The article links reflections about Brazilian race relations with institutional transnational dialogues between Brazil and ‘Africa’. I point out that although racial/cultural mixture and the ‘brown’ census category have traditionally reflected much of national identity in Brazil, Brazil today is increasingly spelling out its blackness, both on the national and international scenes. I highlight that, not by coincidence, this fact is happening at a historical moment when programmes of ‘black’ affirmative action and other differential politics in favour of Afro‐descendants are taking off in the country, and also at a time when Brazil is expanding its geopolitical and economic interests in Africa.  相似文献

Scholars of Cuba have long linked Afro-Cubans' fate to the revolutionary government. As the government's influence on people's daily lives has declined over the past decade, the question arises of whether Afro-Cubans have sustained the gains they achieved in the revolution's first 30 years. This article uses survey data, collected in December 2000 from 334 Cuban families in Havana, to assess the impact of the post-1993 economic reforms on rising racial inequality in Cuba. It asks whether racial inequities occur in accessing dollars through state employment, self-employment, or remittances, and whether educational gains are tied to higher income. Results indicate that the structural means through which racial discrimination was once virtually eliminated through equal access to education and employment, and through which income levels became equalized according to educational level regardless of racial group, has lost its equalizing force in contemporary Cuba.  相似文献

Brazil has an “African‐origin” population that is proportionally more than four times larger that of African Americans in the United States, but white Brazilians mostly dominate electoral politics. How do ordinary citizens explain this phenomenon? Drawing on a large‐sample survey of public opinion in the state of Rio de Janeiro, this article explores perceived explanations for nonwhite underrepresentation in the political arena. It also examines attitudes toward a particular black candidate, Benedita da Silva, to discern the state of negro identity politics. Most Brazilians in Rio de Janeiro cite racial prejudice to explain nonwhite exclusion, although whites do this less than nonwhites. Indicators of a racial undercurrent in political preferences suggest the importance of allegiances based on perceived common racial origins. Class is robustly associated with voting preferences, suggesting that, in contrast to the United States, class differences among nonwhites in Brazil could attenuate the success of negro identity politics.  相似文献

Scholarship on race in Latin America has overwhelmingly characterized racial mixture as a unique feature of the political and social landscape there. Studies of eugenics in Latin America especially highlight the relative pragmatism regarding race mixing in contrast to eugenics elsewhere. However, an acceptance of race mixing did not preclude the persistence of racial hierarchy among Latin American racial theorists. Examining the development of eugenics in Chile, this article reveals how notions of racial plasticity existed alongside that of racial superiority. Specifically, it contends that Chilean racial exceptionalism in the early twentieth century was predicated on the idea that some types of racial mixture were better than others. Conveniently for Chileans, their mostly indigenous and European ancestry was one such preferred combination. Yet, racial mixing was only desirable insofar as it resulted in a homogeneous national population. This combination of ideas functioned much like white supremacy in other parts of the world. Using historical texts, popular and medical periodicals, and visual images produced between 1900 and 1950, this paper will demonstrate how race science in Chile reconciled the nation’s history of racial mixture with its claims to racial homogeneity and superiority relative to the rest of Latin America.  相似文献

This article engages with the recent scholarship of Mark Mazower and Jeanne Morefield regarding the South African and Commonwealth statesman Jan Christian Smuts (1870–1950), and in particular with their contention that Smuts was preoccupied with issues of racial superiority, and that this was his main motivator in matters of politics, both internationally and domestically. However, during his lifetime Smuts did not see the ‘Native question’ in the form in which it manifested from the 1950s onwards. It is therefore unfair and inaccurate to over-emphasise the racial question when writing about Smuts. Any historical account of Smuts must keep at least one eye on what Smuts could not have foreseen and must place Smuts in the context of his own time. Progression from smaller to greater wholes – one white nation instead of two language sections; a united South Africa instead of divided colonies and republics; membership of self-governing Dominions in a single British Commonwealth, and membership of international organisations, in particular the League of Nations, and later the United Nations – these were the ends to which Smuts’ energies were unreservedly devoted throughout his career. This is the correct lens through which to view Smuts’ liberal credentials.  相似文献

Observers have long noted Brazil's distinctive racial politics: the coexistence of relatively integrated race relations and a national ideology of “racial democracy” with deep social inequalities along color lines. Those defending a vision of a nonracist Brazil attribute such inequalities to mechanisms perpetuating class distinctions. This article examines how members of disadvantaged groups perceive their disadvantage and what determines self‐reports of discriminatory experiences, using 2010 AmericasBarometer data. About a third of respondents reported experiencing discrimination. Consistent with Brazilian national myths, respondents were much more likely to report discrimination due to their class than to their race. Nonetheless, the respondent's skin color, as coded by the interviewer, was a strong determinant of reporting class as well as race and gender discrimination. Race is more strongly associated with perceived “class” discrimination than is household wealth, education, or region of residence; female gender intensifies the association between color and discrimination.  相似文献

A definition of political culture is posited in which the values that regulate reciprocal altruism constitute a normative system that sustains social solidarity and stabilizes inequalities. These values dampen resentment over unequal rewards by justifying status differences and the exclusion of racial, ethnic, and religious groups, among others, from full participation in social life. Inequality is bolstered by conventional modes of moral reasoning that legitimize explanations for inequality that are embedded in law or emanate from authority.  相似文献

This article examines East European migrants’ relationships with other communities in the context of waged work through in-depth interviews with recent Polish and Lithuanian migrants to London. These migrants found themselves newly surrounded by greater racial and ethnic diversity. By distinguishing themselves from other workers on the basis of skin color and legal status, they present themselves as members of the host country's ‘white’ majority, which places them in a position of power in relation to other migrant groups in London.  相似文献

Racial politics in Brazil have changed dramatically: the nation-state that once denied racism now enacts racial policies for Afro-Brazilians. The discourse of race has also changed: it is now common for the media to discuss Afro-Brazilians as a voting bloc. Using qualitative methods, this article tests the hypothesis that Afro-Brazilian politicians seek a racial vote from the Afro-Brazilian electorate. Analyzing campaign advertisements from select candidates in Salvador and São Paulo, this study finds that most Afro-Brazilian politicians use racial cues, and interviews show that most Afro-Brazilian politicians address racial issues during their campaigns. Not all of them seek racial votes, however: at the federal level, Afro-Brazilian politicians believe that this strategy would not get them elected. Many use campaigns nevertheless to raise racial consciousness among the electorate.  相似文献

The arrival of over 55,000 Ethiopian immigrants in Israel hasproduced a situation whose social implications extend beyondthe borders of a single state. The arrival of a black Africangroup in a predominantly white country with virtually no previousexperience with such a population is unusual, if not unique,in the second half of the twentieth century. This article seeksto examine the Ethiopian encounter with Israeli society throughthe exploration of racial concepts. It is argued that EthiopianJews have been characterized as ‘black’ to a (forthem) unprecedented degree and have also been depicted as ‘notblack’ in a number of subtle and significant ways. Theexploration of the racial discourse about this specific populationis used to demonstrate the way in which global and local racialcategories exist side by side. Since Israel, like other countriesincluding South Africa and Brazil, has been shaped by, but isnot at the centre of Euro-American culture, this example alsooffers interesting insight into the cultural determinants ofracial discourse.  相似文献

ABSTRACT

This article traces a specific moment when Castellorizian settlers intersected with the racialised and labour-based politics of immigration restriction in the Northern Territory, between 1916 and 1920. Through an examination of a contested labour issue, a political immigration debate and a racialist newspaper dispute, this history aims to demonstrate how a group of ethnically Greek labourers from the Dodecanese island of Castellorizo ushered in a distinctive form of “white” racial preferencing. By examining how Castellorizian labourers were viewed by unionists, politicians and public commentators, this article suggests that confusing, and, at times, porous, national and racial classifications—such as Greek and Turk, and white and Asiatic—predisposed how these distinctive settlers could engage with the society in which they lived. In direct opposition to being classified as, and compared to, Asians, Castellorizians articulated their own distinct attachments to Australia and the white race. An investigation into their articulations offers us a nuanced reading into the making and fluidity of white racial consciousness in Australia. By examining the precarious positioning and self-articulations of Castellorizians in the Northern Territory, we can begin to reflect on how the racialised and labour-based politics of immigration restriction impacted on the making of an early Greek-Australian racial consciousness.  相似文献

The end of apartheid has brought a resurgence of research into racial identities, attitudes and behaviour in South Africa. The legacy of systematic racial ordering and discrimination under apartheid is that South Africa remains deeply racialised, in cultural and social terms, as well as deeply unequal, in terms of the distribution of income and opportunities. South Africans continue to see themselves in the racial categories of the apartheid era, in part because these categories have become the basis for post-apartheid ‘redress’, in part because they retain cultural meaning in everyday life. South Africans continue to inhabit social worlds that are largely defined by race, and many express negative views of other racial groups. There has been little racial integration in residential areas, although schools provide an important opportunity for inter-racial interaction for middle-class children. Experimental and survey research provide little evidence of racism, however. Few people complain about racial discrimination, although many report everyday experiences that might be understood as discriminatory. Racial discrimination per se seems to be of minor importance in shaping opportunities in post-apartheid South Africa. Far more important are the disadvantages of class, exacerbated by neighbourhood effects: poor schooling, a lack of footholds in the labour market, a lack of financial capital. The relationship between race and class is now very much weaker than in the past. Overall, race remains very important in cultural and social terms, but no longer structures economic advantage and disadvantage.  相似文献

The Commonwealth in the Twenty-First Century finds itself in a difficult predicament. Neither in the 'Global North' nor the post-colonial 'South' do its stakeholders invest in the organisation as a key instrument for international governance. The space which it once occupied as a mediator between rich and poor nations has either closed or been taken over by other entities. But might the Commonwealth find a new role for itself by returning to its roots as a vehicle for the exploration of the commonweal, in particular as a focus of contemporary attempts to democratize the international system? The story of the Commonwealth itself, from its origins as project for a racial imperial oligarchy in the nineteenth century to struggles for its renegotiation as a space of equality, first of 'white dominions' with Britain, and second in the era of Decolonization, is a parable of how rights and participation can be widened. Might the Commonwealth in the Twenty-First century not drive new global conversations about inequality, social and economic rights, and different cosmopolitan futures?  相似文献

In post-apartheid classrooms students sometimes regard systemic racial oppression as distant history. They often note that they “did” apartheid at school. This paper considers how teaching Toni Morrison’s Beloved can prompt a profound self-examination in both black and white South African students. Beloved demands the active participation of the “born free” generation in a deliberate, serious engagement with the traumatic historical past. Furthermore, Morrison’s interrogation of white behavior, white constructions of black people, and the threat of racialized violence that whiteness contains within it, can productively challenge white racial identity. Teaching this novel has provided some insight into the continued articulation of white privilege and aversive racism among white South African students. Some are unnerved, express resistance, or refuse the novel’s inquiry into race. I discuss how I encourage my students to heed Morrison’s call to engage with historical memory so as to move towards a more viable future.  相似文献

In Brazilian cities, perhaps the most disturbing criminal activity is the violence perpetrated by police officers themselves. This article is an invitation and a provocation to reconsider social scientific thinking about police violence in Brazil. Illustrated by a court decision from a Northeastern city, in which a black man won a case against the state for being falsely arrested and abused by a black police officer on the grounds of racism, this article investigates three paradoxes: Brazilians fear both crime and the police; black police beat black civilians; and government officials disavow responsibility by stigmatizing the police on racial grounds. It then proposes an alternative reading of these paradoxes that opens the possibility for rethinking police reform and argues that democratization in Brazil is deeply intertwined with the future of its darkest‐skinned citizens.  相似文献

In Latin America, and particularly Brazil, inequality and social exclusion continue to plague the quality of democracy despite two decades of transition and consolidation. Still, in Brazil, the Workers' Party has been remarkably successful over the past decade, explicitly addressing the problem of social exclusion and 'incomplete citizenship'. This paper provides an analysis of the case of Porto Alegre covering the four Workers' Party municipal administrations from 1989 to the present in order to assess the significance of social incorporation and citizenship for the quality of democracy in Brazil. The paper discusses some conceptual notions that are relevant for the question of democracy in Brazil, particularly the role of citizenship and civil society in 'deepening' democracy. Then the paper goes into the evolution and dynamics of Porto Alegre's system of 'participatory budgeting'. The paper's assessment of this experience with respect to its performance, depth and robustness shows that 'participatory budgeting' has had positive effects with respect to the provision of public goods services, the quality of governance, and citizens' participation in what is seen as a new 'public space' shared by the local state and grass roots organisations. The paper concludes by relating the case experience to the question of citizenship, civil society and democracy and by reflecting upon its wider implications for the current and future quality of democracy in Brazil.  相似文献

This article examines the relevant data and then explains the causes of this persistent inequality, considering them also in cultural and historical context. The objective of this study is to estimate the long term mean earnings of the male Brazilian population, taking into account the ageing process of the population and the increase in educational attainment. Using census data, household sample surveys, as well as population and education projections, estimates indicate that an ageing population and an increase in education will have a 2 percent impact on the annual growth of an average income in Brazil by 2050. The challenge for the future is to improve the proportion of the Brazilian population with completed college degrees.  相似文献

In National Life and Character (1893), Charles Pearson argued that the breakdown in “character” threatening social cohesion in Britain was a phenomenon that was replicated on a global scale in the late nineteenth century. The economic and technological progress that characterised the industrial revolution in Britain had stimulated urbanisation, and unleashed, Pearson claimed, a “bestial element in man”, degrading the quality of civic and economic life, and leading to a rising population of “stunted specimens of humanity”. Most analyses of National Life and Character focus on its fear of non‐white races and influence on policies of racial restriction; we argue that National Life and Character is a more ambitious work of political economy preoccupied, as Pearson observed, with the “self‐preservation” of the white European race, grappling with the tension of managing a potentially degraded population as new forms of state intervention, decline of traditional religious faith, and global expansion transformed white society, leaving it declining into a “stationary state” and vulnerable in the face of the rising non‐European peoples. These concerns were shared by many of the architects of Australian Federation, influencing the policy initiatives of the post‐Federation period.  相似文献

This article examines of the life of Nancy Verna Power, an Aboriginal woman born in north-west Queensland in 1910. Nancy Power was given an exemption certificate in 1933. The certificate released her from control by the Department of Native Affairs in 1933 and led her to remain silent about her identity in the later years of her life. This article examines Nancy's early life as a domestic servant, when she was under the control of the Chief Protector, the superintendent of Purga Mission and other government administrators. Using Phillips and Bunda's principles of “storying” each author describes a period of Nancy's life with an eye to their own connection to, and ability to tell, the story. Judi Wickes, Nancy's niece, tells her story from 1910 to 1924 and from 1934 to 1950 using family records and her own memories. Katherine Ellinghaus, a non-Indigenous historian, uses the official written records created by the Queensland government to describe Nancy's life between 1930 and 1934.  相似文献
