The on-going Kashmir conflict has metamorphosed into a formidable insurgency that has attracted extremist groups fromPakistan and elements of Al-Qaeda. Given Al-Qaeda's modus operandi as an international network based on already existing domestic extremist groups, this article argues for the resolution of the India-Pakistan Kashmir conflict as an avenue for shrinking the constituency of both Kashmiri domestic extremist groups and, by extension, that of Al-Qaeda's. Feasible options for resolutions are analyzed and an alternative proposition is suggested. An unresolved, or inadequately resolved, conflict is expected to lead the Kashmiri insurgency on a trajectory directed at the Pakistani government, possibly leading to that country's fragmentation and the subsequent expansion of Al-Qaeda's operational base. It is thus argued that the resolution of the Kashmir conflict be viewed as an integral component of the broader U.S. ‘war on terrorism’ and should compromise of delicate American diplomatic involvement in the India-Pakistan dialogue over Kashmir.  相似文献

This article presents an Indian view of the endgame in Kashmir. It seeks to answer two essential, if prosaic, questions: Does India have a plan for the final settlement of Jammu and Kashmir? If so, what are its essential elements? While there may not be a publicly discernable Indian game-plan, there is the possibility of durable peace in Kashmir. Events subsequent to the Kargil war of 1999, the terror attacks against America on September 11, 2001, and a shift in international public opinion regarding Kashmir all provide an opportunity for India settle the Kashmir question. These factors are, however, rooted in deeper changes within the Indian polity, including the growing consensus on economic and political decentralization and an ambition to increase India's international influence, which may increase India's willingness to commit itself to a potentially more long-term and imaginative course for its Kashmir policy.  相似文献

The Jammu and Kashmir dispute of 1947–1949 between India and Pakistan became the first inter-state conflict to be discussed at the United Nations Security Council. This analysis looks at the views of the government and the delegation of Great Britain, one of the five permanent members of the Security Council, on Kashmir through the year of 1948. It argues that the British attitude was determined more by Imperial and Commonwealth strategic and ideological imperatives in South and Central Asia and the Middle East and less by the merits of the cases of the disputants. Operating within the twin backdrop of decolonisation and the Cold War, the British official mind juggled Kashmir's accession to India, India's complaint of aggression against Pakistan, and Pakistan's demand for a plebiscite in Kashmir with an eye to their own hopes and fears in a region that it understood as the key vantage on Communism and Islam.  相似文献

Five decades of conflicts in Kashmir and Tibet continue into the twenty-first century without clear signs of resolution. This article focuses on issues of collective rights, national identity, and state sovereignty in these two conflicts to ask what political recourses exist for Tibetans or citizens of Jammu and Kashmir in today's changing world. As citizens of differently organized states and subjects to dissimilar conflicts, what methods and types of conflict resolution might Tibetans and Kashmiris have shared access to? Both of these post-WWII conflicts have been framed and defined by the two core states involved, India and China. Analytically, therefore, this article draws on anthropological and political constructivist work on the state to suggest possible non-violent, community-oriented solutions to these conflicts.  相似文献

In 1953, a book on Jammu and Kashmir titled The Grim Saga (Dasgupta & Co. Ltd.) came out in Calcutta, India. Its author, S. N. Shivpuri, lamented “the triple tragedy of Kashmir–local, subcontinental and international.” Almost five decades since then, a great deal has been written about the local and subcontinental tragedy(s) in Kashmir. This article instead turns its gaze towards the international aspects that accompanied the evolution of the first India-Pakistan conflict over Kashmir from 1947–49, which sowed the seeds of the enduring dispute between the two countries. Focusing on the British policy towards Kashmir during this period, it contends that the impact of three wider, over-lapping contexts of international geopolitics, namely, British fears about unrest in the north-west of Indian subcontinent along the border with Afghanistan, British involvement in the Middle East, and British plans against the former Soviet Union, affected the official interpretation of British interest in Kashmir. These contexts, in turn, were created by the two themes of decolonization in South Asia and the Cold War in that pivotal year of 1947.  相似文献

This article examines the main characteristics and evolution of European Union counterterrorism discourse, primarily through a comparison with United States counterterrorism discourse since September 11. It argues that while both actors share a great deal in common in the language they employ about terrorism, there are a number of subtle but highly significant differences. The article also argues that there have been a number of important evolutions in the discourse of EU officials over the past five years. The article concludes that the nature and construction of official EU terrorism discourse has a number of important analytical, normative and practical implications, not least because it rests upon a series of highly contested assumptions and narratives about the nature and causes of the terrorist threat.  相似文献

The issue of terrorism has been a significant source of influence on the relationship between Iran and the U.S. since the Islamic Revolution. Iran's friendship with extremist groups that are designated as terrorist groups by the U.S. State Department is seriously challenging America's foreign policy. This article attempts to explore the prospect of confrontations on the issue of terrorism between Iran and the U.S. through a detailed analysis of their different interpretations and mutual recognitions of terrorism and through an in-depth analysis of the measures each party has taken regarding this confrontation. This article argues that the confrontation between Iran and the U.S. regarding the issue of terrorism is not strictly about terrorism. Rather, it is also about the conflicts of policies that result from different security interests and political values. Resolving the issue of terrorism depends on the reconciliation of the relationship between Iran and the U.S. Without mutual trust between the two nations, Iran will continue to support extremist groups in order to increase its influence against the external and internal pressures it is currently under, and the U.S. will continue to contain Iran's regional ambitions and seek changes in its behavior.  相似文献

This article examines the relationship between orthodox terrorism discourses and liberal peacebuilding, particularly where states are being reconstituted after a conflict. Drawing upon fieldwork in Sri Lanka, Palestine, Kashmir, Nepal, and Northern Ireland, our findings suggest that conflicts in which orthodox terrorism theory is deployed to explain violence are those in which there is little interest (by all parties) in dealing with root causes or achieving mutual compromise. This is so even though the liberal peace is commonly a claimed aspiration for most parties, apart from the most radical of non-state actors or authoritarian of states. They effectively reify both terrorism and state securitisation. The aspired to internalisation of the liberal peace framework has instead been supplanted by the politics of state securitisation and violent resistance. Liberal peacebuilding has become a nominal exercise in constructing virtually liberal states in which the security and integrity of core groups are partially maintained by orthodox terrorism praxis. To counter these dynamics, critical positions need to engage with agendas beyond liberal or cosmopolitan frameworks.  相似文献

Alan Gibbons’ An Act of Love and Anna Perera’s Guantanamo Boy offer a poignant treatment of a personal and political desire for vengeance in response to terrorism, and of the consequent erosion of particular communities. This article provides a critical reading of Gibbons’ and Perera’s novels through the lens of postcolonial and terrorism studies. It argues that they can be read as instances of the refashioning of individual and communal identities in response to increased surveillance and disciplinary measures overseen by the British state and shows that the undermining of simplistic dichotomies in these novels is the primary route by which principles of familial and communal responsibility are re-established. From this perspective, the novels are seen to open post-9/11 British social and political relations to postcolonial critique. The article draws attention to the contemporary children’s novel as a socially and politically engaged form that offers powerful fictional interventions into the post-9/11 landscape, where some groups have been affected more than others by the repercussions of acts of terrorism and violence.  相似文献

In his studies of loyalist terrorism in Northern Ireland, Steve Bruce introduces the concept of ‘pro‐state’ terrorism, whereby terrorists carry out attacks in order to eliminate threats which they believe should have been eliminated by the state's security forces. This article argues that whilst the actions of loyalist terrorists may have a pro‐state element, they can more properly be seen in the wider context of conservative terrorism.  相似文献

France has had a long history of struggle with various forms of terrorism and over the past decade has achieved particular success against Algerian Islamic terrorist groups – the GIA and GSPC – with close links to Al-Qaeda. This article reviews France's experience of terrorism since the end of the Second World War and details the evolving state responses to these challenges and the sophisticated anti-terrorist apparatus that now serves the French state. It then considers the role of France in the post-11 September ‘war on terrorism’ and argues that France remains in the front-line of the struggle against Al-Qaeda and that the French experience has much to contribute to the international war against Islamic terrorism.  相似文献

This article asks the following questions. Which terrorism threats, challenges and responses did key players consider to have been decisively changed by 9/11? On close inspection now, nearly two decades after those attacks, how are we to assess such claims? What did 9/11 really change regarding terrorism and counterterrorism? And what remained unaltered? The article’s central argument is this: some western states exaggerated the extent to which terrorist threats and challenges had been changed by 9/11 and, as a consequence, they did significantly alter some of their responses to terrorism; but at the heart of this ironic process was the tragic reality that, had there been a more serious-minded and historically sensitive recognition of how little had necessarily been changed by 9/11 in terms of terrorist threats and challenges, then the twenty-first-century experience of non-state terrorism would have been much less painful than has been the case in practice.  相似文献

This article focuses on the so-called “brutalization” of terrorism. The brutalization thesis as part of the larger theoretical concept of “new terrorism” argues that “new terrorism” is more brutal than “old terrorism.” Many scholars claim that the 9/11 attacks mark the beginning of a new era of terrorism that has lifted international as well as domestic terrorism to a new level of violent brutality. Others argue that this process had already started in the early 1990s. After discussing possible ways to operationalize a brutalization of terrorism, for example focusing on suicide bombings or terrorist attacks against soft targets, this article tests the empirical credibility of the brutalization thesis regarding both potential starting points. Data from the Global Terrorism Database (GTD) shows that only three out of nine indicators increased significantly during the 1990s, partially backing the idea of a general brutalization, whereas increasing numbers of suicide attacks and beheadings after 9/11 support the notion of a qualitative change in terrorism and its brutality connected with the idea of maximizing media and public attention. Yet, these developments are regionally limited and the brutality of this “new terrorism” exceeds the levels known from the zenith of “old terrorism” in the 1970s and 1980s in only a few cases.  相似文献

This article aims to offer a preliminary assessment of Russian and Uzbek attempts to combat terrorism after 9/11. While both cases fit into the larger post-Soviet political narrative, itself shaped by strategic realignments following the events of 9/11, relatively little work has been undertaken to analyse how terrorism and law enforcement have intertwined in order to generate military, legislative and police responses in these countries. Thus, while recognizing how security policies changed in Russia and Uzbekistan immediately after 9/11, this paper argues that policy reactions to home-grown terrorism have, for the most part, continued to be the main driving force behind attempts to combat terrorism. Equally, however, the latter part of this paper argues that a more nuanced account of security in the North Caucasus and Central Asia is needed in order to study terrorism effectively. In particular, the emergence of suicide terrorism in Russia and Uzbekistan raises important issues, not just about post-9/11 law enforcement, but also identity politics, illustrating how diverse local, regional and international forms of identification shape International Relations theory.  相似文献

This article examines the United Kingdom's current response to international terrorism and argues that the response has been driven by heightened concerns of major terrorist attacks. From the enactment of emergency legislation to major structural changes within the intelligence community, the article surveys a range of measures that have been introduced since 11 September in an effort to reduce the vulnerability of the UK to a major terrorist attack. It conclueds with the observation that although, to date, the UK has avoided terrorist attacks at home, it is unrealistic to expect total security.  相似文献

The Cambridge Review of International Affairs interview with George Perkovich, conducted in February, 2001, provides an in-depth and up to date perspective of regional stability in the Indian subcontinent. Although the Kashmir conflict and terrorism in the region are coming under increased international scrutiny, the role played by external players with varying economic and strategic interests in both countries in shaping Indo-Pak interactions is limited. Domestic and external influences on the region compete with one another, maintaining a stalemate in the region. Long-lasting subcontinental stability can occur only if India and Pakistan actively choose to reconcile their differing views on the pressing issues of Kashmir and terrorism therein. This article explores the value of scholarship on state terrorism for the critical study of terrorist violences. The article begins by identifying four primary contributions of this scholarship: first, a rethinking of the status and significance of terrorism; second, an unsettling of broader assumptions within International Relations (IR) and terrorism research; third, an ability to locate state violences within pertinent, but potentially camouflaged, contexts; and, fourth, a prioritisation of critique as a responsibility of scholarship. The article’s second section then argues that the purchase of this work could be further extended by greater conceptual engagement with the state itself. In particular, we point to the value of contemporary approaches to the state as a terrain and outcome of social and political struggle, rather than as a singular actor of unitary purpose. Rethinking the state in this way has value, we argue, first, for moving research beyond the identification and typologising of state terrorisms; and, second, for circumventing the perennial problem of identifying intentionality in efforts to designate violences as (state) terrorism.  相似文献

This article presents findings from an empirical study of 39 issues of five online terrorist magazines in order to problematise the concept of religious terrorism. The presentation of the study’s findings focuses on the magazines’ textual content, examining the types of textual item each magazine contains, how the producers of the magazines perceive the publications, the justifications the magazines offer for the groups’ activities and the motivations that underlie these activities. This analysis shows that there are important differences between the messages each group expounds. These differences, the article argues, are obscured by the homogeneous label “religious terrorism”. Moreover, an examination of these groups’ messages shows that the purported distinction between religion and politics is unsustainable and has detrimental political-normative repercussions.  相似文献

Washington refuses to chart a roadmap for peace in Kashmir. Although the chances for resolving the dispute are low, the probability of failure should not inhibit the US government from pursuing a more proactive role in resolving the conflict. The United States is the “sole pole” in a unipolar international system; regarding the world's thorniest disputes, it either leads or bears the brunt of its own passivity. Leadership requires more than devising policies that are guaranteed to work; it also involves taking risks on bold initiatives that may fail, but whose unlikely success would produce greater stability in global affairs. This article examines the admittedly slim prospects for settling the Kashmir dispute and the role Washington might play in such a process. It argues that only one conflict-resolution option seems even remotely viable: a phased conversion of the existing Kashmiri Line of Control into an internationally recognized Indo-Pakistani border.  相似文献
