This article underlines the importance of grounding the analysis of humanitarian aid in an understanding of everyday practice. It presents ethnographic vignettes illustrating three aspects of aid response in Sri Lanka following the tsunami disaster in 2004. The first deals with the nature of humanitarian actors, the second explores how different kinds of politics intertwine, and the third considers humanitarian partnerships. The authors discuss the need for a shift in current academic approaches, where discussions on humanitarian aid usually start from the level of principles rather than practice. They argue that accounts of the everyday practices and dilemmas faced by NGOs help to correct blind expectations, expose uncritical admiration, and put unrealistic critiques into perspective.  相似文献

A lack of accountability is often considered a root cause of conflict. Many post-conflict reconstruction efforts therefore aim to enhance accountability between authorities and the population through community-driven reconstruction programmes. This article examines the accountability mechanisms in the Tushiriki community-driven reconstruction programme in eastern Democratic Republic of Congo. The ethnographic research found little impact of formal programme accountability. Rather, accountability was shaped differently and had its own context-specific meaning. To make accountability more sustainable, stronger embeddedness in local institutions and more appropriate translations of abstract concepts into the local context are needed.  相似文献

In response to the analysis of bureaucracies and the finding of inherent inefficiencies, public choice theory argues for an increase in competition by contracting out government services and deregulation. The paper explores the effect of coexisting public and private employment services in a model with private information of the worker about her ability and unobservable effort choice. The employer's use of an efficient unemployment exchange and an efficient private agency may lead to optimal screening with first best contracts. This is due to the assumption that good types of workers lose more human capital than bad types in periods of unemployment or mismatch. In contrast to standard screening contracts, a bad type of worker earns an information rent if the employment exchange is inefficient, but the employer chooses not to use the private agency for good types.  相似文献

This article examines an emerging approach, called ‘reconstruction from below’, and its growing body of practice. The article argues that interventions for post-war reconstruction increasingly espouse a commitment to be bottom-up and contextually relevant, to look beyond state institutions, and to provide space for local ownership. The article traces the emergence of this approach to six factors present in international policy. It then examines the growing body of practice in the domains of livelihoods, institution building and basic service provision. It concludes that this approach is not the magic bullet that agencies seem to expect. Reconstruction from below rests on many untested assumptions. Programmes formed pursuant to these notions are often poorly adapted to the challenges encountered and hampered by mistrust of the local institutions to which this approach rhetorically entrusts reconstruction. The large and growing body of evolving experience suggests that it is time to take stock and learn lessons about how reconstruction from below functions in practice.  相似文献

Community-driven reconstruction (CDR) has become a new paradigm in post-conflict development. It combines infrastructure restoration with introducing good governance at the local level. Recent evaluations show that governance objectives are not easily met and significant change cannot be demonstrated. This paper adds to this argument on the basis of ethnographic research on a CDR programme in eastern DRC. It seeks to find explanations for the lack of demonstrable governance impact in the content and implementation of training. It identifies room for improvement by better adjusting capacity building to locally prevailing accountability mechanisms and by coordinating capacity building with other development programmes.  相似文献

In international development, shared ownership is assumed to be a condition for effectiveness. Academic studies question this relation, claiming shared ownership can instead lead to ineffectiveness. This study analysed the interplay between ownership and effectiveness in a transnational advocacy network for conflict prevention observed 2012–2015. Building on recent discussions about balancing unity and diversity in networks, this article unpacks the ownership/effectiveness relationship into three dimensions: collective identity, accountability processes and a shared advocacy message. We find that the question is not about more or less effectiveness, but about the processes shaping the meaning of effectiveness in particular institutional constellations.  相似文献

This article explores how social media acted as a catalyst for protest mobilization during the Tunisian revolution in late 2010 and early 2011. Using evidence from protests we argue that social media acted as an important resource for popular mobilization against the Ben Ali regime. Drawing on insights from “resource mobilization theory”, we show that social media (1) allowed a “digital elite” to break the national media blackout through brokering information for mainstream media; (2) provided a basis for intergroup collaboration for a large “cycle of protest”; (3) reported event magnitudes that raised the perception of success for potential free riders, and (4) provided additional “emotional mobilization” through depicting the worst atrocities associated with the regime's response to the protests. These findings are based on background talks with Tunisian bloggers and digital activists and a revealed preference survey conducted among a sample of Tunisian internet users (February–May 2012).  相似文献
