What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

Southeast Asia is an important region in China's neighboring diplomacy and the focus has been on its good neighbor policy.After China andASEAN set up a dialogue-partnership in 1991, their relations have progressed substantially.China now has a strategic partnership with ASEAN and has also taken the initiative in building good economic, trade,security and cultural ties with ASEAN member states.China is currently ASEAN's largest trading partner, while ASEAN is China's third largest trading partner.Beijing, however, has mostly ignored security ties and cultural exchanges with the region over economic cooperation.This has led to a number of security issues and perception problems that have gradually hindered bilateral ties.Most recently, China changed its Southeast Asia policy after holding the 18th National Congress of the CPC, the Neighboring Diplomacy Work Conference, and recent visits by China's top leaders to regional countries.These changes will form the foundation of a grand blueprint for the future development of Sino-ASEAN relations.  相似文献

Battlefield for Strategic Rivalry
In recent years, the Asia-Pacific strategic configuration has entered a stare of in-depth readiustments. The relative decline of the United States,China's rapid rise, Russia's fast revival and Japan's quickening step toward a "normal country" have combined to turn regional multi-polarity into a reality. Not surprisingly, the world' s strategic structure has begun to focus on the region, with intensifying rivalry among major countries centered on economic competition and aggravating geopolitical game conducive to a security dilemma. As a matter of fact, U.S.-Japanese provocations have been at work in tuming regional hotspot issues into tools for such a game. As a result, escalating security threats to China in the East and South China Seas are converging into potential risks of collision and conflicts with other contenders.  相似文献

Security issues have become the focus of U.S. scholars and politicians examining the recent changes to China's periphery strategy. This includes such issues as territorial and maritime disputes, changes to ally networks brought about by the U.S.' return to the Asia-Pacific, and certain major changes to national security policies. While these security issues are urgent, development is still key for China's neighbors. They view this issue from a broader strategic perspective and against a long-term historical perspective. Many Chinese scholars have described China as the world's second biggest power after the U.S.. This is based on two facts. First, China overtook Japan in total economic output measured by GDP in 2010 to become the world's second biggest economy. Some scholars argue that China still lags behind the U.S. in comprehensive national power and in this sense it is also ranked second) The other is that Sino-U.S. relations are frequently described as the rise and fall of big powers, especially when referring to the Asia-Pacific region. It is the latest example of how relations between a rising power and one struggling to maintain its status have been so complex in the long history of international relations. While many people talk about the possibility that China will overtake the U.S. in the future, others talk about a G2.2 If we look closely at global trends and changes to China' s international environment, if we examine what exactly we mean by power status, we will have a much deeper understanding of China' s current power status from which we can build a solid foundation for this country' s foreign strategy and diplomacy.  相似文献

BJP secured victory in India's recent general election with a landslide win and new Prime Minister Narendra Medi's foreign policy has become an issue of wide attention. According to the author, BJP government will continue India's effort to be among global powers; emphasize its engagement with major powers such as the US and China while safeguard its strategic autonomy; and improve its troubled ties with Pakistan. India will conduct pragmatic diplomacy in economic ccoporation, non-traditional and maritime security, and its Look East thrust. japanese Prime Minister Shinzo Abe's visit to the Yasukuni Shrine has escalated tensions between China and Japan that were triggered by the Diaoyu Islands dispute. Changes in the balance of power between China and Japan have caused concerns and strategic restlessness in Japan. Because of public opinion and his party's control of the House of Representatives and Senate, Abe is now eager to further his aims both domestically and overseas. That is why he said: "Now is the time for Japan to take the big step in building a new state." The U.S. supports a stronger Japan because it is looking to maintain the strategic balance in the Asia-Pacific region. Its Asia-Pacific Rebalancing strategy is bound to inflame Japan's ambitions. 始于2007年的国际金融危机,使西方经济模式受到种种质疑和挑战,新兴经济体在全球经济中的地位不断上升,世界经济重心正在加速向亚太地区转移。中国作为正在崛起的新兴经济大国将为世界带来种种机遇。在此背景下,美日两国围绕"跨太平洋战略经济伙伴协定"(TPP)纷纷调整其亚太政策。美国希望调整该地区合作"制度"规范亚太合作进程,日本希望通过呼应美国TPP战略来干预亚太一体化进程。东盟国家希望通过启动"区域全面经济伙伴关系"(RCEP)强化在亚太一体化进程中的主导地位。中日韩FTA谈判不仅有利于三国的经济利益,也将对亚太区域合作进程发挥重要作用。中国在积极参与区域合作的同时,还必须加速本国的经济结构、发展模式的调整。  相似文献

近年来,中美在亚太地区的安全矛盾持续发酵,逐渐形成安全利益、理念和地区安全秩序构想的全面对立态势,成为影响中美和平共处的重要因素。秩序疑虑与热点问题的对立是中美在亚太地区安全矛盾的主要表现。中美亚太安全矛盾的全方位突显,根本上源于两国力量对比的变化以及由此引发的权力转移态势,是中美总体力量差距背景下局部力量平衡的表现。这种力量平衡表现为:中国作为地区经济中心与美国作为地区安全中心的“二元结构平衡”;中国作为陆权大国与美国作为海权大国的“陆海权力平衡”;在中国近海区域,中美权力均衡态势初步形成。在此过程中,中美对既有安全矛盾管理的失效以及彼此安全威胁认知的反复塑造,客观上增强了矛盾对立的烈度,安全困境逐步形成。随着权力消长和政策互动,中美在亚太地区的安全困境,逐步呈现出从经典安全困境转向“国家引导型的安全困境”加剧的趋势。未来,中美亚太安全矛盾仍然会受到结构性因素的影响,而经济相互依存趋势、技术发展引发的军事威慑变化、意识形态竞争以及非传统安全合作等因素,则将决定既有安全矛盾是否会走向冲突。  相似文献

本文旨在分析为何东盟国家曾经将中国视为威胁,如今却转变观念,将中国视为促进地区稳定和一体化的重要推动力。第一部分将阐述东盟国家对中国的官方立场的变化,即从“中国威胁论”向“中国机会论”的转变。在80年代,当中国的经济开放促进了其与南部周边国家之间的关系时,这种观念的转变尤为突出。第二部分认为,在欧美日经济发展呈现出保护主义趋势,并遭遇发展瓶颈的情况下,中国的发展为东盟国家的经济增长提供了新契机。同时,笔者着重分析了中国从地区的不稳定根源向地区安全保障者转化的原因。第三部分指出,尽管中国与东盟国家之间建立起了特殊关系,但中国无法排斥其他大国,尤其是日本与美国在该地区的影响力。  相似文献

To what extent can we speak of a distinctively ‘European’ security approach towards the Asia-Pacific region? In order to address that timely question, this article examines how Britain, France, Germany and the European Union (EU) are framing their evolving security roles in the Asia-Pacific region, and how those individual perspectives intersect with each other. The article identifies a number of important common features in Europe’s approaches towards security in the Asia-Pacific, namely the tendency of most European actors to emphasize the economic and diplomatic nature of their contribution to regional security, their promotion of regional multilateral security fora, their rejection of the notion that China’s rise is inherently challenging for regional and global security, and their willingness to signal their differences towards Washington’s emphasis on military power and alliance-based approach. However, and despite the existence of common traits, individual European actors show different degrees of closeness vis-à-vis the US and China and feature different perspectives regarding which security relationships they should prioritize in the region (if any), or the appropriate balance between diplomacy and security and defence cooperation. Such divergences prevent Europeans from developing a coherent security profile in the region and preclude us from speaking of a distinctively European security approach towards the Asia-Pacific.  相似文献

Insofar as Europe's security and cohesion have for decades been premised upon a strong American political and strategic engagement, Washington's intention to “rebalance” to Asia casts a shadow over the sustainability of a stable and coherent geopolitical order on the continent. This article argues that as the United States seeks to rebalance strategically towards the Asia-Pacific region a number of “indigenous” geopolitical trends are becoming increasingly important in Europe: an Anglo-French entente for a “maritime” Europe, a German-French “continental” project of economic and political integration, and Russia's resurgence across Europe's East. The growing prominence of competing geopolitical visions for Europe might even call into question the cohesion and direction of the institutional expressions of the U.S.- engineered Western order in Europe, namely the Atlantic Alliance and the European Union. Increasing geopolitical and institutional contestation, we contend, pose a number of challenges for both U.S. interests and European security.  相似文献
