The paper aims to provide a framework for understanding the global impact of the rise of the “Second World” (emerging powers, such as BRICS) brought about by globalization and the transformation of international relations and international political economy. The paper takes the point of departure from one of Gramsci’s key conceptual categories and analytical apparatus, e.g. “hegemony,” to explore the extent that the upsurge of the emerging powers has reshaped the terrain and parameters of social, economic and political relations both at the national and global levels, and has exerted pressure on the existing international order in terms of both opportunities and constraints. The paper intends to examine the dialectical nexus between the role of the emerging powers as a counter-hegemonic, socio-economic and socio-political force for a new world order. The paper’s analytical approach is to combine neo-Gramscian hegemony theories with critical post-hegemony theories. The conclusion of the paper is to suggest that in an era of globalization and transformational capitalism it is impossible for the emerging powers to establish an alternative independent hegemony; rather, the world will witness a new era of “interdependent hegemony,” in which both the “First World” and the “Second World” are intertwined in a constant process of shaping and reshaping the world order in the nexus of national interest, regional orientation, common economic and political agendas, security alliance and potential confl icts.  相似文献

The Iraq war is the biggest experimental site of Bushism and the success or failure of the war there has a direct bearing on the spread of Bushism as a strategic model. Hence it is necessary to make a systematic assessment of America's situation in Iraq. The current situation shows that the United has got into an unprecedented strategic haziness. In the security field, U.S. forces have dispatched large number of troops to carry out suppression and won frequent victories,but they are suffering stronger resistances. In the realm of political reconstruction, the democratic process in Iraq is now under in accordance with the prescribed order, but religious contradictions are on the rise, and political structures become more fragile. Over economic reconstruction, the United States has kept increasing input and at the same time appealed to the international community for more assistance. Even though Iraq is faced with difficulties in the reconstruction. Therefore, there is a widening disagreement in America over "whether the U.S. is winning or losing the war in Iraq. "① Based on the major views of experts and scholars from both China and overseas,the author thinks that the following three criteria are important for judging whether the United States has succeeded or failed in pursuing its strategy in Iraq: the feasibility of strategic objectives, balance of objectives and means and adaptability of strategic means. Ever since reform and opening-up, China has been focusing on the central task of economic construction, which brought rapid economic growth, strengthening comprehensive national power, improving lives of the people and extending international influence. Is a rising China good for the stability and integration of the Asia-Pacific region? The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China's economic cooperation with neighboring countries, especially after its entry into the World Trade Organization (WTO), China's economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.  相似文献
