"人类安全"逐渐成为一种新的安全理念,环境气候问题等各种影响人类安全和福祉的非传统安全问题日益引起广泛关注。全球性安全威胁的严重程度则取决于治理框架的反应能力。包括气候政策、法律和机构在内的气候环境治理框架能够最大限度地削弱全球化冲突的根源,避免影响的发生或减缓其进程。奥巴马上任以来美国新政府能源、环境和应对气候变化政策出现较大调整,大力推动新能源法案来减缓气候变化。这一政策转向具有深刻的历史动因和政治基础,并将给美国经济复苏和美国企业的国际竞争力带来压力,加剧美国对外贸易摩擦和削弱其在国际气候环境合作中的领导地位。  相似文献

Abstract

This article analyses the development of the European Union (EU) as a global actor in the area of climate security. Building on this, it explicitly draws on constructivist concepts such as norm entrepreneurship and epistemic communities. To this end, it adopts the framework of epistemic communities, as developed by Peter Haas, in order to suggest that there is a group of EU officials, EU member states and think-tank activists, who drive the climate security agenda of the EU. Thus, it examines the precise actors involved in this EU epistemic community for climate security. This group promotes a reason for action at the global level, resulting in the attempt to diffuse this norm: climate change has consequences for international security; thus, it requires the development of appropriate policies and capabilities within the EU and globally. This article suggests that the epistemic community on climate security has been effective at diffusing this norm at both levels, albeit with differences.  相似文献

This special section explores and explains how the European Union's (EU's) overall approach to international development has evolved since the beginning of the twenty-first century. At the international level, the rise of a group of emerging economies has not only provided developing countries with greater choices, but has also further enhanced their agency, thus questioning the EU's leadership and even relevance in international development. At the European level, the various (paradigmatic) shifts in each of the three key external policies—trade, security and foreign policy—and the EU's aspiration to project a coherent external action have collided with the EU's commitment to international development. Numerous tensions characterize the various nexuses in EU external relations, which ultimately challenge the EU's international legitimacy and (self-proclaimed) identity as a champion of the interests of the developing world. Nevertheless, the EU has made more progress than is generally acknowledged in making its external policies more coherent with its development policy. Moreover, the EU's relationship with developing countries has gradually become less asymmetrical, though not because of the EU's emphasis on partnership and ownership but more because of the increased agency of developing countries.  相似文献

Both the EU and China are important participants in the United Nations Framework Convention on Climate Change and the Kyoto Protocol. The EU’s reliance on legally binding rules and institutions demonstrates its strong belief on institutionalism. While interstate cooperation is certainly necessary, implementation of any international agreement and most of the work needs to be done within a state. Henceforth, an uneasy balance between national interests and international responsibility has to be maintained. In the case of EU–China partnership, the carbon aviation tax issue serves as a good example to examine the realist–institutionalist struggle. Although it is still too early to tell if the EU and China would overcome their major disagreements in the field of climate change, there is reason to believe that an international agreement may be reached by 2015.  相似文献

The past decade has witnessed a growing interest among scholars of international relations, and global environmental governance in particular, in the role of transnational networks within the international arena. While the existence and potential significance of such networks has been documented, many questions concerning the nature of governance conducted by such networks and their impact remain. We contribute to these debates by examining how such networks are created and maintained and the extent to which they can foster policy learning and change. We focus on the Cities for Climate Protection (CCP) program, a network of some 550 local governments concerned with promoting local initiatives for the mitigation of climate change. It is frequently asserted that the importance of such networks lies in their ability to exchange knowledge and information, and to forge norms about the nature and terms of particular issues. However, we find that those local governments most effectively engaged with the network are mobilized more by the financial and political resources it offers, and the legitimacy conferred to particular norms about climate protection, than by access to information. Moreover, processes of policy learning within the CCP program take place in discursive struggles as different actors seek legitimacy for their interpretations of what local climate protection policies should mean. In conclusion, we reflect upon the implications of these findings for understanding the role of transnational networks in global environmental governance.  相似文献

The European Union (EU) has a long tradition of involvement in development policy and can claim to be the world's most influential donor when the activities of its member states are aggregated. Recently, however, this position has been challenged by the rise of new donors and models of development assistance, by the changing needs and positions of recipients and by institutional change within the EU itself. This article explores these issues by focusing first on the nature of EU foreign policy, and then on the ways in which it has interacted with the changing trajectory of development policies to create new issues and problems. It concludes that the EU's position remains central and significant to global development policy, but that this position faces important challenges to which the response is as yet uncertain.  相似文献

The rise of political Islam in the EU's southern neighbourhood represents a political as well as conceptual challenge to the EU as a foreign policy actor. In the past, the EU reacted to this challenge based on its essentialist perception of political Islam and its overarching interest in regional stability and security. However, the growing salience of ‘contingencist’ interpretations of political Islam and the resolution of the EU's democratisation-stabilisation dilemma in the wake of the Arab Spring have recently provided an opportunity for greater engagement and cooperation. This has enabled a switch in EU policies from a strategy of containment to a strategy of engagement. Despite this, problems remain as the EU continues to expect Islamist actors to adjust to its own discursive framework and as intra-European divisions revive as a result of the renewal of secular-religious divisions in the neighbourhood. This will complicate EU attempts to build a new partnership with Islamist democracies and will fuel old stereotypes and animosities.  相似文献

Because a significant portion of the American electorate identify themselves as evangelical Christians, the evangelical position on climate policy is important to determining the role the United States could play in global climate cooperation. Do evangelicals oppose all climate policies, or are they particularly opposed to certain types of policies? We argue that American evangelicals oppose climate policy due to their distrust of international cooperation and institutions, which has been a prominent feature of evangelical politics since the beginning of the Cold War. Using data from the 2011 Faith and Global Policy Challenges survey and the 2010 Chicago Council Global View survey, we find support for the theory. Evangelicals are equally likely to support domestic climate policy as other Americans, but they are significantly less likely to support international treaties on climate cooperation. The findings suggest that proponents of climate policy could win more evangelicals to their side by focusing on domestic action, instead of multilateral negotiations or international institutions.  相似文献

气候变化议题在今天的全球治理中居于核心地位。俄罗斯的气候政策对于全球气候变化合作的开展有着非常重要的影响。"气候实用主义"是当前俄罗斯气候政策选择的核心。本文分析了近年来俄罗斯"气候实用主义"的内涵特征、政策特点、选择动因以及造成的影响。本文指出价值观、经济发展模式以及国际体系中的地位是决定俄罗斯实用主义气候政策选择的三个关键变量。这些变量通过观念、利益和身份的路径影响了俄罗斯气候政策的理念框架、国内偏好以及国际合作参与。对于气候变化起源的"怀疑论"、对碳氢能源企业的重点保护,通过气候政策对内增强治理合法性,吸引投资和技术以缓解美欧制裁是当前俄政府实用主义气候政策的突出特点。俄罗斯的这种气候政策为国际气候变化合作的加强提供了新动力,也为中俄区域合作开辟了新领域。但却难以弥合俄罗斯与美欧在气候变化问题上的根本分歧,也不会对俄罗斯依赖能源经济的发展模式造成实质影响。  相似文献

As the Biden administration actively rectifies Trump's climate policy, climate cooperation and coordination between the US and the EU is expected to witness significant progress. Abstract

The Kremlin's change of leadership on 7 May 2008 and growing international fears of Russia's resurgence, especially in the aftermath of the Georgian conflict, make this an interesting time to reflect upon EU–Russia security relations. This article does so by examining closely the Survey of Russian Federation Foreign Policy and, one year on from its approval, drawing upon subsequent developments as preliminary corollary or otherwise of its bearing on policy. On balance, it seems that the Kremlin's evolving perception of Russia and international relations has encouraged revised priorities and objectives and a more forceful foreign policy that not only slow progress in filling the Common Spaces, but also increase the likelihood of Russia–EU competition especially in their shared neighbourhood.  相似文献

Asia is Europe’s largest trading partner and EU-Asia trade relations have undergone a rapid change since the global financial crisis. On a global scale, the new multilateral trade agreements such as the now stalled Trans-Pacific Partnership (TPP) involving European Unions’ (EU) major trading partners such as Japan, Singapore and Vietnam also have the potential to change the trade equations. In this paper, we evaluate the new EU trade policy which has been designed to ensure that the EU benefits from the changing global trade scenario and also look at the steps which have been taken by the EU to promote trade relations with its major trading partners in Asia in the predicted ‘Asian century’. We look into the Free Trade Agreements, which are being negotiated with its Asian partners and seek to understand the reasons which have resulted in delays in their signing and negotiations. We evaluate new policies pushed forward by its Asian partners such as the One Belt One Road policy by China and Japan’s policy of securing a large number of trading agreements in the America. Moving ahead, we also shed light on the indirect factors that may influence the success of EU trade negotiations in Asia such as the EU policy on granting China market economy status and the commencement of the ‘Brexit’ process. Lastly, we try to present a list of immediate priorities for EU in Asia, which will ensure that it secures a toehold in trade with the region. All in all, it is shown that the EU has not one and the same approach for all Asian countries but it negotiates flexibly and individually country by country. Because of this “country by country approach” the EU is also not ready to enter into general EU-ASEAN trade negotiations again.  相似文献

As the EU has expanded its authority into areas of high politics such as monetary, defense, and foreign policy, it has simultaneously developed procedures for handling more sensitive and classified information. These critical policy domains require standards regulating secure information and personnel, but the concept of official secrets is in tension with the treaty norms of the EU. Observers allege that the classified information policy of the EU was imposed through the coercion of external actors such as North Atlantic Treaty Organization (NATO) and the USA in a significant historical departure from the information security policies of European member states. This article evaluates the content of EU-classified information policies and compares them to the content of European member states, NATO, and the USA, in an effort to clarify the mechanisms of policy diffusion in the area of information security.  相似文献

The paper reviews literature on perception within the international relations and the European Union (EU) studies in order to find out whether and how this concept can help us shed some light on the mutual relations between the EU member states. It examines the utilisation of perception as an analytical tool within the international relations where it was predominantly included into the foreign policy analysis approaches (image and role theory). Moreover, it was used for examining the views of the EU by other actors at not only bilateral but also multilateral level. Most studies analysed the perception of Asian countries, however, other areas, including Africa, were studied. Perception was utilised also at the EU level, when it was used for scrutinising different EU policies (foreign and security policies, enlargement), examining preference formation and influence of member states or investigating elite and public support for the European integration. The results show that perception is a valuable concept that can help us to analyse mutual relations between the EU member states in the enlarged and changed EU in several ways.  相似文献

ABSTRACT

The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions,cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood.  相似文献

This article discusses the dramatic recent shifts in Chinese policy perspectives on the European Union (EU) and on EU-China relations. Whereas for more than a decade, policy makers and Europe specialists in China had regarded the EU as an exemplar of regional integration and as a promising new ‘pole’ in the global order, a recent survey shows that today, in the wake of the Eurozone crisis, the refugee crisis, and the ‘Brexit’ referendum, many perceive the EU as a troubled actor unfit to deal with the existential challenges confronting it, let alone play a credible leadership role beyond its own borders. Despite this, Beijing’s ambitious international agenda at a time of increasing global uncertainty guarantees China’s ever-growing stake in building a reliable, long-term partnership with the EU, even though recent Chinese diplomatic and economic initiatives are gravitating toward the Union’s periphery, targeting subregional groupings of Member States along Europe’s re-emerging, traditional fault lines. Based on the research findings presented in this paper, the authors argue that the EU and the Member States need to rethink the basic assumptions underlying their China policies in the so-called ‘New Era’ and explore new approaches of engagement that match these shifting perceptions, policies and political realities.  相似文献

Faced with the dual challenge of depletion of fossil fuels and climate change, three Northeast Asian countries—China, Japan and Korea—introduced green energy initiatives in recent years. Even though the portion of renewable energy in the energy mix has been limited, a rapid shift to green initiatives has given a strong boost to renewable energy resources. Cooperation with respect to green energy in Northeast Asia (NEA) may eventually overcome the geopolitical constraints and zero-sum nature of the fossil fuel supply in the region. However, this cooperation also faces a number of obstacles to be overcome. Energy cooperation in NEA is still in an embryonic stage, and the level of institutionalisation is low. Green energy cooperation is not free from neo-mercantilist competition either, as the current green initiatives entail elements of strong industrial policy. European experience may shed light on the burgeoning green energy cooperation in NEA, in terms of methods and scope. The EU is currently adopting the most advanced policies on renewable energy and climate change. A series of green energy initiatives has provided a concrete platform for further green energy cooperation that could be pursued at the Union level. On the other hand, the history of European energy cooperation indicates that a long stage of market integration, institutional development and policy coordination are prerequisite. Northeast Asian green energy cooperation should be based on a continued momentum of green initiatives at the domestic level as well as the advancement of sub-regional institutional build-up. Regional multilateral institutions, such as Asia-Pacific Economic Cooperation, Association of Southeast Asian Nations Plus Three and ASEAN Regional Forum, as well as diverse international organisations and Track II institutions can provide a useful venue for Northeast Asian countries to share information and adopt a common position towards green energy cooperation.  相似文献

Abstract

Climate change has become one of the greatest threats to environmental security, as attested by the growing frequency of severe flooding and storms, extreme temperatures and droughts. Accordingly, the European Union's (EU) 6th Environment Action Programme (2010) lists tackling climate change as its first priority. A key aim of the EU has been to cut CO2 emissions, a major factor in climate change, by 8 per cent until 2012 and 20 per cent until 2020. The European Commission has proposed the encouragement of private consumer market for green products and services as one of several solutions to this problem. However, existing research suggests that the market share of these products has been only 3 per cent, although 30 per cent of individuals favour environmental and ethical goods. This article uses Public Goods Theory to explain why the contribution of the green consumer market to fighting climate change has been and possibly may remain limited without further public intervention.  相似文献

The European Union has low expectations for the international climate regime after 2012, when the Kyoto Protocol effectively expires. The United States is not thought likely to sign up to new binding international commitments, whereas EU countries have experienced unexpected difficulties in implementing existing commitments. As a consequence, the European Union may be prepared to settle for a surprisingly weak follow-up to the Kyoto Protocol. At the same time, the European Union will pursue bilateral and regional climate agreements with like-minded countries, parallel to the UN framework and possibly independently of it. Collectively, such agreements could produce an international climate regime that is more robust than what could be agreed at the consensus-based UN level. Nevertheless, the European Union will continue to support the UN process as the only legitimate forum for international negotiations on climate change.  相似文献
