Maquiladora Mortality: Manufacturing Plant Closure in Mexico

Manufacturing plant closure has been the subject of much national concern, and an extensive literature principally focused on the developed world. This study extends the findings on plant closure with an analysis of export-oriented manufacturers (maquiladoras) in Mexico, 1996–2006. The foci of this research are hypothesised variables of maquiladora closure: product manufactured (value-added), size of plant, plant location, and size of urban place. The results of a logistical regression model indicate that plant size and value-added are highly probable determinants of plant closure; large, high value-added product maquiladoras have low rates of plant closure. Maquiladoras manufacturing low value-added products have high rates of closure; however, these manufacturers also have significant numbers of surviving plants. This suggests that multiple manufacturing platforms are viable among Mexico’s export-oriented industry. The findings also suggest that much plant closure is a result of exogenous factors,exiting plants in a global search for cheap labour. Mexico, however, has a geographic comparative advantage that, for many maquiladoras, trumps wages in more distant locations.

服务型政府是近年来政府管理研究的重点和难点问题。本文选取2006-2009年发表的近70篇论文,试图梳理服务型政府建设的热点和特点,从研究内容、研究视角、研究领域和研究方法予以评述。籍此扩大、巩固研究共识,明晰公共服务体系建设的方向和任务,以推动服务型政府研究水平的不断提高。     

论医药购销领域商业贿赂犯罪的刑法规制

近年来，医药购销领域商业贿赂犯罪形势愈发严峻，给整个社会带来了极大危害，急需刑法的有效惩治。但由于我国现行刑法中有关商业贿赂犯罪的法律规定存在着一定的缺失，一定程度上影响了医药购销领域商业贿赂犯罪的刑法规制效果。为此，我们有必要对商业贿赂犯罪的刑事立法缺陷进行相应的完善，以期增强运用刑法打击医药购销领域商业贿赂犯罪的威慑力。     

过敏性休克死亡机体内白三烯变化的研究

本研究采用反相洗脱高效液相色谱(HPLC)法检测青霉素和血清过敏休克致死机体中自三烯(Leukotrienes,LTs)。(1)过敏休克前血中未检出LTs的任一组分,休克死亡后检出LTB_4和LTD_4。青霉素过敏血中LTB_4含量是10.10±4.76(ng/ml),LTD_4是26.75±6.55(ng/ml),未检出LTC_4和LTF_4。(2)正常动物肺,脾和肾中均未检出LTs。过敏休克的肺,脾和肾中不仅检出LTB_4和LTD_4,而且在不同脏器中呈规律分布。青霉素过敏肺中LTs_4是23.75±3.80(ng/g),LTD4是58.58±11.39(ng/g))未检出LTC_4和LTE_4。脾中仅有LTB_424.36±3.62(ng/g)。肾中仅有LTD_12.17±2.55(ng/g)。(3)过敏休克致死机体置室温6或12h,或置冰箱48h再测LTs,未见明显变化。(4)青霉素和血清诱发的过敏休克中,LTs的增加和分布是一致的。本研究提示:LTs含量和分布的变化是过敏性休克所共有,可为过敏性休克急死的法医学死因检定提供有价值的证据。

对帮助犯罪分子逃避处罚罪主体范围的理解和适用,见仁见智。以罪刑法定为指导对本罪主体进行法条解析：本罪之应然主体以“身份说”为主,兼采“职权说”,皆以负有查禁犯罪的职责为前提。查禁犯罪活动是从调查、发现犯罪人或犯罪事实开始,到立案侦查、审查起诉这一过程的活动。负有查禁犯罪活动职责的各级党委机关中的政法委工作人员,不能成为本罪之主体。     

论警察勤务的规范化管理

警察勤务的规范化建设是新生事物,涉及公安机关各警种的方方面面,既有传统观念的改变,又有内部运作和体制的调整。要革除警务工作中的积弊,从不规范到规范,从不明确到明确,从运行无序到规范操作,需要我们结合工作实际大胆探索、改革,寻求适合我国国情的有中国特色的警务规范化道路。     

论脑死亡标准中的法律问题

随着医学科学的迅速发展 ,传统的死亡标准已不能适应现实的需要 ,更阻碍了有关医学的进一步发展。有学者提出脑死亡概念 ,国外也有相关立法 ,我国脑死亡立法也已进入实质性程序。本文对脑死亡的概念、意义、标准及国外的规定作了初步的阐述 ,并对我国的立法提出建议。
