The European Union Training Mission (EUTM) in Somalia, the EU’s mission to contribute to the training of the Somali Security Forces, was deployed in April 2010 and extended for another 12-month period in July 2011. Despite the positive assessment of the outcome of the first training period, the overall feebleness of Somalia’s Transitional Federal Government puts the political feasibility of the mission into question. EUTM Somalia can be subjected to many of the same criticisms as the liberal peacebuilding agenda in general for trying to contain rather than resolve conflict and maintaining a top-down perspective which ignores organic, indigenous local structures.  相似文献

Drawing on the memoirs of Hassan Rowhani, Iran's chief nuclear negotiator (2003–2005) and newly elected president, this paper considers the impact of the Bush Administration's Iran policy on the internal politics of the Islamic Republic and the dynamics of its nuclear negotiation strategy. It argues that the administration had a detrimental effect on international nuclear negotiations with Iran and should be considered at least partially responsible for the current nuclear impasse. Identifying three key areas, it focuses on the administration's rejection of constructive engagement with the relatively moderate government of President Mohammad Khatami; the negative influence of the USA during Iran's nuclear negotiations with the EU3; and the administration's refusal to provide the Iranians with confidence-building incentives, or countenance unconditional nuclear talks, despite a policy change in Washington that was ostensibly multilateralist and gave the impression of directly engaging with the Iranians.  相似文献

This article examines the causes and effects of the real exchange rate appreciation in Colombia during the 1990s. The substantial appreciation of the real exchange rate during the 1990s was an important factor contributing to the economic crisis of 1998-2000. While a number of Colombian economists have argued that the real appreciation was an equilibrating response to real shocks, such as rising fiscal deficits, petroleum discoveries, and increased productivity, this paper argues that nominal variables (including the nominal exchange rate, monetary policy and capital flows) also played an important role. These transitory shocks caused the real exchange rate to overshoot its long-run equilibrium, contributing to the recent economic crisis and the necessity for the large nominal depreciation of the peso in 1998-99.  相似文献

During the nineteenth century, the Caribbean was the stage for a complex geopolitical confrontation involving the United States, Spain, Great Britain, and France. The precarious balance of powers in that region was upset by the outbreak of the Cuban crisis in 1868 and by the dawn of the period of severe instability in Spain following the overthrow of Isabel II and the onset of the reformist period characterised by the Sexenio Revolucionario. The Cuban crisis strongly constrained the foreign policy of the new regime in Spain and turned the Caribbean Basin into a zone of vital interest for Spanish diplomacy.  相似文献

由于警察职业具有高强度、多应激、多风险等压力密集的特点,使民警个体可能较多地经历一些工作生活的创伤事件。民警暂时失去应对能力和心理失衡的心理危机状态一般要经历三个阶段,出现四种结果。为及时有效地为民警的心理危机状态提供组织支持,文章认为各地应在建立民警心理健康教育长效机制的同时,确立心理危机干预的组织保障机构,形成心理危机干预的实施预案,在民警深感孤独、痛苦和内心无助的特殊时期,及时给予心理疏导与组织关爱。  相似文献

公安民警心理危机干预机制是指由公安机关建立的一整套针对民警心理危机预防、预警、处理、评估和快速反应的制度和运行机制。各地在管理制度、干预模式、危机评估和队伍结构方面还存在着诸多问题和不足,包括心理危机干预制度尚不健全、心理危机预防和预警机制缺失、心理危机评估过程重视不足、心理危机干预力量薄弱等方面。建设公安民警心理危机干预机制需要资金、人力的全面投入,需要各方的广泛重视和参与,需要通畅的工作机制来运行。  相似文献
