U.S. and East Asian Integration

the U.S. is directly impacting on the future of the East Asian community. Therefore, finding ways to get along with the U.S. is crucial to the speed, direction, configuration and character of the East Asian community. In this paper, the author has analyzed the interests of the United States in East Asia and its stands towards the East Asian integration. The author concludes that it is to the interest of the United States to make more efforts to further join in the East Asian integration. And East Asia should accept and welcome the American participation.

Hybrid security governance in Africa: rethinking the foundations of security,justice and legitimate public authority

This article asks whether the concept of ‘hybridity’ offers a more convincing account of security governance in Africa than the standard state-focused models. It seeks to clarify the complex intersections between formal and informal, state and non-state security actors, and the varied terrains on which hybridity is constructed, instrumentalised and recalibrated over time. Rather than romanticising informal or ‘traditional’ institutions, it suggests that they too embed their own power hierarchies, become sites of contestation, and do not work equally well for everyone, least of all for the weak, vulnerable and excluded. Thus the focus is placed upon the real governance of security in hybrid systems, and the patterns of inclusion and exclusion (including gender biases) they reinforce. Finally the paper considers how policy-makers and shapers can work with the grain of hybrid security arrangements to create more legitimate, broadly-based and effective African security governance.

Paradoxes of “Free Floating” and Controversy of Betrayal: Intellectuals' Reflections on Themselves Against the Background of Terror

Throughout the 1900s, intellectuals have been defined as a “privileged minority” (according to Chomsky), or as outsiders, whose “free floating” condition (Mannheim) guarantees their functioning as “custodians of values like reason and justice” (Hofstadter). Julien Benda accused intellectuals of betraying this mission. But, perhaps, betrayal is built into the very nature of their privileged position; perhaps, by pretending to be “free floating,” generations of intellectuals have actually been constructing predictable paradigms, using calamity as a new kind of raw material for the old myth of lucrimax (Etkind). The tragic experience of Russian intellectuals provides us with fresh insight for this discussion.     

‘Blocked’ Youth: The Politics of Migration from South and East Mediterranean Countries Before and After the Arab Uprisings

Migration from South and East Mediterranean (SEM) countries has been considered a growing security threat in the EU and Gulf states following the 9/11 attacks and the Arab uprisings. Since 2011, the economic slowdown, regime changes and socio-political instability have spurred growing migration pressure from SEM countries. However, the securitisation of migration of young citizens from these countries in the EU and the Gulf states is manifested in the drastic limitation of migrants’ inflows, and in the selection of prospective migrants on demographic, socio-economic and political grounds. Today’s ‘governmentality’ of youth migration from SEM countries poses ethical and development-related issues.
