上海大型居住社区高质量发展的理论分析与政策探讨——基于上海市五个大型居住社区的经验调查

本文基于上海市五个大型居住社区(以下简称"大居")的问卷调查与实地走访,梳理了上海"大居"现有就业机会、服务资源的配置情况以及居民需求状况。调查显示,上海"大居"在社区商业设施配套、公共交通设施、文体娱乐活动、物业管理服务以及教育资源等公共服务配套方面仍存在供需失衡问题,尚不能满足居民更高层次的需求。因而,要通过加快优质公共服务资源的导入,扭转"大居"弱势群体集聚的薄弱态势,推动人口结构优化,带动市场化资源的注入,培育"大居"社区内生增长动力,将"大居"建成多阶层、多群体共荣共享的高品质社区。     

超大型城市社会精细化治理现状分析与顶层设计——以上海市为例

城市治理问题的复杂性决定了治理模式的多样性,深入理解、系统把握超大型城市社会精细化治理的时代特征和内涵特点,探索基于现代信息技术的治理范式与机制路径,成为具有重要理论意义的实践课题。当前,上海市社会精细化治理成效明显,但仍存在顶层设计不足、数据平台分散、推进不均衡、感知度满意度较低等问题,其原因在于精细化理念和文化缺失的思想困境、缺位错位越位的治理主体困境、法制与监督不精密的制度困境,以及失衡与薄弱的技术手段困境。上海推进社会精细化治理,要按照“物联、数联、智联”三位一体原则,构建“线上线下融合、上下双向互动、流程驱动、科学决策、过程控制、法治保障”的社会精细化治理新模式,形成“两案三制一体”的治理体系。进一步,要更加注重人本主义,更加重视基层自治,更加关注多元主体诉求,更加彰显文化力量,充分运用现代科技,强化社会治理精细化本体建设和载体依托,优化超大型城市社会精细化治理流程和机制。     

Accountability mechanisms in community-driven reconstruction in eastern Democratic Republic of Congo

A lack of accountability is often considered a root cause of conflict. Many post-conflict reconstruction efforts therefore aim to enhance accountability between authorities and the population through community-driven reconstruction programmes. This article examines the accountability mechanisms in the Tushiriki community-driven reconstruction programme in eastern Democratic Republic of Congo. The ethnographic research found little impact of formal programme accountability. Rather, accountability was shaped differently and had its own context-specific meaning. To make accountability more sustainable, stronger embeddedness in local institutions and more appropriate translations of abstract concepts into the local context are needed.     

Elite and Everyday Social Contracts in Bosnia and Herzegovina: Pathways to Forging a National Social Contract?

ABSTRACT

The Dayton Peace Agreement ended the violence in Bosnia–Herzegovina, however, it also solidified antagonistic political identities leading to the creation of two social contracts: an ‘elite social contract’ involving primarily political elites of the main ethnic groups and an ‘everyday social contract’ involving ordinary citizens trying to manage a complex social and economic environment. The first social contract is hegemonic, however, alternative, non-nationalist views are slowly emerging. Grassroots groups, the surviving remnants of inter-ethnic coexistence, the integrating pull of market forces and the presence of a large diaspora all constitute resources for the creation of a resilient national social contract.     

B. F. Skinner's utopian vision: behind and beyond walden two

This paper addresses B. F. Skinner's utopian vision for enhancing social justice and human well‐being as it was introduced in his 1948 novel, Walden Two. In the first part, we address the historical, intellectual, and social context that situates the book in the utopian genre, the critiques of its premises and practices, and the fate of intentional communities patterned on the book. In the second part, we review practices in Skinner's book that advance social justice and human well‐being under the themes of health, wealth, and wisdom, and then focus on contemporary practices that are the legacy of his vision. His vision was neither the a priori truth of a particular premise about human behavior or a necessary practice (blueprint) for an intentional community but rather the use of empirical methods to discover premises and practices that work to advance the health, wealth, and wisdom of individuals and survival of the culture.     

Political attitude estimation through Facebook like: a South Korean case study

Recently numerous studies are conducted to estimate the human personality from the online social activities. This paper develops a comprehensive model for political attitude estimation leveraging the Facebook Like information of the users. We designed a Facebook Crawler that efficiently collects data overcoming the difficulties in crawling Ajax enabled Facebook pages. We show that the category level selection can reduce the data analysis complexity utilizing the sparsity of the huge like-attitude matrix. In the Korean Facebook users’ context, only 28 criteria (3% of the total) can estimate the political polarity of the user with high accuracy (AUC of 0.82).     

Meeting development goals: evidence from the Civil Society Education Fund

In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs. The article highlights the achievements and shortcomings of the CSEF and includes a set of practical recommendations on the role of global civil society in international development processes.     

公共管理视角下的中国危机管理研究——现状、趋势和未来方向

中国近年来社会科学视角的危机管理研究已进入瓶颈期。本文旨在梳理这十年来公共管理视角下的危机管理相关研究,以期为危机管理研究进一步深入发展提供参考。评述文献主要来源于公共管理、政治学、管理学和综合社会科学领域的重要学术期刊以及依据专业知识所选取的近些年来具有代表性的研究专著和报告。在对文献进行分类、编码和统计分析之后,分析结果表明:危机事前分析的文章占据主导地位,而对危机应对过程和危机后分析相对不足;应然研究类文章占据很大比重,但对于危机理论的建构和实证检验的研究比较缺乏;对于危机的综合分析多于单灾种分析。近些年中,虽然上述研究方式依然居于主导地位,但是研究者开始关注危机后的分析,注意理论的建构和检验,特别值得注意的是对于社会安全事件的分析呈上升趋势。最后,本文结合危机管理研究的现状和趋势总结出未来值得研究的若干领域。     

日本社会教育的概念研究

明治维新后，伴随着近代学校教育制度的诞生，日本的社会教育也应运而生。本研究不仅考证了社会教育在日本的由来，确认了社会教育乃日本明治以后出现的特有的教育形态；并从教化型、民主型、终身型等三方面厘清了日本不同历史时期学者对社会教育的多元界定；而且对日本的社会教育和社会事业、社会政策、国家教育、国民教育、家庭教育、学校教育、终身教育、终身学习、成人教育、社区教育等相关概念的区别与联系进行了辨析。在此基础上，归纳了日本社会教育概念的五个特征，即丰富多样性、暧昧模糊性、服务主体性、法律健全性、实践追求性等。     

新公共管理语境下的服务型警务构建

新公共管理理论源于西方各国政府改革的实践，是一种新的公共行政理论和管理模式。其基本思想为：政府的管理职能是掌舵，应当以顾客为导向，引入市场竞争机制，适当分权，让公众参与管理，并且对政府管理行为进行绩效评价。这些理论对公安机关的警务工作具有一定适用性，以新公共管理理论为指导。构建服务型警务模式的路径选择有：科学定位职能，突显警务模式的服务性；构建参与式警务模式，实现警民共治；借鉴“3E”思想，强化绩效评估和成本效益；引入市场竞争机制，推进警务社会化：建立健全监督机制，推行阳光警务。
