A growing literature has sought to address the question of Chinese nationalism, and particularly whether or not its rise over the last decade could make China more prone to international conflict. Yet these discussions have often not been well grounded in either theories of nationalism or international relations (IR) theory. This paper will seek to fill this gap by using a constructivist approach to examine how nationalism is constituted by the interaction of states. By doing so, it will be argued that Chinese nationalism can best be understood as a reactive response to international events rather than domestic political manipulation. Michael Alan Brittingham is a visiting assistant professor in the Department of Political Science and International Studies at McDaniel College. He has previously taught at the University of Louisville. In 2005, he completed his dissertation entitled, “Reactive Nationalism and Its Prospects for Conflict: The Taiwan Issue, Sino-US Relations, & the ‘Role’ of Nationalism in Chinese Foreign Policy” in the Department of Political Science at the University of Pittsburgh. Abstract

In November 2004 a Chinese nuclear submarine cruised into Japan's territorial waters near the Okinawa Islands. In response, the Japanese government dispatched several Japanese naval ships and planes to chase the Chinese submarine until it navigated into international waters. This event, which potentially could have become the first exchange of fire between Japan and China since the Second World War, illuminated increasingly problematic security relations between the two neighbouring countries in the twenty-first century. In fact, deterioration of Sino-Japanese security relations is not a recent phenomenon but has already been evident since the mid-1990s, when Japan imposed a series of economic sanctions on China. Between 1995 and 2000 Japan had suspended its foreign aid to China in protest against: China's nuclear weapons tests; China's large scale war game including the launch of missiles across the Taiwan Strait; and Chinese naval activities in disputed areas in the East China Sea. This article looks at Sino-Japanese security relations since the mid-1990s through three case studies of the aid sanctions imposed by Japan on China. It clarifies the domestic political and bureaucratic interests that motivated aid sanctions and determined the decision-making process leading to these sanctions. The article argues, that with certain politico-security interests, Japanese governments actively used foreign aid as a strategic instrument to counter provocative military actions by China in the East Asian region since the mid-1990s. Despite the limited influence that Japanese aid sanctions have actually had on Chinese military behaviour, Japan's strategic use of foreign aid has undeniably created a new dynamism in security relations between the two neighbouring great powers in Asia.  相似文献

The current state of China-Japan relations is characterized by two seemingly contradictory developments adjacent to each other: while economic and cultural relations have experienced an unprecedented and continuous improvement since the 1980s, Chinese and Japanese public perceptions of each other have been deteriorating. This raises interesting questions. How do we explain this discrepancy and what are the sources of the increasing public animosity in China or Japan toward the other country? Can China and Japan maintain amicable relations and continue economic cooperation in spite of the enduring mistrust between their peoples? What is the role of public perception and memory of history in the foreign policies of East Asia? This paper addresses these questions, focusing especially on the last one — the role of history and collective historical memory in international relations and the interaction between public sentiment and government foreign policies. Through a detailed study of recent events and the issue of Japanese textbooks, the author argues that public perception of history can and should be guided toward more positive directions. Otherwise, it will be increasingly difficult to maintain amicable relations between the two countries, especially when new nationalism is on the rise in both counties.  相似文献

Abstract Food is a tireless referent in international relations studies about China and its ties with the rest of the world. This paper addresses two contemporary issues. First, why is China so sensitive about grain self-sufficiency? Second, why does there seem to be a lack of effective dialogue between epistemic communities in China and outside over China's overseas agricultural activities? The first part of the paper reviews the development of China's agricultural sector and underlines the importance of China's contribution in stabilizing the world food markets. Next, it explores the ideational sources of Chinese food insecurity, in spite of its success in attaining high levels of self-sufficiency in grain. The third part of the paper reviews the evolution of China's overseas agricultural activities and analyzes the factors that contribute to a mismatch of understanding about the political implications therein. The paper concludes by proposing a couple of conceptual road maps for securitizing food as a referent in debates about China's security environment and Chinese international relations.  相似文献

By employing discourse-historical approach and corpus linguistics, this paper examines media reports to analyze the Chinese official discourse in the context of the COVID-19 outbreak. The results demonstrate that a paradox of globalism and nationalism has been simultaneously reflected when reporting the global pandemic. Based on a polarizing discursive construction of positive “self” and negative “others,” on many occasions, the globalist and nationalist arguments have been closely intertwined and complement each other to reinforce the legitimacy of the ruling party at home and the international reputation of China under the leadership of the ruling party.

This article argues that a hypothetical decision by the People's Republic of China to assert territorial sovereignty over the area surrounding its planned manned Moon base is plausible. Enhanced international prestige in the near term and access to natural resources and strategic military positions in the long term may be sufficient temptations for China's leaders to challenge the United States to a twenty-first century space race. Strategic surprise could be successfully employed, given the opacity of Chinese decision-making; the conceptual blindness of external observers, including decision-makers, analysts, and academics; and China's repeatedly demonstrated capacity for executing military or diplomatic surprises of comparable magnitude. The ability of signatory states to withdraw from the 1967 Outer Space Treaty with one-year's notice means that international law only poses a temporary obstacle to such a decision. A manned Moon base would fulfill the condition of effective occupation necessary for territorial sovereignty under international law. An international relations constructivist approach discourages consideration of the advantages to states of territorial aggrandizement or the weakness of international law in restraining the behavior of states.  相似文献

Abstract

Since 1945, the United States (US) has served as a focal point of both Left-wing and Right-wing Japanese nationalism. Both sides argued that the US was an arrogant hegemon that unjustly robbed Japan of its autonomy, and prevented Japan from achieving its own ideal national identity. Both sides frequently demanded that Japan should be more ‘resolute’ and resist unfair demands emanating from the US. In recent years, however, both camps are increasingly using the same rhetoric to criticise the Japanese government's China policy. China is also being depicted as an overbearing state that unfairly browbeats Japan into making diplomatic concessions. Given the similarities between the portrayal of China and the US, has China now become a nationalist focal point for both the Japanese Left and Right? Utilising constructivist insights, this article seeks to shed light on this question, by examining how the Japanese Right and Left portray China, and explores the implications for Japan's China policy.  相似文献

To assess the nature of Finnish nationalism, Finland should be compared with other minor nationalities within the great multinational empires of the nineteenth century. In this perspective it seems of utmost importance that Finnish nationalism developed in the interface between the Swedish and Russian centers, one economically and culturally dominant, the other politically dominant, but economically backward. Starting from this background, it is suggested that exceptionally strong incentives for nationalist mobilization existed not only in the Finnish middle class, but also in the upper class, and that therefore national consolidation and nationalism advanced calmly and steadily.  相似文献

Abstract

The international relations (IR) discipline is known as an ‘American Social Science’ dominated by scholars and theories from the US core. This paper compares IR in two noncore settings, China and Europe. It shows that there is a growing institutional and intellectual integration into global Anglophone, mostly American, IR in both Europe and China. Both Chinese and European IR communities have established top Anglophone journals like the European Journal of International Relations and the Chinese Journal of International Politics to spearhead their integration into mainstream Anglophone IR and carve out a space for regional thinking. Yet, the analysis of their publication and citation patterns shows that IR outside the American core communicates through a hub-and-spokes system where there is always a connection to the American core but rarely very strong linkages to other peripheral regions. The two journals studied thus function as outlets for ‘local’ and American scholars, rely on ‘local’ and American sources, and there is very little integration and exchange between Chinese and European IR. Chinese and European IR would benefit from such a dialogue, especially regarding ‘schools’ of IR at the margins of an ‘American social science’.  相似文献

When confronted with an external provocation, do governments with control over the domestic media environment respond with hawkish propaganda to stir up nationalist sentiments? Vietnam's propaganda strategy during the 2014 Haiyang Shiyou 981 oil rig crisis with China is used as a case to answer this question. Based on an analysis of 570 Vietnamese newspaper articles, I argue that Vietnam managed to adopt a middle approach that included tough rhetoric to criticize Chinese actions, but also avoided overplaying the nationalist card. Instead of openly intensifying anti-China sentiments, the government tried to channel popular anger and animosity into a more positive form of pro-government nationalism. The media highlighted the need for national unity, encouragement for maritime enforcement officers, relief for affected fishermen, and above all, confidence in the government's ability to resolve the situation. Contentious historical issues between China and Vietnam were downplayed in the process. This finding helps to shed light on the development of anti-foreign nationalism in Vietnam. While leaders are compelled to respond strongly to a real provocation, they try to keep a lid on anti-China sentiments for reasons of domestic stability.  相似文献

China's Belt and Road initiative came from the combined pressure of slowing down of Chinese economy, US pivot to Asia and deterioration of the relations with neighboring countries after weathering the storm of the Global Financial Crisis of 2008. It also symbolizes a more proactive approach of Chinese new leader Xi Jinping in meeting the expectation on China's international obligation and leadership. Aimed to link Asia, Europe, Africa and Oceania, the initiative provides tremendous opportunities of international economic cooperation. The paper argues that as China's contribution to international public goods, it is in the line of economic liberalism; as China's grand strategy, it is more of defensive than offensive by nature. Despite risks and uncertainties exist, the enforcement will boost China's influence and position in regional and international institutions. US should consider making more strategic space to the rising China, and a better coordinated China–US relations will make Asia Pacific a safer and more promising region.  相似文献

Focusing on the Chinese response towards the Belgrade Embassy Bombing in 1999 as a case study, this article will address the role of contemporary Chinese nationalism in the Chinese foreign policymaking process. By dividing the meaning of Chinese nationalism into several layers, the author will explore the potential of nationalism in replacing communism as the new frame for Chinese foreign policy after the death of Mao. Then the article will examine four possible explanations in an attempt to account for a primarily nationalist Chinese foreign policy in response to the Belgrade Embassy bombing. Underlying the analysis of these arguments is the suggestion that contemporary Chinese nationalism exists more vividly in official rhetoric than actuality, and that it is unlikely to become the new Chinese foreign policy framer in the future.  相似文献

Abstract

In today's world of revolution in communications and information as well as of global interdependency, a medialised politics became a general reality. One can observe such a trend specifically in the field of international and foreign affairs where state and other actors use communication channels and public relations to a large extent to improve on the content and in particular, on the image of their policies. Here one can also argue that a major share of bilateral and multilateral relations among states is shaped by the international media, or vice versa, that all major “wars” are “fought” through the media.

This article explores the increasing inter-relation between state foreign affairs on one side, and media and public relations, on the other. The article starts off with basic concepts of a “new/democratic diplomacy” (Nicholson, 1988) and a “public diplomacy” (Signitzer in Combs, 1992), and compares them with definitions of “international public relations” (Kunczik, 1997). It attempts to build the general analytical framework on the basis of comparative case studies of developed countries with an established diplomatic tradition and of new democracies still proving themselves on the international fora. In this context, particular attention is given to communication in relation to international organisations like NATO and the EU.  相似文献

The liberation of South Africa from the shackles of apartheid signifies the end of the last out-post of white domination in South Africa, and opened a new chapter on the search for a common South Africanism. The process of nation-building is haunted by relics of nationalist trends, one of which is Afrikaner nationalism. This article deals with certain aspects of Afrikaner nationalism which have continued into the post-apartheid era. In Serbia, culture is never far removed from politics. When writing about the relationship between politics and folklore, the Serbian ethnologist Ivan * olovi ' commented that Serbian politics is saturated with folklore and that, from the late 1980s, every political leader, without exception, every political programme and every political battle made reference to folkloric texts that resorted to a raft of traditional clichés. The main vehicle for carrying the imagery, values and antagonisms of these mythical tales has been the pesma , which may be translated as either 'poem' or 'song' since the words in Serbian are interchangeable. Indeed, the traditional song has long been embedded in Serbian cultural identity, and has been inspiring Serbian nationalism since the nineteenth century. In the 1990s the stimulation of nationalism by popular and traditional Serbian songs involved a process of ethnification--a cult of the folkloric--in which popular music contributed to the estrangement, alienation and distancing of the Other. This was both a process with roots long buried in the past, as well as one that continued to flourish at the dawn of the twenty-first century. Hudson explores the impact of culture on Serbian politics, especially from the perspective of the relationship between identity formation and ethnic conflict. He investigates the links between popular musical forms and nationalism in Serbia, through an analysis of the lyrics, language and meanings of a selection of songs in a variety of different musical genres that were popular between the late nineteenth century and the beginning of the twenty-first century.  相似文献

ABSTRACT

In this article Mammone explores a still relatively neglected story in the history of post-war neo-fascism, notably the attempts by some French and Italian right-wing extremists to revitalize fascist ideology after the war by means of two interconnected strategies, namely, radicalization (rejection of the democratic system) and ‘de-territorialization’ (in the sense of converting narrow fascist nationalism into pan-European nationalism). Mammone describes these project(s), as well as the influence of thinkers such as Julius Evola and Maurice Bardèche, and their location in the wider ideological context of the extreme right in the 1950s. The immediate outcome of this ‘de-territorialized fascism’ was the creation of an extreme-right international association, the Mouvement Social Européen, in which French and Italian activists played a central role. Mammone breaks new ground regarding the non-national dimension of extreme-right thought, a topic too often studied within the boundaries of a given geographical territory and nationalist ideological landscape. By utilizing a transnational framework, he also shows the continuous connections and interactions between the Italian and the French extreme rights.  相似文献

The COVID-19 outbreak has fueled tension between the U.S. and China. Existing literature in international relations rarely focuses on virus outbreaks as factors affecting international relations between superpower countries, nor does research examine an outbreak’s potential influence on the public’s opinion about their country’s foreign policy. To bridge this research gap, this study explores the extent to which the American public may be prone to favor policies that “punish” China via existing U.S.-China disputes, such as the South China Sea dispute and the U.S.-China trade war. I conducted an online survey using Amazon’s Mechanical Turk and ran multinomial and ordered logit models to estimate the association between an individual’s preferred policies and the country or government an individual blame for the impact of the pandemic. After controlling several essential confounding factors, such as one’s levels of nationalism and hawkishness, I found strong evidence that there is a positive association between people’s attribution of blame to the Chinese government and the likelihood of supporting aggressive policy options in the two disputes with China. That is to say, U.S. citizens who believe that the Chinese government is solely culpable for the outbreak in the U.S., compared to those who think otherwise, are more likely to support hawkish policy options, such as confrontational military actions, economic sanctions, or higher tariff rates. The research provides a glimpse into where Americans may stand in these disputes with China and the potential development of U.S.-China relations in the post-pandemic era.
