The research and experimentation (R&E) tax credit has long been the subject of criticism. Some argue that if the goal is more
research and innovation, it’s better to increase direct federal funding of research. Others argue that the credit is not effective,
that companies would do the research in any case. Some object the very notion of using tax policy to influence private sector
behavior, preferring instead a more “neutral” tax code. Still others, including Tassey in this volume, point to what they
see are a host of design flaws in the current credit, including that its incremental nature reduces its effectiveness. I will
argue here that most of these arguments are mistaken. To promote innovation in a global economy both direct funding and indirect
tax incentives are needed. The credit, while it can be improved, has been shown to be effective in stimulating research. Moreover,
far from distorting the market, the credit corrects for a market failure where firms are unable to capture all of the benefits
of corporate research, leading them to under invest in research. Finally, while reform and expansion are needed, it would
be a mistake to shift to a completely flat credit. However, several important changes should be made including doubling the
current value of the credit, modifying the Alternative Simplified Credit to become incremental, and expanding the flat credit
for collaborative R&D.

The Supreme Court's ruling in City of Richmond v. J.A. Croson (1989) has restricted the use of government procurement assistance programs for minorities and women without the prerequisite support of a disparity study. Recently, an increasing number of disparity studies have been rejected by the courts as "junk science" and the related programs have been ruled unconstitutional. A central issue in these cases has been the approach used to estimate the availability of minority and women firms. Data from the Economic Census are commonly used as the basis for these availability estimates. However, there are significant problems and limitations with the Census data relative to the Croson guideline that the availability of women and minority firms should reflect the number of qualified, willing, and able firms. Given the number and difficulty of the required adjustments to the Census data, it is unlikely that these data will provide availability estimates that are accurate enough to allow for valid statistical tests of an inference of discriminatory exclusion. If minimizing court challenges is a goal of the public administrator who is responsible for the program, then the recommendation here is that a primary source of availability data should be considered. Furthermore, the information system needed to support the women and minority assistance programs should be designed and installed prior to initiating the program. 相似文献

On 10 October 2004, an improvised explosive device was detonated in bush land in the vicinity of Mount Disappointment on the outskirts of Melbourne, Australia. A relatively small device, it was assembled and detonated by one of the two men present, a Victoria Police officer and undercover operative known as Security Intelligence Officer 39, or SIO39. The other person was the leader of a homegrown terrorist cell, who in the months preceding had assembled a group of a dozen individuals who became the subject of Australia's largest counterterrorism investigation known as Operation Pendennis. This article, which is based on in-depth interviews with SIO39, provides unique insights into a range of activities and behaviors peculiar to this cohort. Commencing his association with the group early in its development, SIO39 was privy to some of its key evolutionary stages, from a collection of individuals meeting more or less in the open, to a clandestine body that clearly harbored terrorist intent and undertook a number of overt acts to advance its violent objectives. 相似文献

Abstract Over the last decade, public concern about the risks associated with running away has risen, and conservative policy makers have advocated for a “rethinking” of the juvenile justice system's liberal reforms of the 1970s, especially the deinstitutionalization of status offenders (DSO). Yet questions over the impact of DSO remain unanswered. This study examines the emergence of and debates about DSO to understand the contemporary “status” of runaways. Consequently, addressing improvements in their practice is essential in the National Performance Review's examination of government-wide management systems. This article briefly describes the recommendations and anticipated implementing actions relating to budgeting and financial management within the context of the National Performance Review's themes of cutting red tape, putting customers first, empowering employees to get results, and cutting back to basics. This article examines the impact of the idea of community identity upon the Local Government Review in England. It considers the extent to which the notion of community identity was built into the Local Government Review nationally and, moreover, locally in Hampshire, and the extent to which it shaped the outcomes of the Local Government Review. Three conceptions of community identity are examined - affective, effective and deliberative community identity - and their interplay assessed in shaping the process of restructuring local government. The article argues that the issue of community identity figured prominently in the early stages of the Local Government Review, but faded away as it got caught up with the political machinations of central government, local authorities and political parties. 相似文献

This paper is concerned with the cultural and gendered context of crystal methamphetamine use among Asian Pacific Americans, and draws on recent sociological discussions on masculinities and feminities. The data are based on an ethnographic study of moderate to heavy ice users, and compares the experiences of Asian Pacific American women and men in their initiation to use, their motivations to continue using, and the changing nature of their relationship to the drug and significant others.
