Trading with the Dragon: Chinese trade,investment and development assistance in the Pacific Islands

Chinese development assistance, raw material exploitation, investment and trade increases in their region are causing Pacific Islanders to ask: ‘Why are the Chinese interested in Pacific Island states?’ and ‘Why has there been an upsurge of the Chinese influence in the Pacific?’. This article seeks to add to the debate on that issue by examining the nature and the evolving purpose of Chinese engagement with the small island states of the Pacific. Only a small proportion of China's outbound investment goes to the Pacific Islands, but it has a considerable effect on the region's economically dependent states. Pacific Island nations have a pressing need for overseas investment and are highly dependent on development assistance. They are, therefore, particularly vulnerable to external players.

Economic integration in the Taiwan Strait has become increasingly stronger recently. Economic integration should have led to stronger political convergence. Why hasn't it occurred? I argue that democracy in Taiwan and the continuation of the single-party rule in China have created two very different social experiences. These different social experiences have formed two different identities. People in Taiwan are increasingly thinking of themselves as Taiwanese rather than Chinese. The growing level of popular nationalism in China has also altered the political identity of mainland Chinese. Such change could force Beijing to accommodate citizens' demand to act more toughly towards Taipei. Further political integration is still possible, but it would require another norm change, perhaps already in the making.

Why Do We Need ‘Myth-Busting’ in the Study of Sino–African Relations?

The literature on Sino–African relations has debated whether or not China's growing presence is a threat to Western or African interests, and has come to the conclusion that China's behavior is not uniquely immoral. Many countries, including Western liberal democracies, similarly give aid to local autocrats to secure natural resources. Why, then, has so much effort been made to come to this perhaps unsurprising conclusion? We argue that the literature on Chinese foreign policy remains heavily influenced by Western states' policy interests, resulting in an impoverished debate that is primarily concerned with the idea of a China threat. In order to recover the diversity in our research on Chinese foreign policy, we argue for the need to go beyond the confines of Western strategic interests.     

History,Tradition and the China Dream: socialist modernization in the World of Great Harmony

How will China influence world politics in the twenty-first century? Many people answer this question by looking to Chinese history, and particularly to traditional models of Chinese world order. This essay seeks to complicate this question by asking which history, and which tradition? While it is common to look at China's pre-modern history as ‘tradition’, this essay argues that we also need to appreciate how ‘socialism’ is treated as a tradition alongside Chinese civilization. It does this by examining how China's public intellectuals appeal to two seemingly odd sources: Mao Zedong's 1956 speech ‘Strengthen Party Unity and Carry Forward Party Traditions’, and the ‘Great Harmony’ passage from the two millennia-old Book of Rites. It will argue that these two passages are employed as a way of salvaging socialism; the ideological transition thus is not from communism to nationalism, but to a curious combination of socialism and Chinese civilization. This new socialist/civilization dynamic integrates equality and hierarchy into a new form of statism, which is involved in a global competition of social models. Or to put it another way, what these two passages have in common is not necessarily a positive ideal, but a common enemy: liberalism, the West and the United States.

What is the Chinese role in international security of the Asia‐Pacific region? Has it become more cooperative or more potentially threatening? This paper addresses these issues through a systemic study of Chinese foreign trade, attitudes, and behaviors thowards Japan, the U.S., and Russia. The study covers the period from 1979 to 1992 and links to the most recent development in 1994.     

Soldiers,statesmen, strategic culture and China's 1950 intervention in Korea

Is China a rational, peaceful, and defensive‐minded power or an irrational, bellicose, and expansionist state? Are Chinese soldiers more hawkish than Chinese statesmen? Many analysts remark on the growing influence in foreign affairs of the PLA in the post‐Deng era. There is no consensus, however, on what this increasing influence will mean in practice. This article analyzes the attitudes of civilian and military figures toward Beijing's 1950 intervention in Korea and concludes that soldiers are no more hawkish than statesmen and, in many instances, less so. The findings suggest that China's strategic culture does not embody a single tradition and that civil‐military relations exert considerable influence on decisions to initiate war. All this indicates that the growing influence of the military does not necessarily mean a more bellicose China.
