International security cooperation usually takes one of two forms. A classical collective security organization is designed to promote international security through regulating the behavior of its member states. A defensive security organization is designed to protect a group of states from threats emanating from a challenging state or group of states. Both forms of security cooperation bind states to act in concert with respect to threats presented by other states. The emergence of non-state actors such as terrorist or extremist organizations challenges traditional forms of collective security. Threats from political extremism, terrorism, and outlaw organizations have grown in visibility during the past decade in the countries of Eurasia. The terrorist attacks of September 11 and the ensuing global war on terrorism have given added impetus to the Eurasian inter-state cooperation in confronting non-traditional threats and challenges from non-state actors. Bearing in mind the theory of collective security, this article analyzes threats posed by non-state actors with respect to Eurasian collective security organizations including the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures, and the CIS Collective Security Treaty Organization. The article concludes that the effectiveness of these organizations at achieving stated objectives depends upon their capacity to adopt new criteria of effectiveness.  相似文献

The “terrorism industry” that has been constructed by the war on terror has become institutionalised in the past decade, contributing in part to a significant increase in the overall public perception of terrorism and a dilution in meaning of the term “terrorist.” A linear regression analysis of the relationship of poll data collected from American citizens and frequency and lethality of terrorist attacks shows that this increased awareness has occurred despite the fact that terrorist attacks on American soil have decreased over the past decade. Considering the often-stated purpose of terrorists is to inspire fear, a central goal of the industry and the government should be to diminish these effects. However, the frequent and offhand use of the term “terrorist” fails to contextualise and counter the varied dispositions and motivations of terrorists and other non-state actors. To reduce public worry while working within the boundaries of the institutionalised terrorism industry, the study of terrorism should be conducted, and counterterrorist policies designed, using a new interdisciplinary framework that would allow the terrorism industry and the government to move beyond the binary designation of “terrorist” and “non-terrorist” to a greater spectrum of classification, from terrorists and violent non-state actors, to guerrillas, insurgents or criminals. A more nuanced framework could reduce public fear of terrorism and increase the effectiveness of counterterrorist policies.  相似文献

Employing a discourse analytic approach, this paper examines the silence on state terrorism within the broader terrorism studies literature. An analysis of this literature reveals that state terrorism is noticeable mainly for its absence as a subject of systematic academic study. Following the textual analysis, the main finding – the silence on state terrorism within terrorism studies – is subjected to both a first- and second-order critique. A first-order or immanent critique uses a discourse's internal contradictions, mistakes and misconceptions to criticise it on its own terms. In this case, the absence of state terrorism is criticised for its illogical actor-based definition of terrorism, its politically biased research focus, and its failure to acknowledge the empirical evidence of the extent and nature of state terrorism. A second-order critique entails reflecting on the broader political and ethical consequences of the representations enabled by the discourse. It is argued that the absence of state terrorism from academic discourse functions to promote particular kinds of state hegemonic projects, construct a legitimising public discourse for foreign and domestic policy, and deflect attention from the terroristic practices of states. The exposure and destabilisation of this dominant narrative also opens up critical space for the articulation of alternative and potentially emancipatory forms of knowledge and practice.  相似文献

This article discusses the importance of including the voices of violent state actors in critical research about security and terrorism. Critical Studies tend to avoid narrative research about such actors or to give them “face” and place. However, to understand violence, scholars should listen to, and explore, the narratives of those who are committing violence. The article seeks ways to produce emancipatory knowledge and to be critical without being exclusionary. It discusses the difficulties in deciding who merits the researchers’ listening and research focus, and who does not. These issues are explored and contested by presenting an analysis of women combatants’ experiences.  相似文献

ABSTRACT

Under the statutory obligations of the Prevent strategy, British schools have greater responsibility to counter terrorism and extremism than ever before. However, research has yet to fully explore how schools tackle such a complex issue in the classroom. This research critically examines the discourses of terrorism and extremism found within British secondary school textbooks to deepen understanding of how terrorism and extremism are taught in schools. This article deploys a mode of critical discourse analysis to assess and critique the ways in which the political realms of terrorism and extremism are constructed. I argue that these discourses construct an ethical proximity between the text, the reader and the state, while rendering voiceless both the “terrorist” and the civilian living in states prioritised by British foreign policy. As such, this article argues that British school textbooks construct a normative perspective through which the violence of states is sanitised and normalised. It raises concern regarding the role of contemporary schooling in perpetuating a global politics of violent foreign policy.  相似文献

The literature on Lebanese resistance to Israel is overwhelmed with work on Hezbollah, the role of religion, and its connection to Iranian influence. However, few of these studies have looked at the totality of Lebanese resistance, from its secular origins to its Islamic monopoly. Moreover, no work to date has looked at Lebanese resistance through the prism of just war theory. This article aims at addressing this gap by applying the criteria introduced by Childress regarding the justness of war. Moreover, the article examines resistance as a practice of non-state actors and its terrorist label, and at the same time, evaluates Israel’s military response to Lebanese resistance through the prism of state terrorism.  相似文献

ABSTRACT

Fear is an integral part of terrorism. Fighting fear can thus be a crucial part of counterterrorist policies. In the case of terrorism, citizens look to the state for protection. Yet, most studies of terrorist fear emphasize individual-level factors. We lack studies that link fear to features of the state, especially whether democratic states are capable of reducing fear among its citizens. Our study aims to fill part of this research gap by asking whether democratic government reduces or increases fear of terrorism. We find that there is substantial cross-country variance in citizens’ fear of terrorism. The results suggest that fear is more widespread among citizens in non-democratic countries compared to citizens in democratic countries. Actual exposure to terrorist attacks has no impact on citizens’ fear of terrorism when we account for whether the country is a democracy or not. Hence, democratic government displays resilience towards fear mongering.  相似文献

Do interstate relations influence the sources and targets of transnational terrorism? A considerable body of recent research suggests that the answer to this question is yes, and that one state may sponsor terrorist attacks to weaken the bargaining positions of other states. We suggest, in contrast, that positive or cooperative actions invite terrorist attacks from a different source: nonstate groups wishing to spoil interstate cooperation that they oppose. We assess this argument with a dyadic dataset using monthly data on transnational terrorist attacks and cooperative and noncooperative actions between states. Our results suggest that spoiling in response to interstate cooperation is an important determinant of transnational terrorism.  相似文献

State sponsorship of terrorism, where a government deliberately provides resources and material support to a terrorist organization, is common in the international system. Sponsorship can provide significant strategic and political benefits for a state, but there are inherent international and domestic risks associated with delegating foreign policy to these actors. Using principal–agent analysis, I develop a model that evaluates the impact of potential costs and benefits on a state’s decision to sponsor terrorism. I test my model by using a novel dataset on sponsorship behaviors that ranges from 1970 to 2008. The results of my analysis support the validity of the principal–agent model in explaining sponsorship, as states will be more likely to engage in sponsorship when the strategic benefits of weakening the targeted state are high and the risks of international reputation loss and domestic dissatisfaction are low.  相似文献

Terror has been officially defined by many states and international actors. Although these definitions differ from each other to a certain extent, the basic divergence appears in the definition of the terrorist, since it reveals who is considered an ‘enemy’ by those actors. The difference between the definitions and lists elaborated by the United States and by the European Union on ‘terrorism, terrorist, and terror organization’ indicates their respective perceptions of the enemy as well as their differing global policies on terrorism. In Turkey, a country marked by a 20 year long struggle against terrorism, the definition of these concepts is mostly limited to domestic politics. The objective of this paper is to compare and contrast the official definitions of terror, terrorist, and terrorist organization by these three actors, including their respective international positions on terrorism.  相似文献

Many analysts argue that better intelligence collection is necessary to improve the United States’ ability to prevent, deter and defeat WMD terrorism, but few give any concrete analysis of exactly what various types of intelligence can contribute to better understanding the WMD terrorist threat. This study outlines the emerging WMD terrorist threat and discusses the respective contributions that technical, human and open source intelligence can make in assessing the various stages of a WMD terrorist act. According to this analysis, neither imagery nor traditional human collection is capable of providing the critical information needed by policy makers. Rather, information collected by case officers working under unofficial cover and by clandestine means offer the best chance of identifying groups interested in producing and using WMD.  相似文献

This article explores the value of scholarship on state terrorism for the critical study of terrorist violences. The article begins by identifying four primary contributions of this scholarship: first, a rethinking of the status and significance of terrorism; second, an unsettling of broader assumptions within International Relations (IR) and terrorism research; third, an ability to locate state violences within pertinent, but potentially camouflaged, contexts; and, fourth, a prioritisation of critique as a responsibility of scholarship. The article’s second section then argues that the purchase of this work could be further extended by greater conceptual engagement with the state itself. In particular, we point to the value of contemporary approaches to the state as a terrain and outcome of social and political struggle, rather than as a singular actor of unitary purpose. Rethinking the state in this way has value, we argue, first, for moving research beyond the identification and typologising of state terrorisms; and, second, for circumventing the perennial problem of identifying intentionality in efforts to designate violences as (state) terrorism.  相似文献

This article asks the following questions. Which terrorism threats, challenges and responses did key players consider to have been decisively changed by 9/11? On close inspection now, nearly two decades after those attacks, how are we to assess such claims? What did 9/11 really change regarding terrorism and counterterrorism? And what remained unaltered? The article’s central argument is this: some western states exaggerated the extent to which terrorist threats and challenges had been changed by 9/11 and, as a consequence, they did significantly alter some of their responses to terrorism; but at the heart of this ironic process was the tragic reality that, had there been a more serious-minded and historically sensitive recognition of how little had necessarily been changed by 9/11 in terms of terrorist threats and challenges, then the twenty-first-century experience of non-state terrorism would have been much less painful than has been the case in practice.  相似文献

ABSTRACT

The topical focus of research on terrorism has frequently been critiqued for being too narrow, too event-driven and too strongly tied to governments’ counterterrorism policies. This article uses keyword analysis to assess the degree to which these issues remain present in the literature on terrorism as represented by the 3.442 articles published between 2007 and 2016 in nine of the field’s leading academic journals. Several fluctuations notwithstanding, research on terrorism has retained a strong focus on al-Qaeda, jihadist terrorism more generally, and the geographic areas most strongly associated with this type of terrorist violence. Results also indicate that the field remains event-driven and consistently underemphasizes state terrorism as well as non-jihadist terrorism, such as that perpetrated by right-wing extremists.  相似文献

The evolution of United States anti‐terrorism policies has been marked by inconsistency and the lack of a unity of action. The declaratory no ransom policy enunciated by President Nixon has been constantly violated. In addition, the absence of a consensus on the nature of terrorism has been exacerbated by bureaucratic turf battles. This debate has created negative administrative and operational impacts on the organizations that are responsible for meeting the terrorist threat. Bureaucratically, despite the attempt to coordinate action through the lead agency concept, Washington's anti‐terrorism mechanism remain unnecessarily complex. Furthermore, different operational approaches to combating terrorism have impeded the development of an integrated counter‐terrorism capability. The need for streamlining has become critical in the rapidly transforming international arena. The use of terrorism by governments who seek regional hegemony and the development of the ‘Gray Area Phenomenon’ where non‐state actors employ terrorism as a means of realizing their objectives will challenge Washington's resolve. The political leadership faces the task of reconciling the present budgetary constraints with the requirements to identify and effectively respond to future threats.  相似文献

This article explores new lines of conceptualization to understand India’s regional behavior. It argues that the twin concepts of relational power and domestic balance of forces provide better insights into India’s post-Cold war responses than some of the available explanations. It allows us to connect the domestic and external dimensions of policy and identify the cluster of state and non-state actors that shape policy responses. Imagining India’s regional behavior in relational terms allows us to better explain the gap between power and policies, what current literature has identified as the key puzzle in India’s foreign policy behavior.  相似文献

Governmental support for nonstate actors designated as terrorist organizations is not only a policy that carries significant international and domestic costs; it further poses a theoretical challenge to structural realist thinking about alliance politics in international relations. By debating, firstly, the utility of terrorism as a means to influence systemic power distribution, and, secondly, the functional equality of nonstate actors, this article considers under what conditions state sponsored terrorism occurs despite the expected security loss. Drawing on the example of Iraq between 1979 and 1991, the assumption that the interplay of external security challenges—as well as domestic dissent as an intervening, unit-level factor—affects governmental alignments with terrorist groups will be reviewed in the cases of the Iranian Mujahedin al-Khalq Organization, the Syrian Muslim Brotherhood and armed Palestinian factions. The article concludes by addressing whether state sponsorship of terrorism is inevitably linked to policy failure or whether it could be seen as a good investment to balance external and internal security challenges successfully.  相似文献

Abstract

This paper reports data from a content analysis of television news coverage of terrorism. A proposed typology of terrorism and media coverage is tested with stories from network news in the United States and Canada. The typology posits that media coverage of terrorism depends on the act's relation to institutional power bases. The two types of terrorism outlined either seek out or avoid media coverage, depending on whether they challenge or reinforce institutional power. Because of media's interrelationship with the economic and political institutions, coverage of terrorism will take on the flavor of these institutions’ perspective. The data show that although media cover terrorist acts that are linked to U.S. institutional interests, the tone of such coverage casts uncritical perspective. The implications for the general message system of news, with particular regard to the media's contribution to international understanding, are explored.  相似文献
