Canada is one of the world’s largest petrostates, owing to large shale oil deposits, also known as tar sands, which can be found within its borders. In recent decades, as the price of crude oil has increased dramatically, corporations and the Canadian state have worked together to open the oil deposits in Northern Canada for extraction and transportation. Despite a stated commitment to environmental sustainability by the United States and Canadian governments, both have endorsed tar sands extraction and transport. Government and corporate entities have tried to reframe tar sands as “ethical oil,” yet all steps in the process involved pose tremendous ecological, social, economic, and cultural threats to First Nations communities in Canada, landowners in the Midwest and Texas, local ecosystems, and the global climate. This practice is part of a long-standing pattern of appropriating and using public and First Nations land for economic development. We argue that tar sands production on First Nations land is a practice of resource colonialism: the theft and appropriation of land belonging to indigenous people in order to access natural resources. By branding tar sands as “ethical oil” and labeling production companies as “sustainable,” the public and private sectors bound up in the extractive economy claim to provide an essential public service while misdirecting attention away from acts of colonialism that make these resources available. In this article, we examine the ways in which corporate and state entities use the discourse of sustainability as a cover for continued resource colonialism.  相似文献

Achieving improvements in indigenous health and education and reducing the incidence of crime and domestic violence in indigenous communities has proved heartbreakingly difficult. The Murdi Paaki COAG trial in western NSW aimed to break this pattern of failure by tailoring flexible Commonwealth and State government support to indigenous communities, working within a framework of shared responsibility. In this article we assess the trial as a policy strategy by comparing outcomes and patterns of outcomes across the sixteen communities. We found that the strategy worked best where ‘good enough’ governance was aligned with flexibility, rather than with control. This way of working is difficult for governments as it can be a slow process, and requires stability in the policy and engagement framework to deliver results. More broadly, our findings confirm the usefulness of complexity theory to illuminate and to explain the evolution of process in administrative contexts involving networked governance.  相似文献

The relationships between local governments and Indigenous institutions in Australia are unstudied, despite both being oriented to the local level. Related research focuses on the performance of Indigenous local governments, Indigenous forms of governance and its relation to local government, relations between local governments and Indigenous communities, and the intercultural dynamics of Indigenous and Western governance frameworks in local governments. This article presents the findings of a study that examines relations between local governments and Indigenous institutions in the Torres Strait, a relationship that is framed by s. 9(3) of the Local Government Act 2009 (Qld) (LGA) that allows local governments to ‘take account of Aboriginal tradition and Island custom’. A framework adapted from health-related studies, consisting of three alternative policy approaches—mainstreaming, indigenisation, and hybridisation—is used in this study to characterise relationships between local governments and Indigenous institutions. Kinship and country, two important Indigenous institutions, are marginalised in Queensland's mainstream system of local government, which in turn creates obstacles for Aboriginal and Torres Strait Islander people from participating and engaging in local government processes.

The creation of companies by local governments to provide public services—referred to as “corporatization”—is an example of systemic public entrepreneurship that is popular across the world. To build knowledge of the antecedents of public sector entrepreneurship, the authors investigate the factors that lead local governments to create companies for public service delivery. Using zero-inflated negative binomial regressions to analyze secondary data from 150 major English local governments for 2010–16, the authors find that governments with higher levels of grant dependence and debt dependence are more involved in the creation and operation of companies, as are larger governments. Further analysis reveals that very low and very high managerial capabilities are strongly associated with more involvement in profit-making companies, while local government involvement in companies is more prevalent in deprived areas. At the same time, government ownership of companies is more common in areas with high economic output.  相似文献

The global palm oil value chain has grown in complexity; stakeholder relationships and linkages are increasingly shaped by new public and private standards that aim to ameliorate social and environmental costs while harnessing economic gains. Regulatory initiatives in the emerging policy regime complex struggle to resolve sector‐wide structural performance issues: pervasive land conflicts, yield differences between companies and smallholders, and carbon emissions arising from deforestation and peatland conversion. Identifying opportunities for more effective governance of the palm oil value chain and supply landscapes, this paper explores disconnects, complementarities, and antagonisms between public regulations and private standards, looking at the global, national, and subnational policy domains shaping chain actors’ conduct. Greater complementarities have emerged among transnational instruments, but state regulation disconnects persist and antagonisms prevail between national state regulations and transnational private standards. Emerging experimental approaches, particularly at subnational level, aim to improve coordination to both enhance complementarities and resolve disconnects.  相似文献

Food and agribusiness companies face increasing scrutiny of their corporate social responsibilities (CSRs) due to the impacts of their business activities on the environment and in society. In particular, the procurement practices of some companies in the commercial food industry have been linked to unsustainable farming, deforestation, and loss of biodiversity. This study investigates the extent to which a positive CSR reputation influences consumers' evaluations of a company and its new products following brand misconduct involving unethical procurement of palm oil. The results of an experiment revealed that a positive CSR reputation prior to the misconduct enhanced consumers' evaluations of the company and their support for its new products, thereby facilitating its recovery. These findings extend understanding of the potential insurance afforded by a positive CSR reputation and its halo effect in situations of brand misconduct in the food industry, in this case where a brand has failed to meet consumers' expectations of its obligations to avoid commercial activities that threaten the natural environment.  相似文献

Abstract

The widely held belief that decentralization of public services would reduce the fiscal burden of deeply indebted states led a large number of developing countries throughout the 1980s and 1990s to embark on devolution and public sector reform. Among the responsibilities that have generally been devolved are the provision and support of drinking water facilities. There is, however, a substantial cross-national difference in implementation records of public service devolution. This paper argues that state-building legacies, which shaped the capacity of local governments and the opportunity structure of local governments to cooperate with indigenous communities, explain this variation. This argument is analyzed in the context of devolution of water supply in Ghana and Senegal. The analysis shows that the weak capacity of local governments is compensated in Ghana, but not in Senegal, through co-optation of historically strong traditional authorities into local governance structures.  相似文献

The aim of this paper is to provide an exploratory review of the extent to which some of the leading companies in the food and drinks industry are publicly addressing water stewardship as part of their corporate sustainability strategies. The paper begins with an introductory outline of the growing importance of water stewardship and a brief discussion of corporate sustainability. The paper draws its empirical material from the most recent information on water stewardship posted by the leading companies in the food and drinks industry's corporate websites. The findings reveal that the vast majority of the selected companies address a number of elements concerning water stewardship as part of their more general approach to corporate sustainability. However, corporate commitments to water stewardship can be interpreted as being driven as much by business imperatives as by any specific concerns for environmental sustainability or a genuine desire to maintain the viability and integrity of natural ecosystems. More critically, the authors suggest that the selected companies' commitments to water stewardship are framed within existing business models focused on technological improvements in eco‐efficiency and continuing economic growth. The paper provides an accessible review of the water stewardship issues being pursued by the leading players in the food and drinks industry, and as such, it will interest academics, students, political commentators and business managers interested in water stewardship and corporate sustainability. The British government published its new food strategy in January 2010, entitled ‘Food 2030: How We Get There’. This emerges out of a considerable amount of policy activity and debate since the sharp rises in food prices during 2007–2008. This demonstrated the need both to now have an explicit food policy, and to position this as a goal across various government departments. In addition, it is recognised that food security and hunger are key global concerns. How does the strategy face up to the arrival of these new and combined challenges associated with the need to produce more food sustainably and to allocate it more fairly? Clearly, we are in a period of new productivism with regard to trying to solve national and international food security and sustainability issues. Yet this strategy misses an opportunity to stimulate a new strategic approach in enhancing and developing the United Kingdom's food supply system albeit in its international context. We need more governmental and political innovation and imagination if we are to meet these challenges. The new food strategy may come to represent the start of this process.  相似文献

Food access, food security, and nutrition‐related health disparities have long been recognized as particular challenges for Native Americans living on tribal land. The U.S. Department of Agriculture (USDA) provides nutrition assistance to tribal communities through the Food Distribution Program on Indian Reservations (FDPIR). In 2016, we completed a study of the FDPIR program for USDA's Food and Nutrition Service. This was the first national update since 1990. We found that FDPIR continued to serve people of all ages. However, since 1990, participation by children decreased whereas participation by elders increased. Consistent with the 1990 study, we found that FDPIR households are a very low‐income population. Households reported significantly higher rates of food insecurity than national averages—34% experienced low food security, and about 22% experienced very low food security. Changing demographics call for continued attention to the diverse nutritional needs of young and elderly program participants in tribal communities. Although barriers to food access persist in Indian country, FDPIR and locally sourced food initiatives help to meet needs. Nutrition and wellness education addresses health disparities and fosters healthy lifestyles. Partnerships operating at multiple levels support food production and distribution, improve access to healthy foods, and encourage healthy diets. From a policy and practice perspective, the study findings offer insights for tribal communities and rural areas that have limited access to healthy food options and illustrate how nutrition assistance programs can coexist with local initiatives to provide practical approaches to ensure healthy and adequate nutritional support.  相似文献

Abstract

Large-scale foreign investment in Africa's abundant but largely underutilized arable land has been criticised by international NGOs and social movements as ‘land grabbing’, which limits access of smallholder farmers to land, deprives local people of their livelihoods and threatens local and national food security across the continent. By way of contrast, many host governments and some leading international development agencies regard land-based investments as beneficial for development in terms of providing the necessary capital and technological know-how for modernising the region's neglected agriculture including take-off in agribusiness and agro-industrialisation, which is vital to much needed economic diversification in many African countries. East Asia's participation in the global land rush on Africa is examined from the standpoint of these two different perspectives: while China's growing presence and involvement in trade and investment in mining, energy and infrastructure in Africa is well known, less recognised is its involvement and those of other East Asian countries such as South Korea, Malaysia, Singapore and Vietnam in agriculture through large-scale land acquisitions. The development consequences and policy implications of these foreign land-based investments are analysed from a political economy perspective, which identifies motives, interests and benefits of the different actors and addresses the question of governance in terms of transparency and appropriate institutional arrangements to safeguard land rights and food security. In the bigger picture, the paper argues that the negative consequences of land grab has to be seen alongside the benefits flowing to Africa from growing economic relations with China and other dynamic East Asian economies and learning from the development experiences of those countries. African countries however need to re-assess the current approach and relationship with foreign land-based investors and decide how best this trend can be used to forward their economic and social agendas.  相似文献

Abstract

High commodity prices in 2007–2008 and again in 2011, particularly for crops such as rice and corn, have forced countries in Southeast Asia to look more closely at their agricultural and trade policies for rice and grains. While all countries in the region are heavily dependent on rice for food security, there is significant variation in countries’ abilities to be self-sufficient in rice production. This paper examines the factors that contribute to food insecurity in SEA, which communities are hit hardest, and the diversity of responses to this situation. And, the paper asks what the prospects might be for greater cooperation in coordinating rice (and other crops more generally) policies so as to better ensure reliable access for more citizens in the region. Thailand, Vietnam, and Cambodia are all major exporters of rice; whereas Indonesia, Malaysia, Singapore, and the Philippines are all importers of rice. Since the sharp spike in prices in 2008, countries which import rice have developed more comprehensive plans to become self sufficient in rice production. Individual country's policies will have dramatic effects on regional trade relations and dynamics. There have been some regional attempts to create a more cooperative framework for addressing food security, but these efforts have not yet played a significant role in reshaping domestic policies. This paper will assess the chances of further cooperation and success (or the chance of failure and less engagement) in the future.  相似文献

This article considers the immediate forces influencing China’s food system and food security. By immediate is meant events of the reform period, from the late 1970s to 2008. It begins by asking the question that has preoccupied specialists since the publication of Lester Brown’s Who Will Feed China? in 1995: How much arable land does China have? Is that land area sufficient to insure grain sufficiency? To insure food security? The article focuses on the human pressures on the food production environment, and then treats the effects of socioeconomic change: land, air, and water degradation. The core of the article examines six responses of the state to both perceived and actual environmental stressors: policy restricting arable land conversion, China’s one-child policy, investment in irrigation systems, the South–North Water Diversion Project, large-scale afforestation and reforestation campaigns, and the program to convert marginal agricultural lands to forests and grasslands.  相似文献

The aim of this research note paper is to offer an exploratory review of the extent to which the leading ocean cruise companies are publicly addressing and reporting on their sustainability strategies and achievements and to offer some reflections on sustainability within the cruise industry. The paper begins with an outline of cruising and the cruising industry and a short commentary on the sustainability challenges the industry faces. The information on which the paper is based is drawn from the leading cruise companies' corporate web sites. The findings of the paper reveal a marked variation in the extent to which the leading cruise companies publicly report on their sustainability strategies and achievements. While the two leading cruise companies, namely the Carnival Corporation and Royal Caribbean Cruises, published extensive sustainability reports which covered a number of environmental social and economic issues, the other leading cruise companies published very limited information on sustainability. More critically the authors argued that the cruise companies' commitments to sustainability are driven by the search for efficiency gains and are couched within existing business models centred on continuing growth than on maintaining the viability of natural ecosystems and communities. As such the leading UK retailers are, at best, currently pursuing a ‘weak’ rather than a ‘strong’ model of sustainability. The paper provides an accessible exploratory review of sustainability reporting in the cruise industry, and it will interest professional working in the cruise industry and more generally in the hospitality industry as well as academics and students interested in public relations, business studies and hospitality management. © 2016 John Wiley & Sons, Ltd.  相似文献

This study explores how local governments and their development partners—that is, donors, non‐governmental organisations and private companies—structure their partnerships as they work together to provide services to communities. Cases of collaboration between four organisations working in the rural water supply sector and six local governments in Malawi are studied. Using a cross‐case qualitative methodology, we illustrate how power and control translate into practices, leading to different levels of local government involvement in service delivery. This study contributes to the literature on cross‐sector partnerships in particular by developing empirically‐based propositions that help explain the dynamic trajectories that partnerships between local governments and their development partners can take. This article examines the relationship between the institutional trustworthiness of security agencies in the context of data‐intensive security practices. It focuses on the public's acceptance of the way digital surveillance technologies feed into large‐scale security data analytics. Using the case of deep packet inspection (DPI), survey data gathered in six European countries (n = 1,202) demonstrates that security agencies' institutional trustworthiness directly and indirectly influences public acceptance of DPI. Against a backdrop of declining public trust in government and a climate of intense international terrorist threat, governments around the world are appealing to citizens to trade privacy for enhanced security. This article supports calls for security agencies and their respective governments to engage with the democratic process to enrich security and privacy at all levels of public security governance and for the common good.  相似文献

The article analyses closely the role of civil society in the local translation and adaptation of transnational standards of responsible use of natural resources in global certification regimes. The study builds on original evidence from Russia on civil society and forest certification, based on extensive fieldwork. It argues that the local translation of global sustainability standards into on-the-ground practices is not a straightforward execution of rules imposed by powerful transnational actors—e.g. international nongovernmental organizations, multinationals, governments, or consumers. Rather, local civil society actors elaborate the ways in which transnational standards are implemented locally and thereby construct new knowledge related to standard implementation and responsible natural resource management. The paper contributes to the literature on transnational governance by examining the involvement of civil society organizations in the translation, adaptation, and learning dynamics in global certification regimes.  相似文献

‘Sustainability’ provides the dominant frame for environmental policy debate, even though there is considerable debate to as to what sustainability is, why is it needed, and how can it be progressed. From 1999 through to 2010, Victoria was governed by Australian Labor Party (ALP) led governments that, at times, actively pursued the goal of sustainable development. This culminated in the stated ambition for Victoria to be ‘world leaders in environmental sustainability debate and practice’. This paper explores the way in which sustainability was enacted by Victorian Labor while in government. The evidence indicates that the potential of Victorian Labor's vision was never realized, and that it failed to significantly reform the neoliberal policy settings it inherited.  相似文献
