Making sense of multilevel governance and governance coordination in Brazil: The case of the Bolsa Verde Programme

Brazil is an example of a challenging governance context par excellence: continental size, multi-levelled governance structures and diverse administrative cultures meet with ambitious, large-scale policy needs and objectives. The multilevel governance approach is applied here to analyse implementation and governance coordination of the Bolsa Verde Programme (BVP). Through a close reading of the narratives told by three programme officials – and zooming in on jointly exercised governance functions known from the metagovernance approach – we analysed how BVP’s programmatic governance coordination was made sense of. The analysis showed that our interviewees were well aware of the shortcomings of the governance coordination in BVP, understood as rather hierarchical, centrally driven and often tackling challenges of vertical multi-actor coordination in a reactive ad-hoc manner. However, since the implementers have been able to creatively and skilfully solve governance coordination challenges, possibilities for developing more systematic and inclusive (meta)governance approaches seem feasible.     

基于GTD的教育机构恐怖袭击实证分析及防范策略

在反恐形势日趋严峻的大环境下,教育机构已逐渐成为恐怖分子袭击的重点目标。基于GTD数据库中所收录的2009-2018年恐怖袭击的数据,以教育机构为研究对象,从教育机构恐怖袭击的发生数量、地域分布、袭击手段,以及所造成的后果等方面进行梳理,并对两个典型案例(两个国家的情况)进行分析,发现教育机构恐怖袭击主要有以下特点:袭击频发但呈下降趋势、袭击地域分布不平衡、袭击手段以爆炸为主袭击损失小但引起恐慌大等。对教育机构恐怖袭击,应从安保措施、情报预警、危险品管控以及宣传教育等方面加强防范。     

当代大学生经典阅读的问卷调查报告--基于2936份调查问卷的分析与研究

经典著作以其深邃的思想和强烈的震撼力对大学生的思想道德修养、综合素质的提高具有重要的作用，注定其可以成为大学生思想政治教育的重要载体之一。当代大学生崇尚经典，对经典著作心存敬畏．但其阅读经典的实际情况又令人堪忧。要改变这种尴尬，需要社会、学校、教师、学生多方联动，形成合力。     

大力推进县域绿色经济发展——以山西柳林县为例简

通过对柳林县发展绿色经济的SWOT分析，可以发现其存在政府财政资源增长迅速、民间资本较为充足、特色农业发展潜力大等优势，存在地形狭小、城市扩展余地小、产业结构布局不合理等劣势，拥有国家、省、市给予政策导向的机遇，但同时也面临着新兴产业发展趋势不明、支柱产业短期内发展受限等威胁。因此，柳林县应积极制定并施行能充分发挥优势、规避劣势、应对威胁的可行性对策，包括科学规划资金使用、因地制宜规划土地使用、创新发展模式、调整产业结构等。     

犯罪现场分析中的事件性质分析

现场分析的一项重要任务是判明事件性质,是犯罪案件还是其他事件。有些现场不难判明事件性质,而有些现场想要判明事件性质却颇为困难,在这种情况下,现场分析应将事件性质问题作为重要议题。文章从分析事件性质、分析假案、分析案件性质三个方面对事件性质进行了分析论述。     

暗香浮动:双重反致的伦理密码

追求判决一致是冲突法的古典抱负,传统反致之创设即服务于此一功效。拉塞尔开创双重反致先例之时并未释明其动机与理由。两种正相反对的解释路向彼此既不能证伪复又和谐兼容于双重反致,这表明应从第三维度即回归冲突法寻求判决一致之古典使命来解读其伦理取向。双重反致的生命力在于其能够为只能实现判决相对一致的传统反致所不能担保的判决绝对一致之目标提供绝对保证,精确致达冲突法之意向。判决一致本身不体现伦理深度,其实现方式才体现伦理深度。传统反致的相对性在于他律,双重反致的绝对性则得益于自律。立足于自律之上的双重反致移情换位于外国法院之立场,散发出为他人的伦理暗香。为他人的脆弱性及其可能走向的为难他人的背反结局使其危机再现。对我意识的终极溯源揭示了他人就是上帝的本体论结构,逃脱上帝的不可能性是对为他人伦理及作为其技术表达的双重反致之伦理困境及伦理密码的辩证破解。     

Sustainability reporting by Australian local government authorities

This qualitative study investigates the Western Australian (WA) local government authorities’ sustainability reporting practices, in the absence of mandatory reporting guidelines, through content analysis of their websites. Calculations from comparing the Global Reporting Initiative (GRI)’s disclosures with those of 140 local council websites were used to develop a sustainability reporting disclosure index. The findings indicate that sustainability reporting remains moderately practised by local government authorities, despite stakeholder demand for proactive disclosures. The discourse analysis shows that Western Australia’s strategic planning for sustainable development is the key force propelling councils towards sustainability reporting practices. The findings also suggest that WA local government authorities are increasing sustainability disclosures to legitimate their social and environmental initiatives. The findings have policy implications for regulators and/or government in Western Australia, with practical implications for local council authorities and/or managers in developing awareness of sustainable operations. The study also contributes to local government authorities’ growing awareness of sustainable service operations.     

创业女性性别角色认定的特征及差异研究

虽然男性的创业数量比女性高,但性别本身并不影响创业,真正影响创业的是个体的性别角色认定。对225名创业女性进行研究,发现创业女性的性别角色认定与普通女性有着显著的不同,女性化所占比例不到1/4,而男性化、双性化所占比例则超过50%。就性别角色认定的结构而言,创业女性拥有男性化特征竞争、力量、自治、进取及女性化的特征友好、共感、率真,并且在力量、自治、进取、友好及率真方面存在差异。     

策略人和策略决策模型:草原管理的智能体模拟分析

传统决策理论忽视了对人的策略性行为和策略决策的考察。本文通过对草原管理的智能体模拟分析,发展了策略人和策略决策新模型,并重点研究了策略人的四种典型策略决策:策略性投票、掩盖性、交易性和学习性策略决策。智能体模拟分析发现,在特定条件下,策略人的策略决策深刻影响个体的具体行动,并进而影响个体的行动结果(例,草原的可持续发展)。进而探讨了通过政策或制度安排来利用策略人的策略决策谋取预期政策或制度收益的可能性和其现实响应,并与策略人的四种典型策略决策相对应,依次讨论了策略约束性、保护性、诱导性以及学习性四种政策或制度安排。     

Prospect theory,operational code analysis,and risk-taking behaviour: a new model of China’s crisis behaviour

Integrating prospect theory and operational code analysis, this paper introduces an innovative approach to studying the decision making of Chinese leaders during crises. The unique contribution of this paper is to adopt the methodology of operational code analysis to measure the domain of actions of policy makers in the application of prospect theory. We suggest that leaders’ operational code beliefs can help us to identify in which domain of actions (gains or losses) leaders are located during crises. Xi Jinping experienced two notable foreign policy crises in 2014, the ‘oil rig’ crisis with Vietnam and the ‘P-8 crisis’ with the United States, which are examined in detail to illustrate Xi’s operational code beliefs and risk-taking behaviour of ‘confident accommodation’ behaviour during crises. To test the process validity of integrating operational code analysis and prospect theory, Hu Jintao’s operational code beliefs and crisis behaviour in 2011–2012 are then compared to Xi’s beliefs and decisions in this study of China’s crisis behaviour.
