Abstract

As the aim of this special issue is to show practice approaches at work in the case of European diplomacy, this introduction provides readers with a hands-on sense of where the conversation about practices and European diplomacy currently stands. By introducing the key terms and overviewing the literature, the article contextualises the guiding questions of the special issue. It starts by reviewing how practice approaches have evolved in IR debates. It then describes European diplomacy’s nuts and bolts in a post-Lisbon setting. It continues by focusing on specific practices and analytical mechanisms that contribute to understand European diplomacy’s transformations and the role of security. While the debate about practices goes beyond the case of diplomacy, the latter has become a showcase for the former and this special issue continues the debate on practices and diplomacy by zooming in on the European Union.  相似文献

This article examines in depth the foundation of the EU’s one explicit example of public diplomacy, the European Union Visitors Programme. The narrative covers the historical background to the EUVP, the main individuals involved, and its significance for the development of the EU as an international actor. Public diplomacy relies on personal contacts, and the intention here is to demonstrate the importance of this petit histoire. The contribution of the EUVP towards establishing a transatlantic “community of values,” as demonstrated by the support it received from the U.S. diplomatic representation in Brussels, is an important extra dimension. The article concludes that the EUVP, while offering a potential model for the EU to project its “soft power” and world-view internationally, remains limited in scope and unable to fulfill its potential.  相似文献

ABSTRACT

This article shows how the existence of a community of European practitioners in the Jerusalem area gives substance to the European stance on the Israeli–Palestinian conflict. The often-stated European Union (EU) support for a two-state solution could appear meaningless in the absence of peace negotiations. However, European diplomats (i.e. diplomats of EU member states and EU officials) in the East Jerusalem–Ramallah area are committed to specific practices of political resistance to Israeli occupation and recognition of Palestinian institutions. These practices have led not only to a specific political geography of diplomacy, but also to a community of practice, composed of European diplomats and based on their daily experience of resisting occupation and bestowing recognition. It is this group of officials who represent and actively “do” Europe’s position and under occupation.  相似文献

This analysis considers the phenomenon of citizen diplomacy in European Union [EU]–China relations. It begins by engaging with the global discourse about “new” diplomacy and outlines how society-centric citizen diplomacy differs from state-centric public diplomacy. After revealing that European policy-makers are only reluctantly acknowledging the role of laymen in foreign policy-making vis-à-vis China, it shows that whilst citizen diplomacy may be a new concept in EU–China relations, it is actually not a new practice. The empirical part of the exegesis traces the experiential learning amongst 12 European citizen diplomats who have engaged China in the activity fields of disability; psychoanalysis; non-governmental organisation twinning; human rights; climate change mitigation; welfare of orphans, abandoned disabled children and young people; youth dialogue; public participation; animal welfare; and inclusive performing arts. The final part makes use of the newly developed hexagon of intercultural communication and collaboration competence to reveal how the European citizen diplomats have managed to navigate the sometimes-treacherous political-administrative landscape in mainland China. European citizen diplomats have made manifold and often surprising contributions to China’s multifaceted development.  相似文献

Since the Maastricht Treaty in 1992 the European Union has been an increasingly important actor in the field of security and defence. However, the defence industries sector has largely been kept away from Brussels. This has usually been justified by the role that national defence industries have traditionally played as fundamental pillars for the survival of the European nation-states, thus making them reluctant to share this “sovereign tool” with the European Union. Nonetheless, recent steps in both the economic (large number of mergers and acquisitions within the European defence industry sector) and the political (security and defence integration measures within the European Union) arenas have contributed to changes in the political discourse on defence industries within the European space. This article aims to explore how the national discourse on defence industries has become interrelated with a European discourse on the topic—a European discourse that mixes some of the old national arguments with particular aspects related to the constant evolution of the European Union towards an ever more coherent regional polity and international actorness. Also analysed is the extent to which this political move puts at risk the European Union's ambitions to promote a better world, based on an alternative understanding of international politics.  相似文献

ABSTRACT

This article analyses two confronting narratives authored by Ukrainian and Russian bloggers who reported the Dutch referendum held on 6 March 2016, and discussed Dutch citizens’ referendum vote on the Ukraine–EU Association Agreement. The considered narratives, addressed to the Ukrainian and Russian audiences respectively, are viewed as strategic because they specifically portray political actors of the referendum “drama” – the Netherlands, the European Union (EU), Ukraine and Russia. These actors are significant participants of European international relations, and their perceptions of one another are important for European security at the present time of critical diplomacy. In this paper, information about the DUTCH REFERENDUM obtained from the new media texts is regarded as a narrative-based political concept (NBPC). It is argued that this concept has different versions, or images that reflect the narrators’ biased perceptions imposed upon the public. Identification and comparison of such images require a particular methodology. Therefore, the objective of this paper is two-fold: to expose the two confronting versions of a strategically relevant political image, and to develop an authentic, interdisciplinary methodology for its analysis. The proposed methodology is informed by the ontology theory employed in cognitive science and cognitive linguistics.  相似文献

While China is fast becoming an important outward direct investor, its companies are showing an increasing interest to locate in Europe and the European Union (EU). It has been suggested that this can partly be explained by the more lenient attitude of the European countries compared to the US, where some acquisitions were abandoned when they ran into political opposition based on security concerns. Yet, also in Europe, the media follow rather closely each new Chinese entry, and certain politicians have started to criticise the take-over of technology-oriented companies, especially by Chinese state-owned firms. Against the background of a very open foreign direct investment (FDI) policy as measured by OECD FDI Restrictiveness Index for the EU and the individual countries, an overview is given of the pre- and post-establishment obstacles to direct foreign investment. Also, the EU policy measures that directly or indirectly deal with incoming direct investment are discussed. Within the context of the EU competition policy and the merger regulation, the EU Commission has cleared five cases of take-over by Chinese state-owned enterprises. Although the Lisbon Treaty authorises the EU Commission to take charge of investment policy as part of the EU commercial policy, it will take time to realise this. If the announced negotiations about an investment treaty between China and the EU could work out the necessary balance, it would be an important step in achieving more reciprocity between their respective investment regimes.  相似文献

On 1 May 2004 the European Union’s biggest Enlargement ever materialised when ten countries joined the EU. The new member states—Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, the Slovak Republic, and Slovenia—brought 75 million new citizens into the Union which now comprises a population of 455 million. In spite of the historical importance of EU enlargement, it seems to have raised relatively little interest beyond Europe. This paper tries to narrow the research gap by discussing the most significant implications of EU enlargement for Europe–Asia relations in the areas of general inter-regional (political) links, trade and investment.  相似文献

Turkey is of paramount importance to the United States and to the European Union. The United States is not only the first and foremost partner of both the EU and Turkey. It is also amongst the most committed supporters of Turkey's European integration. In support of Turkey's EU membership bid, Washington has set forth a variety of arguments and has attempted to influence EU decisions at different points in time. US advocacy throughout the 1990s was key to kick-starting Turkey's accession process. By contrast, US influence on Turkey's EU accession decreased visibly in the twenty-first century. The style of US advocacy goes some way towards explaining why this has been the case. When American advocacy has prioritized quiet, behind-closed-doors diplomacy it has tended to be more effective. When instead US officials have relied on loud public diplomacy, European reactions have been generally negative. More importantly however, it is the content of American arguments that has affected their relative impact on European perceptions of Turkey. Depending on whether the US has spoken to the rights-, the interest- or the identity-based logic of enlargement, the influence of the United States on Turkey's EU membership prospects has varied. On the grounds of this analysis, this article concludes by outlining broad policy suggestions regarding how the United States could contribute more effectively to Turkey's European integration.  相似文献

Abstract

Scholars have long viewed parliamentarians as parochial actors having little interest, or incentive to engage, in international diplomacy. Yet, parliaments have recently taken on a very active role in various international negotiations. This article explores the role of the European Parliament (EP) in the European Union (EU)–Canada Comprehensive Economic and Trade Agreement (CETA) and the EU–United States Transatlantic Trade and Investment Partnership (TTIP) negotiations. Drawing on classic institutionalist insights, it develops the concept of parliamentary assertion and explores its usefulness through a combination of comparative and process-tracing analyses. The conclusions are threefold: (1) the EP has asserted its power in international trade matters beyond the simple power of consent; (2) the EP’s search for legitimacy in the EU polity is driving this phenomenon; and (3) this phenomenon is significant beyond the current CETA and TTIP negotiations.  相似文献

The economic, and in part political, transition failures in East Germany, based on institutional path dependencies and politicians begging for the median voter, form the background of this analysis. Although there are plentiful data to compare developments in East Germany and West Germany after unification in 1990, East German developments are rarely explicitly contrasted with those in the eight new East European member states of the European Union. Such comparisons are vital in highlighting the long-term drawbacks and catastrophic failures committed in the East German case. Acknowledging that much more empirically guided theoretical research lies ahead, this article aims at being more than a mere “think piece”.  相似文献

Abstract

The national research and development (R&D) base has in the post-cold war era gained increased importance in order to fill new security demands. There is a broadening of the search for security relevant science and technology involving more organizations and interests, scientific disciplines and nations. The question discussed in this article is if the premises of international, free and open R&D will be(come) compromised? Will we see more scientists, in their normal scientific activities, being accused of spying? The article suggests that such risks are not unrealistic to expect. Spy cases in less democratic countries could have consequences for scientists also in other countries. Outcomes depend on, among other things, the relative strengths of academic freedom and a political Identification Friend and Foe (IFF) component. United Nations and European Union resolutions restricting science education for students from Iran and North Korea in an attempt to prevent the spread of nuclear weapons illustrate a strong IFF component. Difficulties with regard to the implementation of these resolutions and other findings are presented in the final section of the article.  相似文献

Previous studies show that individual political interest is an antecedent of news media exposure, particularly of exposure to differing views. Nevertheless, little is known about this effect from a comparative perspective: How do media institutions affect the relationship between political interest and exposure to cross-cutting viewpoints? One institutional feature that varies between countries is the ownership of broadcast media. This study investigates the extent to which the relative dominance of public service broadcasting alters the relationship between political interest and non-like-minded, or cross-cutting, news media exposure across 27 European Union countries. The analyses employ survey data from 27,079 individuals and media content from 48,983 news stories. The results confirm that the extent to which political interest contributes to cross-cutting exposure is contingent on the strength of public service broadcasting. The stronger the broadcaster, the smaller the gaps between the most and least politically engaged individuals.  相似文献

This article examines the coverage of legislative lobbying in European news media. The starting point thereby is that lobbying in the crowded European Union (EU)-level interest community is not only a struggle for direct access to policymakers, but that in order to realize policy goals many interest groups rely on political attention generated by the media. Our main research question is how media attention is skewed toward particular interests and which factors explain these varying levels of prominence. Our empirical analysis is based on a set of 125 legislative proposals adopted by the European Commission between 2008 and 2010. For all these cases we identified 379 interest organizations that made public statements, we coded the amount of media attention these organized interests gained, the type of statements they made as well as some key organizational features. While the aggregate levels of attention look pretty balanced, our evidence shows that media prominence is skewed toward particular types of interests; in particular that organized interests which oppose a proposed policy gain significantly higher levels of media attention.  相似文献

The European Union's features make it not only distinctive but to some extent qualitatively different from familiar "state'' or " "international association'' models of political organisation. For these reasons, an understanding of its moral role cannot draw with facility on the theories developed for them. The European Union is, nonetheless, a structure of political authority, and as such cannot escape normative imperatives. The problem is how best to conceptualise them. The paper indicates some of the difficulties in assigning duties to EU institutions. Drawing on ideas in the moral philosophy of Alan Gewirth, it sketches a theoretical framework within which moral questions pertaining to the European Union (and perhaps other non-standard political entities) may be addressed.  相似文献

ABSTRACT

This Special Issue seeks to better understand the role of communication and perception in EU crisis diplomacy. In a recent Special Issue in this journal, Catarina Kinnvall, Ian Manners and Jennifer Mitzen argue that, “?…?the greatest security challenge facing people across Europe is not physical, despite the threats of Putin and ISIS, but is a sense of fear and anxiety over their daily lives” [2018. Introduction to 2018 Special Issue of European Security: “Ontological (in)security in the European Union”. European security, 27 (3), 249–265]. We take an interdisciplinary approach to widen the scope of studies on European security and offer new avenues for further research into how citizens in the EU’s neighbourhood understand the security challenges they face and the role the EU plays in addressing these. Through this, we aim to bring theoretical and methodological innovation to understanding the role of the EU as an external actor.  相似文献
