participate in more PTAs experience greater FDI inflows than otherwise, controlling for many factors including domestic policy preferences and taking into account possible endogeneity. Joining international trade agreements allows developing countries to attract more FDI and thus increase economic growth.  相似文献

The relevance of Ricardo's theory of comparative advantage to the design of trade policy by developing and socialist countries is the subject of heated argument, particularly among Marxists who have yet to produce a satisfactory theory of international exchange based on value analysis. The debates among economists in China on their country's ‘open-door’ policy revealed the complexity of the central and related issues. Besides the possibility of being exploited and becoming dependent on developed economies, on which theorists of unequal exchange have sounded a good many warnings, developing countries also face other problems and dangers when they allow themselves to be guided by Ricardo's doctrine in conducting external trade, as the Chinese experience of trade liberalization in 1979–85 vividly demonstrated. This paper first presents an interpretative summary of the debates among the Chinese economists and then analyses what went wrong in the process of liberalization.  相似文献

Research on the political economy of immigration overlooks the specificity of human capital in skilled occupations and its implications for immigration preferences and policymaking. Conclusions that skilled Americans are unconcerned about labor market competition from skilled migrants build on a simple dichotomy between high and low skill migrants. In this article we show that natives turn to occupational licensing regulations as occupation-specific protectionist barriers to skilled migrant labor competition. In practice, high skill natives face labor market competition only from those high-skill migrants who share their occupation-specific skills. Licensure regulations ostensibly serve the public interest by certifying competence, but they can simultaneously be formidable barriers to entry by skilled migrants. From a collective action perspective, skilled natives can more easily secure sub-national, occupation-specific policies than influence national immigration policy. We exploit the unique structure of the American medical profession that allows us to distinguish between public interest and protectionist motives for migrant physician licensure regulations. We show that over the 1973–2010 period states with greater physician control over licensure requirements imposed more stringent requirements for migrant physician licensure and, as a consequence, received fewer new migrant physicians. By our estimates over a third of all US states could reduce their physician shortages by at least 10 percent within 5 years just by equalizing migrant and native licensure requirements. This article advances research on the political economy of immigration and highlights an overlooked dimension of international economic integration: regulatory rent-seeking as a barrier to the cross-national mobility of human capital, and the public policy implications of such barriers.  相似文献

Abstract

In December 1993 the Taiwan government adopted a policy called nanjin zhengce or sudpolitik, a policy aimed at diverting part of Taiwan's trade and investment flows from China to Southeast Asia. This paper addresses the following questions: what is sudpolitik? why adopt such a policy? what are the economic, political, and strategic considerations in the pursuit of this policy? which countries are its specific targets? how do the countries directly affected by this policy respond to it? The paper also discusses the issue of Taiwan's aid in connection with sudpolitik. While the effectiveness of the policy is far from clear at present, the paper concludes with four observations: Taiwan's trade and aid are beginning to intertwine; Taiwan's diplomacy is largely economically or commercially led; Taiwan has achieved some positive results in improving its relations with Southeast Asian countries; and, Taiwan has reached a new stage in its economic development whereby it needs to invest overseas in order to sustain its economic growth. Overall, sudpolitik represents a novel step in Taiwan's diplomatic practice.  相似文献

This study examines two challenges related to the integration of environmental concerns into public policymaking: how to shape institutions that facilitate policy learning in national policymaking processes, and how to create effective supporting assessment processes. A simple construct of policy learning is applied empirically; distinguishing what is learned in terms of conceptual and technical learning, and unpacking the process of learning into three elements: knowledge acquisition, interpretation, and institutionalization. Two empirical policy cases, climate and nuclear policy formation in Sweden, are analyzed over two decades, detecting patterns of learning and investigating what institutions have facilitated or obstructed them. The analysis is based on a study of actual policy outputs, an examination of reasoning and argumentation in policy documents, and evidence from testimonial interviews. Results indicate that climate policy has undergone fundamental learning processes whereas nuclear policy has been more intractable. Most learning has occurred in some agency and committee processes, while ministries and political levels have suffered from weak capacities and incentives to learn. Key drivers of learning included trust building among key agents coupled to international driving forces. Ultimately, institutional rules, capacities, and incentives are more important factors for enhancing learning than what types of assessments feed in.  相似文献

The European Union (EU) stands out among the major trading powers for its significant and dramatic response to new demands for access and participation in its external trade policymaking process. A spectacular range of mechanisms designed to increase the involvement of civil society organizations, including non-governmental organizations (NGOs), have been introduced recently. This article examines whether these new political opportunities in the EU have an impact on the trade processes and policy outcomes by revisiting a case that has been celebrated as indicative of the potential of global civil society to promote social justice—the Access to Medicines campaign. The findings show that although NGOs were instrumental in providing education, raising awareness, and giving a voice to broader societal concerns about the social and health-related aspects of the proposed trade deals, their impact on policy outcomes was limited. EU policymakers did not pursue policies that placed public health concerns over stringent intellectual property right protection, despite NGO involvement in the external trade policymaking process. I argue that the robust liberal and legal epistemic foundations of the international trade regime effectively hamstrung NGO efforts to move the external trade policies in more sustainable and just directions. These findings have broad implications for the power of epistemes and their ability to enable and delimit NGO agency in global economic governance.  相似文献

Scientifically informed climate policymaking starts with the exchange of credible, salient, and legitimate scientific information between scientists and policymakers. It is therefore important to understand what explains the exchange of scientific information in national climate policymaking processes. This article applies exponential random graph models to network data from the Czech Republic, Finland, Ireland, and Portugal to investigate which types of organizations are favored sources of scientific information and whether actors obtain scientific information from those with similar beliefs as their own. Results show that scientific organizations are favored sources in all countries, while only in the Czech Republic do actors obtain scientific information from those with similar policy beliefs. These findings suggest that actors involved in climate policymaking mostly look to scientific organizations for information, but that in polarized contexts where there is a presence of influential denialists overcoming biased information exchange is a challenge.  相似文献

Public policy transcends the domain of domestic policies and encompasses or even determines the type of relations that countries build with each other. It is well known that policies are nothing but decisions of governments as formal authorization on the given issue at hand. In other words, policy is a sum total of decisions made by the authority and hence it involves what governments actually do and not what they intend to do. Public opinion is a powerful criterion especially in democracies. It is provided in the constitutions and the people's role in policymaking is confirmed through this. Political parties, mass media, newspapers, and such others claim to represent public opinion. Rationality is another criteria in policymaking in which the leadership takes supposedly rational decisions on different issues of concern particularly those relating to foreign affairs. The criteria on political and economic situation depends on the actions of politicians, the legacy of the past, the nature of government organizations/institutions, and the constraints posed by domestic economic situations and conditions. Although policymakers enjoy complete independence from external control, unfortunately Third World countries such as those in Africa are not free to make their policies due to various reasons such as interdependence, and the domestic political and economic situations, compelling them to take a cue from external factors or power centers. The many conceptual models of public policy offer a wide variety of understanding on how they can be applied to different countries and to different situations. In fact, most policies are a combination of rational planning, instrumentalism, interest group activity, elite preferences, systemic forces, game planning, public choice, political processes and institutional influences. However, at times we find not all of these may be applicable to all countries. It in effect depends on the rational calculations of the countries in question how they would make or have their policies consonant with their national interests. The case of Eritrea and Ethiopia is a classic example that fits into the above paradigm and in which to enquire how their policies varied in spite of being friendly neighbors but later turning into hostile foes. What went wrong and how? Was it a product of their policy failures or was it due to historical debacles? This article therefore is an attempt to explore the current state of relations between Eritrea and Ethiopia in the light of the above‐mentioned conceptual framework by showing how their mutual policies were not compatible enough to solidify their initial cordiality and friendliness. In order to do this a brief sketch of historical background is provided to help understand and analyze the impact it had on contemporary policies between them. The internal political dynamics and ideological doctrines of Eritrea are the focus of next discussion. The period of cordiality and later the period of hostility are discussed next. As tensions in the European Monetary System demonstrate, international capital flows can have a decisive influence on countries' economic policies. The external constraint of high international capital mobility led the countries of Western Europe in the 1980s to attempt to stabilize their exchange rates and converge toward low levels of inflation. Yet this process was not uniform: French governments pursued a rigorous anti-inflationary policy of high interest rates and a strengthening currency, while Italian governments had difficulty controlling inflation and maintaining the lira in the European Monetary System. This difference is best explained by comparing political institutions and policymaking processes in the two countries. Particular attention is given to political leaders' access to economic policy tools and their capacity to design and implement long-term goals.  相似文献

Trade policy is an important topic in global public policy. It is recognized that trade is hampered when buyers have incomplete information about the offered products, a problem accentuated in the international markets by the physical and cultural distances between buyers and sellers. Buyers look for proxies to assess product quality, and exporters that can provide assurance about quality gain a competitive advantage. Our paper focuses on voluntary or private regulatory programs that have emerged as important instruments to correct policy failures. We examine how trade competition motivates firms to signal quality by joining ISO 9000, the most widely adopted voluntary quality certification program in the world. Methodologically, our study is novel because we observe trade competition at the bilateral and the sectoral levels. Structural equivalence, the measure of competition we introduce in this paper, captures competitive threats posed by actors that export similar products to the same overseas markets. We study ISO 9000 adoption levels from 1993 to 2002 for 134 countries, and separately for non‐OECD countries and non‐EU countries. Across a variety of specifications, we find that trade competition drives ISO adoption: The uptake of ISO 9000 is encouraged by ISO 9000 adoption by firms located in countries that are “structurally equivalent” trade competitors. Given that information problems about product quality are likely to be more salient for developing country exporters, we find that trade competition offers a stronger motivation for ISO 9000 adoption in non‐OECD countries in relation to developed countries. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

Correcting the relative lack of attention to the supply side of trade policy, this article addresses how political institutions channel societal demands for protection. I hypothesize that strong presidents with significant legislative powers and strong party leaders—empowered through electoral rules that rein in the personal vote—can help overcome protectionist biases. These arguments compare with two institutional alternatives: first, that protectionism should decrease as electoral district size grows because elections become more proportional; and second, that the collective-action problems in fragmented party systems thwart trade reform. I evaluate these hypotheses empirically using pooled time-series–cross-sectional data involving 18 developing countries from 1971 to 1997. I find that delegation to presidents and party leaders is significantly related to trade liberalization, and some evidence suggests that the effective number of parties and the size of electoral districts may also influence levels of protectionism.  相似文献

This study examines the effect of electoral competition on politicians’ trade policy preferences using candidate observations from the House of Representatives in Japan’s 2012 general election. The study clarifies the effects of constituency size and the electoral strength of constituencies on candidates’ political stances. The empirical results provide evidence that politicians’ preferences for trade policy are sensitive to electoral pressure, but their reactions differ depending on the characteristics of each constituency. The results reveal that for a broad constituency with a large concentration of agricultural workers, election candidates are more likely to support protectionism than their counterparts running in a narrow constituency. For city district election candidates, electoral strength measured by the vote margin significantly affects their trade policy preferences. Candidates in close elections are more likely to be protectionist than candidates elected by a substantial majority, suggesting that electoral pressures deter politicians from supporting trade liberalization.  相似文献
