U.S. and East Asian Integration

the U.S. is directly impacting on the future of the East Asian community. Therefore, finding ways to get along with the U.S. is crucial to the speed, direction, configuration and character of the East Asian community. In this paper, the author has analyzed the interests of the United States in East Asia and its stands towards the East Asian integration. The author concludes that it is to the interest of the United States to make more efforts to further join in the East Asian integration. And East Asia should accept and welcome the American participation.

Hybrid security governance in Africa: rethinking the foundations of security,justice and legitimate public authority

This article asks whether the concept of ‘hybridity’ offers a more convincing account of security governance in Africa than the standard state-focused models. It seeks to clarify the complex intersections between formal and informal, state and non-state security actors, and the varied terrains on which hybridity is constructed, instrumentalised and recalibrated over time. Rather than romanticising informal or ‘traditional’ institutions, it suggests that they too embed their own power hierarchies, become sites of contestation, and do not work equally well for everyone, least of all for the weak, vulnerable and excluded. Thus the focus is placed upon the real governance of security in hybrid systems, and the patterns of inclusion and exclusion (including gender biases) they reinforce. Finally the paper considers how policy-makers and shapers can work with the grain of hybrid security arrangements to create more legitimate, broadly-based and effective African security governance.     

CIIS Released Report on China-US Cooperation

Paradoxes of “Free Floating” and Controversy of Betrayal: Intellectuals' Reflections on Themselves Against the Background of Terror

Throughout the 1900s, intellectuals have been defined as a “privileged minority” (according to Chomsky), or as outsiders, whose “free floating” condition (Mannheim) guarantees their functioning as “custodians of values like reason and justice” (Hofstadter). Julien Benda accused intellectuals of betraying this mission. But, perhaps, betrayal is built into the very nature of their privileged position; perhaps, by pretending to be “free floating,” generations of intellectuals have actually been constructing predictable paradigms, using calamity as a new kind of raw material for the old myth of lucrimax (Etkind). The tragic experience of Russian intellectuals provides us with fresh insight for this discussion.     

‘Blocked’ Youth: The Politics of Migration from South and East Mediterranean Countries Before and After the Arab Uprisings

Migration from South and East Mediterranean (SEM) countries has been considered a growing security threat in the EU and Gulf states following the 9/11 attacks and the Arab uprisings. Since 2011, the economic slowdown, regime changes and socio-political instability have spurred growing migration pressure from SEM countries. However, the securitisation of migration of young citizens from these countries in the EU and the Gulf states is manifested in the drastic limitation of migrants’ inflows, and in the selection of prospective migrants on demographic, socio-economic and political grounds. Today’s ‘governmentality’ of youth migration from SEM countries poses ethical and development-related issues.     

Access to information law and the stalled ‘winds of change’ in Zambia

Zambia, like a few other African countries, has been grappling with the adoption of the Access to Information (ATI) law over the past 25 years. This article argues that the Zambian approach towards easing access to public information has been faulty, because it is narrowly focused and this has resulted in the process stalling. The argument is made here, that the ATI law is part of a global social movement towards greater transparency. Furthermore, the article focuses on Zambia's approach to the law (whose push is dominated by executive control) and how that approach has impacted on good governance. The article also discusses how some countries have dealt with similar laws, before concluding that unless Zambia's move towards this law is broadened, whatever may be enacted in the future could be faulty.     

Human rights and the fight against terrorism in Northern Ireland

After a discussion of the United Kingdom's responsibilities under the European Convention of Human Rights and the political background to the re‐emergence in 1968–69 of terrorism and the stationing of British troops in the Province, the article analyses those human rights issues which derive from the way the fight against terrorism has been conducted over the past 20 years. The issues discussed are, deaths resulting from the actions of the security forces, complaints of ill‐treatment by the police during interrogation, the detentioning of terrorist suspects, the use of exclusion orders to deport from the United Kingdom to Northern Ireland persons formerly resident in that Province, the use of juryless courts (Diplock Courts) for terrorist and other offences, and the banning of political organizations.     

Pseudo-communication and the return of the sophist: Thank you for smoking,at first sight

Abstract

The present era is one of pseudo-communication and overwhelming relativism, where, at best, the ability to persuade one's opponents or a potential audience of the ‘rightness’ (as opposed to the communicable ‘truth’) of one's position, is all important. A closer look at the recent film, Thank you for smoking, shows it to be a stalking horse for precisely this kind of pseudo-communication and relativism, and an all the more successful one in light of its rhetorical sophistication and entertainment value. However, this is no reason to give up on the old-fashioned notion of communication (or ‘truth’), even if one has to reject the illusion – so long entertained by Western philosophy – of unambiguously clear communication of the ‘truth’ in any univocal or absolute sense. Through an analysis of the film in question an attempt is made here to demonstrate that it is a supremely persuasive piece of sophistry in the sense that Plato gave to the term, but that today (given what one has learned from the post-structuralist thinkers), instead of rejecting it on this basis, one should appropriate its lessons in rhetoric and turn it against itself, showing how a complex notion of communication and ‘truth’ of a certain kind may be uncovered in its interstitial rhetorical spaces. This is of particular importance to South Africa, given the fact that ‘persuasive communication’ forms part of curricula in communication studies. The paper aims to show how short sighted the unqualified emphasis on ‘persuasion’ is, especially in South Africa.
