Abstract

After Kim Jong-il's confession in 2002 that North Korean agents had abducted thirteen Japanese citizens in the 1970s and 1980s, North Korea has become the most detested country in Japan, and the normalisation of bilateral relations has been put on the back burner. The abduction issue has taken precedence in Japan even over North Korea's development of nuclear weapons and long-range missiles. It has also grossly overshadowed the atrocities for which Imperial Japan was responsible in the 20th century. Why has there been such strong emphasis on an issue that could be disregarded as comparatively ‘less important’? This article understands the ascendency of the abduction issue as the epitome of an identity shift under way in Japan – from the identity of a curiously ‘peaceful’ and inherently ‘abnormal’ state, to that of a more ‘normal’ one. The differentiation of North Korea as ‘abnormal’ emphasises Japan's own (claim to) ‘normality’. Indeed, by incarnating the perils of Japan's own ‘pacifist’ ‘abnormality’, which has been so central to the collective sense of Japanese ‘Self’ in the post-war period, the abduction issue has become a very emotional argument for Japan's ‘normalisation’ in security and defence terms. The transformation from ‘abnormal’ to ‘normal’ is further enabled by Japan trading places with North Korea in the discourse, so that Japan is defined as ‘victim’ (rather than former aggressor) and North Korea as ‘aggressor’ (rather than former victim). What is at stake here is the question whether Japan is ‘normalising’ or ‘remilitarising’, and the role of the abduction issue discourse in enabling such foreign and security policy change.  相似文献

This article argues that the problem of the Yasukuni Shrine between Japan and South Korea stems from the differential growth of Yasukuni discourses in both countries after the Pacific War. While the Japanese post-war discourse split into three schools of thought – Nationalists, Moderates, and Progressives – South Korean discourse has been consolidated into one dominant anti-Yasukuni perspective, largely shaped by Japan's political discourse and actions from the 1980s. This divergence created the perception gap between the two, resulting in a diplomatic obstacle that hinders Japan--South Korea strategic cooperation.  相似文献

The paper begins by expressing some doubts about how Gramsci has been appropriated by the so-called 'Italian School' of International Relations/International Political Economy (IR/IPE). Particularly questionable is the attempt to 'internationalise' his concepts of 'civil society' and 'hegemony', whose respective meanings are sometimes extended beyond Gramscian usage. Also dubious is the tendency to assume that his conceptual framework supports a counter-discourse within IR/IPE that contradicts the 'realist' mainstream. In his political ideas, Gramsci was as much a child of Machiavelli as of Marx, and he praised the Florentine for developing a progressive or 'transformative' realism in opposition to the conventional type of realism that seeks only to 'manage' the status quo. This interpretation of Gramsci as a kind of realist is defended by highlighting three 'Machiavellian' aspects of his thought: (a) his contempt for abstract ideals of justice or democracy, (b) his hostility to 'vague and purely ideological' (his words) internationalism; and (c) his surprising (for a supposed Marxist) doubts about the prospects for a non-coercive and egalitarian society. In conclusion, it is pointed out that Gramsci helps us to illustrate a tension at the heart of Marxism: that between utopianism and realism. Because of his admiration for Machiavelli, he eventually betrayed second thoughts about Marx's vision of a world without borders or conflict. His idea of transformative realism, rather than his concept of hegemony, should perhaps be seen as his chief contribution to IR/IPE.  相似文献

Neither the concept of the totalitarian system nor the newly worked-out notion of 'socialist civil society' can express the social and political phenomenon of the rise and growth of independent groups and movements in Eastern Europe. Rather, it is suggested here that the Lockean contractarian approach should be used. This embraces mutually interacting ethical, empirical and analytic arguments which would take into consideration the state, the independent groups organized outside it, and the relationships between them. The utility of the model of the totalitarian state in understanding the origin of independent groups is discussed here. Lockean multidimensional individualism is suggested as a category expressing the political character of these groups, and Lockean teaching on absolute monarchy—a special form of the state of nature—is advanced as the means for analysing the relationship between these groups and the state of the Soviet type.  相似文献

Abstract.  Over the past twenty years in France, the politique de la ville (a public policy initiative targeting impoverished urban areas) has constituted one of the main sources of renewal of the discourse concerning social participation. This article looks at whether it has led to a genuine democratisation of policy making. The following four questions are discussed: Have participatory procedures improved the efficiency of public policy? Have they fostered the strengthening of the social bond? Has setting up new procedures improved deliberation between political and nonpolitical actors? And has this new policy generated a renewal of local elites and modified the decision-making process? The authors conclude that these different attempts have had only a very limited impact.  相似文献

This paper is a preliminary study of Chinese considerations of China’s “economic security”, a notion that gained currency in China-based Chinese scholars’ research on China’s international relations in the 1990s. Among other things, such considerations reflect Chinese scholars’ acceptance of Western Realist/Nationalist convictions about the international political economy. The paper also finds that Chinese concerns about what the international political-economic environment holds for China’s approach to national greatness through economic growth by continuing to interact with the rest of the world, while not unfounded, are more ideology-driven than fact-based. This tendency contrasts sharply with Japanese notions of “economic security,” which have greatly influenced industrial restructuring in Japan and Japan’s international economic/security policies Japan since the term came into being in the 1970s.  相似文献

Colin Davidson was the British consular official in Japan during and after World War I delegated to run intelligence operations in the country on behalf of the British Indian security authorities. Davidson's original target, Indian revolutionaries based in Japan, soon expanded to include their clandestine links to powerful Japanese political patrons, violating the spirit of the Anglo-Japanese Alliance (1902–23). Davidson's expertise on Japan, combined with intelligence on Japanese ultranationalist support of Indian independence, proved crucial for confirming suspicions about secret Japanese intent against the British Empire, contributing to the decision not to renew the Alliance.  相似文献

ABSTRACT

Bobako’s paper examines two genres of Polish Islamophobic discourse, a liberal and a nationalist one, and links their specificity to the semi-peripheral position of Poland. It argues that the liberal endorsement of Islamophobia is a way to confirm symbolically Poland’s belonging to ‘the West’ and its commitment to the normative project of European modernity, with its affirmation of individualism, human rights, sexual freedom and secularism. On the other hand, Bobako shows that the Islamophobia of the resurgent nationalist forces in Poland is, paradoxically, the outcome of a rejection of this very project, which is perceived as a threat to national political sovereignty and cultural autonomy. She connects this rejection to Poland’s post-Communist trajectory of economic marginalization and instability, providing a context for the widespread dissatisfaction with Poland’s place in the European Union.  相似文献

Mad Men, a contemporary media product situated in media-derived nostalgia demonstrates how audiences read the past through the postmodern, neoliberal discourse of style. This article focuses on the relationship between discourses of economic development and prospects for democracy in Turkey. It does so by tracing the political discourse of high‐ranking government officials and journalists close to them to show how they use arguments for economic development as a tool to politically legitimise interventions into liberal democracy. I first illustrate the dangers caused by the discourse surrounding economic development to democracy by looking at the Gezi protests. I show how demands for pluralism and respect for different lifestyles—which are crucial aspects of liberal democracy—were instead framed by the government as chaos created by agents of the so‐called ‘interest rate lobby’ and provocations caused by those who want to stop Turkey's economic development. I analyse Gezi in comparative perspective with presidentialism debates and the corruption scandal of December 2013. In these cases too, demands for democracy, transparency, checks and balances are pitted against economic development. Citizens are made to choose between a vaguely defined notion of economic development and democratisation.  相似文献

Abstract

The 1979 UN Convention on the Elimination of all Forms of Discrimination against Women highlights the importance of equal participation of women in public life. Since the early 1960s, women in Japan have voted in elections at significantly higher rates than men. However, Japanese women's equal participation in policy formulation and decision making lags far behind major democracies. Gender equality is stated under the Japanese Constitution, but social practices are far from equal. There are no legal constraints on Japanese women's right to candidacy for public office, but they are far underrepresented in local and national elected assemblies. In 1999 an important landmark in the substantial progress towards gender equality took place when the Japanese government, for the first time, legally denounced the stereotyped division of roles on the basis of gender and described men and women as equal partners. An unprecedented amount of legislation, together with policy changes and organizational reform at the national level were introduced from this state-led initiation. In the same year, women's grassroots groups were rapidly moving beyond the reach of policy, organizational, and legal changes; they successfully conducted a major nationwide campaign for ‘More Women to Assemblies¡’ and increased the number of elected women representatives at the local level at an unprecedented rate. The purpose of this article is to assess the potential of increased women's political voices in Japan, which can be seen as an alternative way of solving the problems of political disengagement in the male-dominated representative democracy. To this end, the article examines the course of watershed events in 1999 towards a gender-equal society in Japan, with special emphasis on the importance of grassroots missions in eliminating barriers to Japanese women's political participation.  相似文献

This article addresses the field of British political history's blind spot when it comes to race. Where modern British political historians are comfortable approaching politics in ‘high’ and ‘popular’ forms as well as in terms of ideas, institutions and policy, they often struggle even to see a politics of race in operation. Using examples drawn from research on the post-1945 history of the white supremacist movement in Britain, this article maintains that the means to render race visible in the political history of modern Britain lies in the incorporation of previously overlooked perspectives. In search of these perspectives, it looks to black British history and critical studies of race. In particular, it highlights analyses and critiques of British racism by black political activists, from those who organised in response to the 1959 murder of Kelso Cochrane, to the Black Power groups of the 1970s.  相似文献

Abstract

Nostalgia is regularly depicted as an indication of a flawed political argument or allegiance, and framed as a virus more likely to take hold in places that are ‘left behind’. Its prevalence has been linked to the rise of populism in Western politics, the vote for Brexit and the election of Donald Trump. This paper seeks to challenge the normative depiction of nostalgia as an alien presence within ‘normal’ political discourse, and critically evaluates theoretical attempts to distinguish between positive and negative forms of it. Instead, it sets out to explore some of the different affective, sentimental and ideational roles that various kinds of nostalgia practice perform, and highlights the particular importance of forms of political argument that accuse opponents of nostalgia while simultaneously employing some of its prevalent modalities and motifs. The paper finishes by exploring these themes in relation to the career and ideas of the iconoclastic and populist British politician, Enoch Powell.  相似文献

Abstract

In November 2004 a Chinese nuclear submarine cruised into Japan's territorial waters near the Okinawa Islands. In response, the Japanese government dispatched several Japanese naval ships and planes to chase the Chinese submarine until it navigated into international waters. This event, which potentially could have become the first exchange of fire between Japan and China since the Second World War, illuminated increasingly problematic security relations between the two neighbouring countries in the twenty-first century. In fact, deterioration of Sino-Japanese security relations is not a recent phenomenon but has already been evident since the mid-1990s, when Japan imposed a series of economic sanctions on China. Between 1995 and 2000 Japan had suspended its foreign aid to China in protest against: China's nuclear weapons tests; China's large scale war game including the launch of missiles across the Taiwan Strait; and Chinese naval activities in disputed areas in the East China Sea. This article looks at Sino-Japanese security relations since the mid-1990s through three case studies of the aid sanctions imposed by Japan on China. It clarifies the domestic political and bureaucratic interests that motivated aid sanctions and determined the decision-making process leading to these sanctions. The article argues, that with certain politico-security interests, Japanese governments actively used foreign aid as a strategic instrument to counter provocative military actions by China in the East Asian region since the mid-1990s. Despite the limited influence that Japanese aid sanctions have actually had on Chinese military behaviour, Japan's strategic use of foreign aid has undeniably created a new dynamism in security relations between the two neighbouring great powers in Asia.  相似文献

Abstract. This article outlines the development of contemporary German conservatism, its renaissance in the 1970s and its (partial) transformation into neoconservatism in the 1980s. Its purpose is to explain, in the case of economic- and social policy, one of the subjects most relevant within the neoconservative discourse – why the impact of neoconservative ideology on the policies of the conservative-liberal government since 1982 has remained weak. The findings will be discussed in the light of recent theories about a 'new institutionalism' in policy research. The main argument is that it was the political, organizational and institutional fragmentation of West German politics that prevented neoconservatism from becoming hegemonial within the conservative-liberal government.  相似文献

近年来的高压反腐和全面从严治党激发了中国"政治生态"的话语热潮,然而,当前的"政治生态"话语更多的是一种政治实践话语,而非学术话语。在国际学术界,政治与生态基于不同方式的结合而形成了生态政治学和政治生态学,生态政治学已发展成为包含不同理论流派和理论分支的成熟学术领域,而政治生态学则研究较少。中国现有的泛化的政治生态话语、文学化描述的政治生态话语、本末倒置的政治生态话语存在生态观的严重迷失。要走出生态观迷失的困境,建构政治生态学理论,需要在生态内涵上实现个体性评价向结构性和规则化观念的回归;在生态伦理上实现从道德整体主义与等级制向个体生命伦理与互利共生关系的回归;在生态运行方式上实现从一体化结构的单向控制向多元分化与制约平衡的回归。当然,生态学的政治价值是有限的,除了"自然正义"以外,我们还需要求助于"社会正义"作为现代政治转型的理论支撑。  相似文献

The aim of this article is to contribute to the debate on global prosperity in the post-GDP world, with specific attention given to the political discourse and intellectual debate on ecological civilization in China. I will first assess the national and international implications of assuming that China as a whole is a ‘locality’. I will then focus specifically on one of the most significant political and intellectual debates in Chinese studies today, namely the social and environmental challenges linked to China’s political and socio-economic development. In this light, I will engage with the debate on the Anthropocene - the era during which humans have become an earth-altering force – and its interrelationship with the discourse on ecological civilization. In China, the term ‘ecological civilization’ appeared in the 1980s in the academic domain and was then appropriated by political discourse. This article proves that the concept of eco-civilization, in a similar way to the Anthropocene, has a significant discursive power: it allows for a shift from the binary political economy discourses of ‘growth’ versus ‘development’, and ‘socialism’ versus ‘capitalism’, to the inquiry of eco-socially sustainable prosperity. The final aim of this article is both to offer a more nuanced analysis of the relationship between the political discourse and academic debate, and to substantiate the rhetoric trope of ‘Advancing Ecological Civilization and Building a Beautiful China’.  相似文献

Abstract

Although the 1994 Agreed Framework offers a solution to the North Korean nuclear crisis, many problems may prevent its successful implementation. Should the Agreed Framework break down, the United States and South Korea have indicated that they will ask Japan to join them in a trilateral economic sanctions regime.

Japanese participation would include the severance of trade and financial flows, including money sent to North Korea from Japan's ethnic Korean community. In this paper I examine this financial flow, and, finding it a valuable linkage to the North Korean economy, conclude that Japanese participation is vital for a successful sanctions regime against North Korea.

Given this, I examine whether or not Tokyo's cooperation will be forthcoming. Japan would be inclined to participate given that it has a strong interest in eliminating a regional nuclear threat. Furthermore, Japan would also feel pressure from its allies to display diplomatic leadership in the Asia‐Pacific region, as befits a country of its economic importance.

Despite these international reasons for Japanese participation, domestic factors will be likely to prevent Tokyo from joining a sanctions regime: constitutional questions, the possibility of terrorist reprisals, interest in Pyongyang's regime maintenance, concerns for the rights of Japan's ethnic Korean community, and political ties between North Korean and Japanese politicians. I find that these domestic factors will outweigh international pressures for Japanese participation, and thus conclude that in the event of a breakdown in the Agreed Framework, alternatives to a trilateral sanctions strategy against North Korea must be considered.  相似文献

ABSTRACT

The success of the extreme right in France in the past two decades has not been limited to its electoral rise. A more long-lasting victory has taken place in the ideological field, where the discourse of the extreme right now occupies a prominent place in the mainstream liberal democratic agenda. Increasingly, its ideas are seen in the media and in the platforms of mainstream parties as ‘common sense’ or at least acceptable. The growing acceptance of this ‘common sense’ is the result of very carefully crafted strategies put in place by extreme-right thinkers since the 1980s. For over three decades now, in order to change perceptions and renew extreme right-wing ideology, New Right think tanks such as the French GRECE believed it was necessary to borrow the tactics of the left and, more specifically, the Gramscian concept of hegemony: cultural power must precede political power. With the use of contemporary examples, Mondon's article demonstrates the continuing impact these ideas have had on the Front national and French politics and society, and how this change originated in the association of populist rhetoric with the neo-racist stigmatization of the Other.  相似文献
