俄国动员型发展道路和政治因素在社会发展中的主导地位

摘要：社会发展类型取决于社会面临的发展任务与解决这些任务的现有条件之间的关系，发展类型的两个终端是内源型和动员型。在内源型发展模式下起主导作用的是经济因素；经济主体的利益与国家利益一致。在动员型发展模式下，国家和私人的利益发生冲突，政治目的和任务成为发展的主导因素。俄国特殊的历史条件决定其在各个发展时期主要是动员型发展模式，实行严格的中央集权官僚体制。俄国政治现代化进程在很大程度上取决于政治主体的因素，特别是政权载体的个人品质。     

俄罗斯萨米人传统物质文化

萨米人是北欧的土著民族，也是跨界民族。俄罗斯的萨米人主要分布在科拉半岛，他们在这里创造了独特的物质文化和精神文化。他们的文化高度适应极北严酷的自然条件，反映了人与自然的统一。

俄格军事冲突是冷战后俄格矛盾的一次释放.透过这一事件,独联体建设的诸多问题凸显出来.独联体未来的命运成为人们关注的焦点,俄罗斯未来政策的转变将对此起决定性作用.为了使独联体这一组织形式更具吸引力和更具效力,俄罗斯有必要改变其对独联体国家关系的行为方式,加强独联体组织功能建设,健全联合治理机制,提供更多的公共物品,承担力所能及的责任.唯有如此,独联体组织机制的功能才会被激活,并最终有利于俄罗斯国家实力的全面提升.     

俄罗斯关于外国公司利润税的法律规定探析——以华为公司就俄罗斯联邦税务总局征收利润税提起诉讼为视角

俄罗斯拥有潜在的消费市场和丰富的自然资源,随着中俄两国经济联系的不断加强,我国企业到俄罗斯的投资不断增多。在投资的过程中首先需关注的是税收和税法的规定,因为税收制度是一个企业投资、经营过程中必须考量的问题之一。2009年11月中国华为技术有限公司在莫斯科就俄罗斯联邦税务总局征收利润税向莫斯科仲裁法院提起诉讼,以该诉讼为视角对俄罗斯关于外国公司利润税的相关法律规定的考察和梳理甚为必要,特别是俄罗斯税法典和中俄两国政府协议中对利润税中常设机构的认定尤为重要。     

俄罗斯与亚洲国家经济关系述评

上世纪90年代初期,俄罗斯曾经忽视与亚洲国家的关系,与亚洲各国的经济联系日渐萎缩。90年代中期,俄意识到与亚洲国家关系的重要性,逐渐恢复与亚洲各国的政治经济联系。新世纪初,普京当选为总统后,俄更加重视亚洲的地位,与亚洲各国的经济关系越来越密切。     

Striking the federal bargain in Russia: comparative regional government strategies

The central research goals of this article are to classify and explain the positions of the 89 state “governors” of Russia with regard to the most desirable federal division of power. The state governors are classified along a 5-item autonomy index based on events data and content analysis of their speeches, declarations, petitions, threats and actions from 1991–1995 as reported in two regional sources. Theoretical propositions derived from four schools of thought (essentialism, instrumentalism, relative deprivation and resource mobilization) are tested to discover which, if any, provide useful insights into the preferences and behavior of regional elites in Russia. In the end, a combined model that synthesizes elements of the above is shown to be most useful in explaining variation in elite positions.     

Understanding the foreign policy of autocratic actors: ideology or pragmatism? Russia and the Tymoshenko trial as a case study

While the literature on the autocratic regimes has been rapidly growing in the last years, there still exists a research gap in this field: which impact do autocratic regimes have on the regime transition in the neighbouring countries? The literature on autocracies has demonstrated that autocratic political leaders tend to support each other. This article argues that the external influence of an autocracy may be more complex. The article analyses the case of Russia's international standing in relation to the trial of Yulia Tymoshenko. Using detailed process tracing, it has been shown that in terms of the Russian position, pragmatic goals may undermine ideological goals. Thus, while the main objective of Russia is to ensure the stability of gas contracts, the unintended consequences of its actions undermine the consolidation of autocratic regime in Ukraine. The article builds on the literature on regime transition, autocracy, and international relations.     

Public Administration Research in Contemporary Russia: An Analysis of Journal Publications, 2010–2014

This study examines the latest tendencies in Russian research on public administration (2010–14) as it appears in Russian academic journals. The study considers the subjects of articles, their methodological features, and the characteristics of contributors. Revealing problems in public administration research in Russia contributes both to the development of Russian science and to the ongoing international discussion regarding the need for better research on public administration and state policy. By drawing attention to the shortcomings and weaknesses of Russian public administration research, the study is meant to advance the current discussion on ways to strengthen the quality of policy research around the world.     

试析19世纪西伯利亚政治流放者在俄罗斯思想形成中的作用

西伯利亚流放史是一部充满血和泪的历史,其罪恶自不必言,然而在这血和泪的洗礼中,西伯利亚这片沃土孕育了流放者的思想之花,西伯利亚流放者为俄罗斯思想的形成奉献了一己之力。可以说,流放犯在流放期间的思想成果是俄罗斯思想史的重要组成部分,尤以19世纪的政治流放者为最。     

民族文化生态环境及其形成机理研究——以俄罗斯为例

俄罗斯文化是在俄罗斯民族土壤中诞生的,是东西方文化碰撞和融合的结晶。俄罗斯文化与其所产生的自然生态环境以及社会环境息息相关,这包括自然环境、早期社会结构及其经济基础、宗教传播和政治制度等。以上各因素互为关联、交互作用决定了俄罗斯文化的形成。
