The 2030 Agenda for Sustainable Development promotes multi‐stakeholder partnerships (MSPs) as a means of implementation while at the same time putting renewed focus on the need for national‐level ownership and implementation. Despite the fact that an ever growing body of literature on the merits and drawbacks of MSPs delineates several success conditions for partnerships, efforts to translate this knowledge into national‐level meta‐governance for MSPs remain marginal to date. This study outlines the benefits the literature alleges for such “meta‐governance” frameworks, before it uses a country‐level study with a series of stakeholder interviews to take a closer look at national‐level context conditions and lessons learned with regard to two water partnerships in Kenya. Our findings suggest that to date the existing meta‐governance for partnerships in Kenya is rather weak and fragmented. Yet respondents support the view that MSPs could benefit from such a framework, in particular regarding local ownership of MSPs and the potential to scale successful cases. Public-private partnerships are the preferred vehicles for the planning, financing and implementation of contemporary urban development. Scholarship on public-private partnerships tends to examine their activities in advancing development. Less attention is accorded to their internal dynamics or governance. While partnerships are intended to build internal consensus and obtain consent in order to carry out urban development, this premise assumes that coordinated public and private interests are in play. This paper examines the internal governance of two public-private partnerships in Rochester, New along three dimensions: conformity to a collective purpose or vision, leadership structure and organizational style.  相似文献

The article focuses on new forms of governance involving partnerships between public and private actors. As several scholars have noticed, organisational hybrids at the intersection of the public and private sectors play an important part in the implementation of collective action. Local economic development in particular has provided a fertile ground for building coalitions across traditional divisions, and encouraging partnerships. This applies to Norway as well as to other liberal Western democracies.
Obviously, the formation of partnerships reflects efforts to design more efficient and flexible instruments for founding new firms and for supporting local entrepreneurs. The article, however, raises the question of whether these arrangements may entail a far more expanded role and domain, opening up new channels for participation and mobilisation. By expanding their agenda and integrating new segments of the local community, public–private partnerships appear to be an innovation in local democracy.
Analytically, the article utilises elements of regime theory. Although the partnerships studied hardly constitute stable coalitions dominating local politics, they nevertheless illustrate how the building of coalitions including both private and public actors is crucial to coping with the problems and challenges of local restructuring and revitalisation. Case studies carried out in Norwegian municipalities provide the main empirical source. The article does, however, build on experience from other European countries.  相似文献

We apply Kingdon's multiple streams framework (MSF) to policy implementation to reflect a nested process separate from but interdependent with policymaking. Then, we generate a hypothesis concerning the conditional nature of problems, policies, and politics stream impacts on policy implementation. We test our hypotheses with state‐level implementation of the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act, using a pooled data set of 10 years of toxic releases data. Findings suggest an important interaction occurs among problems, policies, and politics during the policy implementation process. More specifically, when any of the three is held at median levels, only marginal differences in outputs occur; however, when all three are increased to extreme levels, substantive differences emerge. Conclusions connect policy implementation to larger issues of MSF theoretical development and suggest implications for governance.  相似文献

The establishment of integrated responses to family violence represents a significant implementation challenge for locally‐based networks. This research reports on the experiences of integrated family violence committees in Victoria, and the features of their governance associated with perceived effectiveness in committee functioning. There were consistent regional differences in the perceived effectiveness of committees. The main challenge for effective service integration was establishing and maintaining effective partnerships. There were substantial differences in the capacities of the committees to meet the challenges of integration, and the research points to the need for a stronger guidance and support role by central agencies.  相似文献

泛珠三角区域合作十多年来从概念构想、制度安排到机制设计,取得了显著的成效。透过威廉姆森制度演化的四个层次分析框架及其相互关系,可发现泛珠三角区域合作的制度演化中在第一层次的非正式制度方面泛珠三角区域各具特色但交融影响;宪法和法律等第二层次的制度为其合作提供了基本的制度环境;第三层次的日趋完善治理机制有效推进了泛珠三角的区域治理;而作为资源配置机制使各个领域的合作取得实质性的进展,且不同层次之间的制度演化互动明显,形成区域合作的制度体系。未来推进区域合作的深入在嵌入性制度层面需要加强民间的交流与融合,在制度环境方面要融入国家区域发展战略和加强区域合作的法制建设,在治理机制方面要健全合作架构和完善省际合作机制,在资源配置方面要制定泛珠三角区域合作的规划、实施和评估方案。  相似文献

North–South research capacity building (RCB) partnerships have attracted considerable academic attention during the last two decades, especially with regard to issues related to partnership governance. Less attention has been given to the management aspects of partnership implementation, but in order for partnerships to comply with general governance‐level recommendations, a better understanding is needed of how specific context‐dependent factors influence the development and execution of projects. In this article, we aim to contribute to the understanding of factors influencing the design phase of RCB partnerships and examine how they influence the balance between performing collaborative research and developing general organizational capacity. Data collection was based on a survey (n = 25), and individual interviews and focus group discussions with 17 Danish project managers from the Danish Bilateral Programme for Enhancement of Research Capacity in Developing Countries. Our results lead to rejection of the proposition that RCB projects are either focused on building capacity for research or conducting merit‐based research. Because of the ‘politics’ of the front‐end process, reality is more complex. We identify 11 specific factors influencing front‐end project management related to structure, process and relationship, and we theorize about how these factors influence the choice between research and more general capacity development activities. Social scientists traditionally have described local governments as competing with each other for residents and businesses. But in a number of metropolitan areas in the United States, local governmental officials have formed groups voluntarily to enhance the economic development of multijurisdictional areas. This article develops a theory that asserts the key determinants of the formation of these regional partnerships for economic development are cooperative norms—or a tradition of regional cooperation—and need. The theory also posits that norms influence regional partnerships' organizational structure and processes. Hypotheses are tested empirically using data from all metropolitan areas in the United States and responses to a national survey of regional partnerships for economic development. Results provide some support for the theory that norms and need are both positively related to the formation of regional partnerships for economic development. Support is weak that norms are related the organizational characteristics of regional partnerships for economic development.  相似文献

Abstract.  This article uses a discursive approach to analyze how gender equality has and is being constructed and given meaning in the context of Swedish regional policy. Drawing on Carole Bacchi's 'What's the Problem? Approach', we explore how arguments concerning the new forms of regional policy are assigning different categories of people different subject positions and, in particular, we focus on the kind of subject positions that are being given to women as a group in this context. The discourse being shaped in national policy is, however, interpreted in specific contexts. Accordingly, we compare the way this new discourse is being (re)interpreted and (re)constructed and the subject positions being ascribed to women in the regional development partnerships and growth strategies in two Swedish regions: Västerbotten and Jönköping. Finally, we draw attention to how both the form and the content of Swedish regional development policies create great difficulties for politicizing gender as a power dimension in society. We suggest that regional politics has become de-politicized and argue for the need for it to be re-politicized with gender included as a conflict dimension.  相似文献

It has become popular to advocate partnership arrangements. Such partnerships may be seen as new forms of governance, which fit in with the imminent network society. However, the idea of partnership is often introduced without much reflection on the need to reorganize policy-making processes and to adjust existing institutional structures.
In this contribution, we discuss the ambiguity of partnerships. An empirical basis is provided by means of an analysis of the policy making on the expansion of the Rotterdam harbor. This case indicates that although new governance schemes are being proposed and explored, they still have to comply with the existing procedures in which they are imbedded. Governments especially are not prepared to adjust to governance arrangements. Policy making continues to be based on self-referential organizational decisions, rather than on joint interorganizational policy making. This raises questions about the added value of intended cooperative governance processes.  相似文献

The performance of innovation systems depends, to a great extent, on the degree of public–private collaboration they involve. Thus, innovation policies often aim to enhance this collaboration through public–private partnerships. These partnerships are a multidimensional phenomenon whose success depends on factors related to each of their dimensions. This paper proposes the use of an analytical model that reflects the multidimensional nature of public–private partnerships and analyses to what extent they are applied in a specific innovation system in order to identify the territorial and sectorial factors that act as barriers or drivers to use them. This model aims to help policy makers design appropriate public–private partnerships in each context. The case under review is the Spanish innovation system, given that this system has been suffering from a structural lack of collaboration for several decades, despite the implementation of policies aimed to foster this. Thus, if the model works, it should be able to identify key factors that influence greater or more restricted use of the different PPP formulas.  相似文献

The article starts a conversation in the literature about the governance structures of certain kinds of collaboratives in public management: public-private partnerships. The findings come from the study of implemented partnerships for regeneration and management of city centres in the U.S. (Business Improvement Districts) and U.K. (Town Centre Management), and the introduction of urban regime theory. A three-ideal typology is built up, concerning the roles played by structures/design of the partnership, legal frameworks, incentives, evolution, competition, governance structures, and the ways all of these evolve. The conclusion is that public-private partnerships are constantly evolving and may assume “variable geometries” in response to the form of governance dominating their internal arrangements. Partnerships may be of various kinds: symbolic partnerships, in which hierarchical governance predominates; instrumental partnerships, which obey market rules; organic partnerships, where the predominant form of governance is network-based. The kind of PPP employed affects how the relationship between public and private organisations is managed.  相似文献

Strategic urban and regional planning, which emerged in Europe in the 1980s, has become an instrument to establish sustainable development of previously successful industrial areas today affected by the crisis caused mostly by the globalisation of the 1990s. Strategic urban planning concerns organisational land use which in turn regulates resource protection, sustainable development, regeneration and infrastructural investments and multilevel governance. Careful planning is imperative to reach goals such as enhancing local competitiveness and life quality. These dimensions represent the two focal points of the majority of city planning strategies. Their implementation depends not only on planning effectiveness, but also on the organisation and the management of the implementation process by the planning agency or the equivalent local promoter. This paper looks at the experience of Italian cities, in order to derive implications for theory and for future planning processes. More specifically, it analyses the extent to which Italian cities follow similar or divergent paths at the stage of the design process; the Italian case study is then compared with the guidelines proposed by the planning literature and with other European cities.  相似文献

Public policymaking and implementation in the United States are increasingly handled through local, consensus‐seeking partnerships involving most affected stakeholders. This paper formalizes the concept of a stakeholder partnership, and proposes techniques for using interviews, surveys, and documents to measure each of six evaluation criteria. Then the criteria are applied to 44 watershed partnerships in California and Washington. The data suggest that each criterion makes a unique contribution to the overall evaluation, and together the criteria reflect a range of partnership goals—both short‐term and long‐term, substantive and instrumental. Success takes time—frequently about 48 months to achieve major milestones, such as formal agreements and implementation of restoration, education, or monitoring projects. Stakeholders perceive that their partnerships have been most effective at addressing local problems and at addressing serious problems—not just uncontroversial issues, as previously hypothesized. On the other hand, they perceive that partnerships have occasionally aggravated problems involving the economy, regulation, and threats to property rights. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

Partnerships of various kinds are now widespread, but evaluating them is complicated. This article examines the usefulness of a network approach for analysing partnership effectiveness, where the central concern is governance. The approach is based on interviews, and for this evaluation they were conducted with 120 people from 10 different partnerships in Victoria. A detailed examination of network structures uncovers important features of partnerships, yielding crucial information about them as governing entities, and providing feedback to partners on where effort needs to be spent on relationship building. This article adds to the existing knowledge about what makes partnerships effective, and to the toolkit available for evaluating them.  相似文献

Climate change policy has commonly been framed as a matter of international governance for which global policy strategies can be readily employed. The decade of experience following the 1997 signing of the Kyoto Protocol suggests a far more complex process involving a wide range of policy options and varied engagement by multiple levels of governance systems. The respective experiences of the United States and Canada suggest that formal engagement in the international realm of policy is not a good indicator of domestic policy development or emissions reductions. The different contexts of intergovernmental relations, varied resources available to subnational governments for policy development and implementation, and role of subnational leaders in policy formation have emerged as important factors in explaining national differences between these North American neighbors. Consequently, climate change increasingly presents itself as a challenge not only of international relations but also of multilevel governance, thereby creating considerable opportunity to learn from domestic policy experimentation.  相似文献

Abstract

This paper is concerned with the place of social policy as a driver of region building in South America. The contention is that while much has been written about economic integration, institutions and security communities in regionalism, a discussion of the significance of other regional projects has lagged behind. Social policy, particularly in the Americas, has been neglected as a policy domain in the account of regionalism. Changes in the political economy of Latin America in the last decade suggest that we need to engage afresh with regional governance and social policy formation in the Americas. By looking at the institutions, resources and policy action in the area of health within the Union of South American Nations (UNASUR) this paper reconnects regionalism and social policy and explores two interrelated, yet largely unexplored, issues: the linkages between regional integration and social development beyond the historical hub of trade and finance; and the capacity of UNASUR to enable new policies for collective action in support of social development goals in the region, and to act as a broker of rights-based demands in global health governance. In so doing, the paper contributes towards a more nuanced understanding of regionalism and regionalization as alternative forms of regional governance.  相似文献

Ideas of ‘community’ and ‘community voice’ have been mobilised in collaborative programs developed between the National Museum of Australia and the Murray‐Darling Basin Commission since 1992. This collaboration is set within a broader context of changing ideas and practice around governance, community and environmental issues. The recent Murray‐Darling Outreach Project (MDOP), a series of museum outreach projects with regional communities aiming to increase community engagement in local environmental issues in the Murray‐Darling Basin, is specifically examined. Evaluation research on the MDOP found that the approach to program development significantly shaped the types of voices, range of issues presented and the nature of the communicative forums established. The potential impacts on online audiences are discussed along with broader implications for government agencies involved in community partnerships.  相似文献

实验主义治理秉持以现实问题为导向和以经验证据为支撑的实证理念和循证品格,在纵向放权的基础上通过目标设置、差异探索、治理评估、政策迭代和政策扩散等机制探寻政策改进和治理优化的可行路径。作为一种新的治理模式,它的兴起是为了应对治理复杂性的挑战、弥补科层式治理的不足和探寻治理现代化的路径等。实验主义治理模式注重纵向放权、公众参与和多元协作,改善了公共治理主体间的关系,提升了治理的参与性、科学性和有效性,是科层式治理模式的重要补充。但在实践中,实验主义治理也面临着法治困境、创新困境和合作困境等现实难题。在我国推进治理体系与治理能力现代化的背景下,应当协调好实验主义治理中创新与法治的内在张力,完善治理体制与机制,提升实验主义治理的实践效能,从而使其在全面深化改革进程中发挥更大的作用。  相似文献
