Strong political parties and genuine competition among them feature in many anti-corruption strategies, but in practice the relationships between corruption and political parties are much more complex than is generally recognized. This article explores and illustrates ten hypotheses about those connections, drawing in detail upon Italian, Japanese, and other cases for evidence. These connections extend well beyond amounts and trends of corruption to include the motivations of party members and supporters, internal problems of party organizations, and links between parties and state institutions. Major concerns included party bureaucratization, membership, and resources; electoral volatility; party fragmentation; collusion among parties; and party influence in public administration. These hypotheses will be best understood, and tested, comparatively, but in so doing we need to look not only at basic causes of corruption but also at ways in which parties and other institutions reproduce the conditions that sustain it.  相似文献

In European parliamentary democracies political parties control candidate selection, maintain cohesion in the legislature and support governments. In addition to these classic functions, parties also organise the legislature delegating power to legislators, specifically as committee chairs and party coordinators. Delegation is inherently dangerous, involving potential agency loss. Parties, however, have ex-ante and ex-post institutional mechanisms to deal with agency problems. In this paper, a case study is made of the Portuguese legislature, arguing that parties make use of their pivotal role in selecting legislators as committee chairs and party coordinators to keep tabs on legislators to thwart shirking from the party line. This paper finds that political parties use incumbency as an ex-ante screening mechanism of committee chairs and party coordinators in looking for reliable signals of past behaviour to decrease uncertainty. Additionally, evidence suggests that extra-parliamentary party structure is used as an institutional arena for ex-post control of party coordinators.  相似文献

Research indicates that voters are not particularly effective at removing corrupt politicians from office, in part because voters make decisions on the basis of many competing factors. Party leaders are much more single-minded than voters and will choose to deselect implicated legislators if it means maintaining a positive party reputation and improving the odds of winning a legislative majority. We examine renominations to Italy’s legislature in two periods marked by corruption. We compare these renomination patterns with those from the prior legislature, when corruption lacked political salience. Our analysis shows that incumbent renominations are negatively associated with the number of press mentions that link the incumbent to corruption—but only when corruption is salient to the public. Our study highlights the importance of party leaders in forcing malfeasant legislators out of office—and reducing corruption—and redirects attention from voters to political elites as a critical channel in enforcing democratic accountability.  相似文献

Corrupt politicians have to a surprisingly great extent been found to go unpunished by the electorate. These findings are, however, drawn from case studies on a limited number of countries. This study, on the contrary, is based on a unique dataset from 215 parliamentary election campaigns in 32 European countries between 1981 and 2011, from which the electoral effects of corruption allegations and corruption scandals are analyzed. Information about the extent to which corruption allegations and scandals have occurred is gathered from election reports in several political science journals, and the electoral effects are measured in terms of the electoral performances—the difference in the share of votes between two elections—of all parties in government, as well as the main incumbent party, and the extent to which the governments survive the election. The control variables are GDP growth and unemployment rate the year preceding the election, the effective number of parliamentary and electoral parties, and the level of corruption. The results show that both corruption allegation and corruption scandals are significantly correlated with governmental performances on a bivariate basis; however, not with governmental change. When controlling for other factors, only corruption allegation has an independent effect on government performances. The study thus concludes—in line with previous research—that voters actually punish corrupt politicians, but to a quite limited extent.  相似文献

Research often links minority group size and economic conditions with levels of intergroup violence, in line with facets of group threat and structural theories of intergroup crime. Building on the group threat perspective, we investigate the political antecedents of intergroup violence. This work tests the theoretical premise that violence against minority groups increases with the strength of political parties associated with minority group interests, independent of group size and economic conditions. This model is tested empirically for the case of violence against Jews in pre–World War II Germany, where Jews constituted a small proportion of the German population but were often associated with the leadership of the political left. Findings suggest that the gross domestic product and Jewish population size did not have predicted effects on major violent incidents against Jews. It was in fact the rising strength of leftist political parties that ignited anti‐Semitic violence. Other venues where this model could be applied are proposed, and the findings are discussed in the context of intergroup violence and theories emphasizing minority group threat.  相似文献

This essay discusses the rationale guiding legislation dealing exclusively with political parties. The analysis is based on examination of party laws in Austria, Finland, Germany, Israel, Poland, Spain and Venezuela. The manner by which a particular legislature applies the general features of party law‐ legislation (general declaration regarding the role of parties in democracies, definition of parties, registration requirements, the democratic character of association in parties, regulation of party finance, legal sanctions) is demonstrated in reference to the Israeli party law, the most recent case of an established democracy whose legislature passed a parties law in 1992.

Throughout the analysis, the study addresses a question of principle: should a legislature comprised of representatives of political parties undertake to legislate laws regulating the activities of political parties in a democratic parliamentary system? It is suggested that a partial response to this question is found in the fact that, with the exception of Finland and Israel, democratic polities that have chosen to legislate party laws had previously experienced a collapse of their democratic systems. In the process of reforming their democratic structures, the legislatures in these polities enacted parties laws that would ensure that political parties perform functions commensurate With the goals and practices of modern democracies.  相似文献

Taiwan and South Korea have the same constitutional system, approximate economic scale, and similar cultural backgrounds, yet they differ in degree of corruption. What political structures and legislative processes cause this outcome is the major question posed in this paper. The political structure in South Korea is a centralization-of-power model, while that in Taiwan is a separation-of-powers model. This paper proposes that Taiwan and South Korea have different types of corruption and different political structures, and the legislative process in South Korea is more compromising than that in Taiwan. These factors contribute to greater corruption in South Korea than in Taiwan. This study clarifies how particular institutional dynamics reduce or enhance the prospects for democratic governance and help to better understand how political structure and legislative process channel different types of corruption into different degrees of corruption. Studies on the relationship between constitutional structure and corruption have concluded that parliamentarism can help reduce corruption more than presidentialism. This thesis argues that a country with centralized power tends to be less corrupt than a country with separation of powers. If this argument and the rationale behind it hold true for countries with both parliamentary and presidential systems, we can expect that semi-presidential countries with a centralized system are less corrupt than those with a decentralized system, all else being equal. However, by comparing these two semi-presidential countries, we find that South Korea, with its centralized model, was more corrupt than Taiwan, with its decentralized model. This comparative case study provides a counterargument to the conventional wisdom of constitutional structure and governance.  相似文献

The subject of this article is the relationship between the central party organisation and the parliamentary party group. The article investigates whether Danish political parties are changing into parties dominated by their parliamentary party groups, as has been hypothesised. In contrast to most of the literature on party change, which is based on ideas of convergence caused by external changes, this article argues that party organisation is basically a party decision and therefore influenced by party preferences and characteristics. The analyses are based on data from the statutes of 16 Danish parties in over 50 years. One noteworthy finding is that Danish parties do not converge. Party ideology proves to be very important for the power structure of a party. Even though political parties are exposed to changing political circumstances they still organise according to their basic ideas about democracy and representation.  相似文献

Moral outrage and lack of comparison distorts the understanding of the natureand politically determined functions of governmental corruption in post-communist transition. As post-communist societies move towards open market systems and corruption is no longer limited to the public sector, politics is transformed into a potent tool for illegal transactions. The political structureitself creates corrupt practices that become a structural feature of transition societies. This article offers first a critical discussion of both moral theories of corruption and the thesis that posits a link between corruption and democracy deficit in post-communist countries. Subsequently, it sketches a neo-functionalist approach that puts corruption in a specific social context.With respect to East/Central Europe, corruption is presented as a betrayal ofpublic trust that serves specific requirements of an emerging ``extortioniststate.' These requirements relate to the expansion of extortion opportunitiesand their institutionalization into a semblance of a Tule of law system.  相似文献

Whilst most UK political parties have now accepted the need to increase the number of women representatives, the stark reality is that women remain under-represented. The under-representation of women in UK politics is not just evident in the national legislature but is a pattern repeated, to varying degrees, in second order elections at local, devolved and European levels. Recent developments in political recruitment processes allow us to explore the extent to which political parties take advantage of different electoral systems to promote women candidates in second order elections. Providing analysis of (s)election data from across second order elections, this article explores the interaction between systemic and institutional strategies, questioning which combination of electoral system and party strategy is most beneficial for increasing levels of women's representation.  相似文献

Does a strong committee system reduce the ability of political parties to dominate a parliament? This article seeks to answer this question in the case of the European Parliament (EP). Specifically, the article assesses the extent to which party leaders control their committee members in the EP. On the basis of interviews with Members of the European Parliament, the article analyses: (1) the extent to which EP party group leaders control committee assignment and (2) how much influence they have over the direction of committee activities, specifically through group co-ordinators. The results show that national delegation leaderships are increasingly involved in directing the committee assignment process and that group co-ordinators, in some cases, are able to control committee business in the EP.  相似文献

This article presents a comparative study of the interrelationship between parliamentary party groups and their extra‐parliamentary party organisations in liberal democracies. Starting with a historical overview of the most important party changes that have taken place since the 1960s, a typology of parliamentary party/party organisation relations is suggested. The following variables are identified as being of particular importance in shaping the structure of power in political parties: position of parliament in the political system; (non‐)existence of the incompatibility rule; effects of the electoral system; competition structure and degree of polarisation of the party system; political culture; conditions under which parties emerged; (non‐)existence of public funding for parties; degree of professionalisation of the political elite.  相似文献

Peter Mair was one of the world's leading scholars of party politics. Though he wrote at some length about the European Union, there has been no systematic exploration of the implications of his comparative work on political parties for European integration. His writings on the EU have generally been studied in isolation from his wider oeuvre, with the result that we have missed the important analytical and logical connections between Mair's work on parties and his writings on the EU. This article argues that Mair's path‐breaking middle‐range theoretical and empirical work on the decline of party democracy can form the basis of a radical reappraisal of the project of ‘ever closer union’. The article studies Mair's arguments against the backdrop of more recent empirical evidence and evaluates the normative implications of his work for the future of the European project.  相似文献

While we frequently hope electoral democracy can serve as an important constraint on corruption, there are good reasons to think that such might not be the case. This paper analyzes two closely-related questions: should we expect voters to punish corrupt politicians or parties at the polls, and should we expect such influences to check corruption generally? While there have been clear-cut cases in which such punishments have been massive and decisive, they are much the exception. Indeed, a variety of factors having to do with corruption as a concept and as a political issue, the nature of competitive electoral politics, and more recent economic and political trends reshaping important aspects of liberal democracy, all point toward a pessimistic assessment. Ideas for changing that state of affairs are few, because the difficulties reside less at the level of fixable “problems” and more with the inherent workings of liberal political and economic systems. Efforts to improve the quality of news coverage and civic education, however, and any prospects for strengthening and deepening civil society, may hold out some hope for the longer term.  相似文献

Parties value unity, yet members of parliament have incentives to deviate from the party line. This article examines how members of the European Parliament (EP) respond to competing demands from national parties and European party groups. We examine ideological shifts within a single parliamentary term to assess how election proximity affects party group cohesion. Our formal model of legislative behavior suggests that when EP elections are proximate, national party delegations shift toward national party positions, thus weakening EP party group cohesion. Our Bayesian item‐response analysis of roll calls in the 5th EP supports our theoretical predictions.  相似文献

The study of corruption in Chile suffers from the lack of a pre-existing body of academic research on which to draw for historical or contemporary analysis. This situation may be partially explained by several factors. Firstly, academic research tends to be reactive rather than proactive, in the sense that issues rarely become researched until they are either topical, or perceived to be problematic and significant. The configuration of historical circumstances in Chile has meant that corruption has been perceived to be considerably less widespread and less overt than in other parts of Latin America. For reasons which will be examined below, Chile is quite clearly not in the same league as Brazil, México or Venezuela in terms of corruption in the political system, and therefore the body of existing research has tended to focus on those cases where corruption is evident and more easily observable. Secondly, the lack of research material may also be partially explained by the nature of corruption in Chile. It undoubtably exists, but it has been characteristically low-key, assuming its own particular characteristics which have become known as corrupción a la chilena. Low-intensity corruption is undoubtedly more difficult to categorise, define and measure in comparison with flagrant abuses by individuals, sectors of society or ruling parties, and this may also be a contributory factor. A third factor may be that such low-intensity activities may become such an integral part of the political culture that they become accepted ways of the business of politics and therefore fail to even raise objections from public opinion. Only when the political environment changes do these issues become perceived as unacceptable. However, what is beyond dispute is that corruption has and does exist in Chile but it is influenced by the political culture of a particular period and by the political and social context.  相似文献

South Korea has, in recent years, suffered a number of serious corruption scandals reaching to the very top of the political and economic worlds. This article attempts to explain why corruption scandals are so frequent in Korea. It suggests that practices that in the West are regarded as corrupt are seen as acceptable in Korea, but that nevertheless Koreans do take corruption very seriously. Korean culture is if anything less willing than western culture to see corrupt behaviour as normal; at the same time it is particularly susceptible to behaviour that is, within its own terms, corrupt. Corruption scandals are therefore frequent, both because there are pressures encouraging corruption, and because corruption, when exposed, is indeed seen as scandalous. Although market-driven reforms are bringing hope for China's economic development, there has been an increasing visibility of corruption in the reform process. This article examines the relationship between corruption and reform in China by relating the corruption issue to certain reform policies. It finds that corruption results from unintended consequences of some intended reform policies, as these policies aimed at transforming China's socioeconomic structures at the same time inadvertently produce some political and economic conditions conducive to corruption. The unintended consequences are controllable, however, if a balanced reform agenda is developed.  相似文献

The article sets out a framework within which the problem of corruption may be analysed in any specific country. It does not seek to establish the importance of such activity in a general sense, or seek to propose particular economic policy or institutional programmes that should be pursued in order to reduce the impact on the development process. Rather, the objective is to provide a structure for two distinct areas of analysis. Firstly, it considers the investigation of the determinants of corruption, emphasising the environment in which corruption evolves — whether shaped by international, national or specific institutional factors — and the manner in which the different parties to corruption interact and organise themselves in conducting these activities. Secondly, the article focusses on the importance of corruption for economic development by considering the different forms of corruption and the characteristics of these forms that are most critical for economic activity. Here, the distortions that are introduced into on-going economic activity are identified, together with the manner in which these distortions redirect activity in sub-optimal directions. In addition, the nature of the uncertainty attaching to these differing forms of corruption is considered, and especially the degree to which a form may be considered anarchic or structured in character: the former reflecting a system of intense uncertainty, and the latter one of less uncertainty — perhaps, only minimal uncertainty — as a predictable and stable set of relationships between parties is established. Finally, the article reviews the empirical work that has been undertaken in this field. This article, therefore, seeks to identify how detailed case study analysis, focussed on individual countries — and, indeed, on specific institutions or sectors within those countries — could valuably complement these existing studies, and provide a framework for those seeking to design policy that is appropriate to any individual circumstance.
