Riots, social exclusion, and endless improvement programmes have been a feature of the poorest neighbourhoods in France and England for the last thirty‐five years or more—particularly focused on large social housing estates. Programmes of improvement have followed similar paths in each country, with mixed success. This article sets out a short overview of these programmes in each country, then contrasts and compares the objectives, approaches, and outcomes. Each country has key elements of inter‐agency working, local and resident participation and planning, large‐scale building rehabilitation and demolition programmes, though the French system is more often based on specific local contracts between cities and the central departments. Similar evaluation outcome indicators and frameworks of ‘floor’ and ‘gap’ targets have been set, although evidence of success is limited and, particularly in France, there has been considerable criticism of the approach and framework. In parallel, however, the concept of ‘mixed communities’ has emerged as an alternative strategic approach—intuitively reasonable, politically popular, but lacking an evidence base and often ineffective in dealing with poverty.  相似文献

The European Union relies on decentralised agencies to implement important transnational regulations, such as certifying the safety of medicines. However, the authority of these agencies does not have ‘hard’ legal status and crucially depends on disseminating ideas and information effectively: what can be termed ‘political entrepreneurship’. This article provides the first comprehensive analysis of the political entrepreneurship of EU agencies by constructing a conceptual typology of entrepreneurial strategies. Drawing conceptually on transnational public administration, a new database is constructed of the ‘entrepreneurship’ of 33 EU agencies in 2014 based on their media communication activities, face‐to‐face networking in workshops and collaborations, and knowledge dissemination and ‘learning’ exercises. This is mapped against the political salience of agencies in the European Parliament and media. The mapping exercise shows four types of entrepreneurial strategies covering the population of EU agencies: technical functional, insulating, network‐seeking and politicised. The typology is validated through semi‐structured interviews in 11 EU agencies, showing the core characteristics of each type of strategy. The article concludes by arguing that this typology provides an important addition to existing categories of EU agencies based on autonomy and accountability, and advocates a future research strategy examining the interaction between agencies’ entrepreneurial strategies and the expectations and reactions of stakeholder audiences.  相似文献

While ‘evidence‐based’ or ‘rationalist’ approaches to criminal policy may appeal to technocrats, bureaucrats and a number of academics, they often fail to compete successfully with the affective approaches to law and order policies which resonate with the public and which appear to meet deep‐seated psychological needs. They also often fail to recognise that ‘policy’ and ‘politics’ are related concepts and that debates about criminal justice are played out in broader arenas than the academy, the bureau or the agency. To be successful, penal reform must take account of the emotions people feel in the face of wrongdoing. Further, successful reform must take into account changes in public ‘mood’ or emotions over time and be sensitive to different political and social cultures. This article argues that criminal justice policies are more likely to be adopted if, in addition to the gathering and presentation of evidence, they recognise and deal with the roles of emotions, symbols, faith, belief and religion in the criminal justice system. It also recognises that evidence alone is unlikely to be the major determinant of policy outcomes and that the creation and successful implementation of policy also requires extensive engagement and evidence‐based dialogue with interested and affected parties. This necessitates a different kind of modelling for evidence‐based policy processes.  相似文献

This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

This article looks at benchmarking as a tool for promoting performance improvement and the ‘learning organization’ ideal. Specifically, it considers some of the ways the European Foundation for Quality Management Excellence Model and self‐assessment approach are being applied within the UK public service. Further, the article introduces ‘Dolphin’, a new self‐assessment tool based on the Excellence Model, and describes how the tool can be applied in practice. Finally, whether benchmarking can aid organizational improvement, organizational learning and establish the basis for a ‘learning culture’ is discussed. Copyright © Crown Copyright 2002. Public Administration Reform (PAR) in Vietnam is an ambitious programme that seeks to implement ‘rule by law’ within a centralized, state management framework. It is a political strategy by the key party and state officials with the aim of institutionalizing and legitimizing the transition to the ‘socialist market economy’ through creating a dependable system of rule‐bound public administration. This programme has received extensive donor support. In the content and trajectory of PAR, external models and technical assistance are influential but the political struggle over control of state resources shapes the process. This is seen in the attempts to constitutionalize the powers of state organs and to distinguish them from the party; to separate owner and manager roles and to replace political with economic criteria in the operation of state owned enterprises; to combat corruption in ‘street level’ decision making; to rationalize the machinery of government; to create a centrally managed, professional civil service; and to reform the system of public finances. In each of these areas, there is resistance to reform proposals and evidence of implementation gaps. In these circumstances, concentration of donor support on the centrally managed PAR programme is a high risk strategy. The concept of expectancy on which many of the theories of workplace incentive programmes are based, claims that when employees are given a particular level of motivation, it will result in some level of performance. The general perception in Ghana is that public sector employees do not perform as efficiently as private sector workers because they lack incentives to do so. However, few studies have compared the incentive structures of the two sectors. Using empirical evidence from four telecom companies in Ghana, this article shows that the gaps between ‘state’ and ‘private’ have narrowed. Also, while incentive structures such as salary, fringe benefits and job (in)security are converging, critical performance management processes like employees' participation in decision‐making, performance appraisal, monitoring and credibility of sanctions are drifting apart. This article concludes that differences in performance between state and private companies may be explained by performance management processes and not incentive structures. It cautions that improved salaries and other office perquisites may not by themselves achieve organisational performance. Rather, incentives should be embedded in a broader approach through effective performance management processes. An initial assessment of the Mexican government’s implementation of the Model for the Performance Evaluation of Internal Control Organizations (MIDO) can reveal its actual influence on the organizational culture of those agencies. MIDO began in 2003 as an instrument to transform all federal monitoring agencies into effective, performance‐driven organizations. It seeks to modify the behavior of internal control organizations in order to shift their rigid focus on control to a more flexible perspective. The idea is to allow them to take co‐responsibility for the performance of the agencies they supervise. The author exposes a contradictory and paradoxical result of the program’s implementation: the “net organizational effect” is different from MIDO’s stated objective. The internal control organizations are not only adopting the discourse of performance, but also they are adapting it to fit their own purposes while keeping their traditional function of supervision intact. They have not internalized the co‐responsibility culture, as MIDO proposes, despite accepting the discourse of performance evaluation.  相似文献

Analyses of East Asia's high‐performance economies have highlighted the advantages of a coordinated approach to market failures. With states dominating the process, both public and private agencies are increasingly involved. The recent literature sees public‐private cooperation as a limit to state capacity and thus a challenge to statism. Within an institutionalist framework, this paper proposes a fresh view of the government‐business relationship which avoids the statist premise of domination, but without relying on ‘weak state’ arguments. Through an examination of key organizational features of state and industry in Korea, Taiwan, and Japan, the paper proposes a theory of ‘governed interdependence’ in which both state and capital are taken seriously; where both strong state and strong industry go hand‐in‐hand; and where the capacities of both are mutually enhanced. The article identifies four principal types of government‐industry cooperation in the East Asian experience — some apparently ‘state‐led’, others apparently ‘business‐led’ — all of which can be accommodated by the theory.  相似文献

A review of global experience suggests that information technology (IT) has great potential to contribute to public sector reform. However, the Indian reality — like that for many countries — has been more problematic, with many failures of IT‐related reform; failures that can be described as total, partial or failures of sustainability and replication. Many factors help explain such failure, but a key component is the approach to IT and reform adopted by senior public officials. A ‘four Is’ model of approaches is described: the non‐IT approach of ‘ignore’ and the IT‐related approaches of ‘isolate’, ‘idolize’ and ‘integrate’. Analysis of Indian cases suggests that it is the last approach that is most likely to deliver reform objectives; yet it remains the least commonly adopted. Evidence‐based policy and the contemporary politics of spin are said to characterise contemporary politics and policy. The paper asks firstly what sense is to be made of this coincidence, and then documents this coincidence. It then asks how credible is the conception of ‘evidence’ espoused by advocates of evidence‐based policy when it is conventionally represented as an ‘objective’ counter to ideology, spin or opinion? It points to major problems with the conventional understandings of ‘evidence’. It is suggested that while the evidence‐based policy literature relies on the associations ‘evidence’ is presumed to have with ‘sensory data’, this is neither the case nor all that defensible. The paper reprises arguments advanced by Henry Mayer and Hannah Arendt that the relationship of politics to the empirical was and is a far more complex relationship than is conventionally understood to be the case.  相似文献

‘Twinning’ is the distinctive method employed during the last two decades by the Swedish International Development Co‐operation Agency (Sida) to promote institutional capacity building in development co‐operation. This article reports on a study undertaken to provide evidence which would help Sida to make judgements about the efficacy of the twinning model as a basis for sustainable capacity building, and to explore ways of enhancing the method. The study indicates that the twinning method has potential advantages over other modes of development co‐operation, particularly that it offers enhanced possibilities for organizational learning and sustainable capacity building. However, the study suggests that this potential is not being fully exploited. Twinning arrangements have produced major benefits in professional/technical upgrading, but there is less evidence of outcomes at the level of sustainable institutional capacity building. Contrary to Sida's expectations of its distinctive advantages, in operation, twinning tends to become a rather routine process, viewed by developing country partners as an unexceptional way of delivering aid which presents few fundamental challenges and provides essentially the same benefits as alternative methods. It appears that institutional development and organizational learning are generally not issues of major significance for partner organizations in twinning arrangements. Even at the individual level the focus is on training rather than learning, which results in the usual emphasis on formal off‐job training rather than seeking opportunities for learning from work. The article presents ideas on how the current twinning approach might be renovated, and considers how agencies such as Sida might enhance their development co‐operation in the realm of governance by moving beyond twinning. Over the past decades, most countries have witnessed an increase in collaborative arrangements for engaging stakeholders in collective decision‐making processes. Despite the fact that the role of the state in the collaborative structures has been one of the highly debated issues, there is still a need for a more comprehensive understanding of how governmental agencies affect the performance of collaborative actions. This article develops a framework for systematic analyses of collaborative effects on policy performance. Using PROCESS OLS regression, the authors apply the framework to project‐level Cohesion Policy implementation in Finland – that is, to collaborative arrangements embedded in a rather fragmented and complex administrative context. The typical state characteristics of a Nordic country make Finland an interesting case for studying the interaction in collaborative arrangements between the administration and external agencies in a modern welfare state. The results presented in this article show that government agencies have a considerable moderating impact on the relationships between collaborative qualities and performance. The impact is, however, dependent on the responsiveness of the external agent to the bureaucratic rationale. The results underline the importance of more holistic approaches for analyzing complex collaborative constellations, focusing particularly on interaction effects between potential explanatory factors.  相似文献

ABSTRACT

How policies at international level approach the gender dimension becomes salient, even urgent, for women whose countries are immersed in war and conflict, and who without effective governance at more local levels, rely entirely on these policies. The way Yemen is presented in the documents and media reports from selected members of the ‘Friends of Yemen’ donor group is in this study discussed in light of a range of narratives identified by Stern and Öjendal (2010) 2005; Cockburn 2007; Henry 2007; Shepherd 2008), ‘gender’ seems to be relevant to international and put into a feminist security perspective. The further aim is to reflect on the inter-linkages of gender, security and development at the level of donor motivations for aid, given on the one hand the recent prominence of the security agenda in the policy discourses of international interventions, and on the other the international attention to women’s contribution to development in Yemen. I ask if a gender dimension is highlighted, subsumed, or absent. Despite feminist analyses of security as deeply gendered (e.g. Tickner 1992) ‘gender’ seems to be relevant in international security policies by implication only: Since it is necessary to include and consider gender in development processes, gender is relevant for the security-development nexus. This is how ‘gender’ feeds smoothly into existing policy discourses which claim that development is dependent on security in the country that needs to develop and vice versa; its security is dependent on development.  相似文献

Regulatory authorities are increasingly relying upon performance data for developing public policy. However, this reliance necessarily assumes that the data are free from material distortion. This paper provides a conceptual framework for understanding the ‘means’, ‘motive’, and ‘opportunity’ for distorting data employed in high‐stakes performance‐management programmes. We present empirical evidence which suggests that the use of data drawn entirely from financial statements by no means guarantees a distortion‐free depiction of performance. In addition, we provide econometric evidence of some important determinants of performance data distortion. Taken as a whole, the following analysis provides a comprehensive picture of the salient matters which must be addressed to ensure accurate data for public policy‐making purposes.  相似文献

In reply to Marquette and Peiffer's article “Grappling With the ‘Real Politics’ of Systemic Corruption: Theoretical Debates Versus ‘Real‐World’ Functions,” this article employs three criticisms: Marquette and Peiffer's call to grapple with the “real politics of corruption” does not bring much new to the table, is conceptually flawed, and risks serving as an excuse for corrupt elites to pursue “business as usual.” In response, we reaffirm three insights gained from collective action‐based approaches toward corruption. Although corruption might solve individual‐level problems in the short term, it is still a de facto problem at the aggregate level, the tools derived from principal–agent theory will not solve the collective action problem of systemic corruption, and elites will be the least likely to implement reform. We conclude by calling for the continued fight against corruption—a fight informed by empirical and theoretical knowledge.  相似文献

It is often argued that clientelism is a key feature of electoral mobilisation in southern European democracies. This article examines the evidence for clientelism in the Spanish case, assessing the recruitment, redistributive strategies and electoral performance of governing parties in the 1977–96 period. It finds little evidence of extensive clientelistic mobilisation; instead, political parties’ use of state resources is largely consistent with their programmatic and ideological positions. ‘Old’ clientelism from the pre‐democratic era mostly did not survive the change of regime, whilst ‘new’ clientelism based on the expansion of state employment contributed to the Socialist Party's organisational consolidation, but was not a significant feature of its strategy of electoral mobilisation.  相似文献

Financial bailouts for ailing Eurozone countries face deep and widespread opposition among voters in donor countries, casting major doubts over the political feasibility of further assistance efforts. What is the nature of the opposition and under what conditions can governments obtain broader political support for funding such large‐scale, international transfers? This question is addressed by distinguishing theoretically between ‘fundamental’ and ‘contingent’ attitudes. Whereas the former entail complete rejection or embrace of a policy, the latter depend on the specific features of the policy and could shift if those features are altered. Combining unique data from an original survey in Germany – the largest donor country – together with an experiment that varies salient policy dimensions, the analysis indicates that less than a quarter of the public exhibits fundamental opposition to the bailouts. Testing a set of theories on contingent attitudes, particular sensitivity is found to the burden‐sharing and cost dimensions of the bailouts. The results imply that the choice of specific features of a rescue package has important consequences for building domestic support for international assistance efforts.  相似文献

This research empirically assesses the quality of evidence that agencies provided to the Office of Management and Budget in the application of the Program Assessment Rating Tool (PART), introduced in 2002 to more rigorously, systematically, and transparently assess public program effectiveness and hold agencies accountable for results by tying them to the executive budget formulation process and program funding. Evidence submitted by 95 programs administered by the U.S. Department of Health and Human Services for the PART assessment is analyzed using measures that capture the quality of evidence and methods used by programs and information on characteristics of agencies that might relate to program results and government funding decisions. The study finds that of those programs offering some evidence, most was internal and qualitative, and about half did not assess how their performance compared to other government or private programs with similar objectives. Programs were least likely to provide externally generated evidence of their performance relative to long‐term and annual performance goals. Importantly, overall PART and results scores were (statistically) significantly lower for programs that failed to provide quantitative evidence and did not use long‐term measures, baseline measures or targets, or independent evaluations. Although the PART program results ratings and overall PART scores had no discernible consequences for program funding over time, the PART assessments appeared to take seriously the evaluation of evidence quality, a positive step forward in recent efforts to base policy decisions on more rigorous evidence.  相似文献

The recent rises in food prices represent the ‘tip of the iceberg’ and a ‘canary in the mine’ moment for world agriculture. They are underlain by a continuing ‘race to the bottom’ and speculative process whereby systems of resource production and exploitation are continuing to rely upon ‘infinite supply’ assumptions and narrow technological solutions to ‘feeding the world’. I argue here that these conditions are leading to a dominant policy framing that tends to marginalise diverse and place‐based agro‐ecological systems by creating a new legitimacy for bio‐economic rather than eco‐economic solutions. Government and policy‐making bodies need to redefine and widen their approaches to agriculture and agri‐food in ways that recognise its social, cultural, political and spatially diverse contribution in a post‐carbon world.  相似文献
