云南省红河哈尼族彝族自治州金平苗族瑶族自治县十里村乡所辖的平安寨,是一个"红头瑶"世居的村落.历史上的平安寨主要依靠其以寨老制度为核心的村落社会控制系统维持社会秩序.在社会变迁的过程中,平安寨的传统法文化出现了断裂,社会控制系统功能衰弱,而国家法的实施又不尽如人意.国家法与习惯法不能良性互动,致使该地区社会秩序和治安成为一个较大的社会问题.因此,需从公权力机关合理性基础的建立、民间权威的整合、国家法建设的完善三个方面来解决平安寨的问题.这是一种从民间、国家两方面努力建构少数民族农村法治秩序的路径.

Anni Guli,a Uygur video blogger from Xinjiang Uygur Autonomous Regiondidn't expect a video she shared online over two years ago to suddenly go viral lastmonth.Anni Guli filmed the video on a cotton farm in Xinjiang in October 2018,during the cotton harvesting season.In the video she showed how a cotton picker worked on the farm."This cotton picker costs 5 million yuan($761,000)and can pick around 300 tons of cotton a day.It is superb,"she said in the video.

Role of Rural Regulations in Environmental Protection and Green Development——Findings from Wendou Village in Guizhou Province

The widespread involvement in social action involving environmental protection, green development and sustainable development by means of people-oriented rural regulations in Wendou Village of Qiandongnan Miao and Dong Minority Autonomous Prefecture in Guizhou Province is quite unique and is in keeping with the basic spirit of the Declaration on the Right to Development.Wendou has long been known to cherish the tradition of making rural regulations to govern the village and protect the environment. In the entrance of Wendou, there is a stone stele called "Stele of Six Points for Prohibition" and another stele recording management of forestry resources set up twelve years later than the first one. These prohibitory regulations on the steles gradually became customary law in the form of rural regulations, which has had a significant role in environmental protection in Wendou Village. Adhering to those self-governing traditions, Wendou villagers enacted Villagers' s Self-governance Agreement in September 10 th of 2015, which stipulated the villagers' and the village committee's obligations in environmental protection both directly and indirectly.The green development mechanism and system set up in Wendou village would severely punish environmental destruction. Wendou's experiences show that rural regulations have a positive effect on environmental protection.

"减少行政层级"、"积极稳妥推进城镇化"是中国未来行政体制改革的重要内容与发展目标。自治州是多民族中国特殊的行政区划层级的行政建制,伴随着民族地区社会经济的不断发展,自治州也必将走上城镇化、城市化发展道路。因此,逐步有条件的"撤州建市(自治市)"将成为其必然的路径选择。与此相适应,如何保障民族区域自治制度的完整性和民族自治地方权益,成为民族法制建设的时代要求。

正The city of Liuzhou, in Guangxi Zhuang Autonomous Region in south China, is the home of the now nationally famous rice noodle dish, luosifen. The reason for the dish's fame is not only its distinctive flavor, but also the unrivaled efforts the city has put into promoting the dish over the last 10 years.Luosifen has its origins as an inexpensive street snack sold in Liuzhou in the late 1970 s. Liuzhou locals, having a lot of love for both river snails(luosi) and rice noodles(fen), created the dish by dipping the rice noodles in a broth made from stewed river snails, yielding a unique and popular flavor. The creators also made good use of other local specialties by topping the dish with pickled bamboo shoots, tofu skin and fried peanuts.
