作为一种极端的解构力量,恐怖主义对于国际秩序的威胁和损害不仅在于通过制造恶性事件以破坏国际社会的安全稳定,更在于借助销蚀主流价值而削弱国际秩序的观念基础。因此,国际社会有必要将评估和应对恐怖主义的社会解构纳入反恐治理的基本范畴。其中,以“伊斯兰国”组织为代表的恐怖主义力量进行社会解构的行为策略,可以分为以动摇当代领土政治、颠覆主流生命伦理和创设替代政治秩序为主要构成的重释再造,以动员恐怖袭击、滋长恐怖气氛和催生仇恨敌对为主要构成的“木马”植入,以“黑色经济”“黑色宣传”和“黑色技术”为主要构成的反向利用。目前,国际社会的反恐路径注重结合预防恐怖主义的内向防御逻辑与打击恐怖主义的外向进攻逻辑。沿着这一思路,国际社会可以综合采取加强反恐实践中的逆向战略、修正反恐叙事中的敌意话语和联通反恐治理中的不同系统等多种举措以应对恐怖主义的社会解构。  相似文献

Gender inequality has been empirically linked to the incidence of terrorism, as a motivator for women’s involvement in terrorism, and political and social violence more generally. Although these studies demonstrate that advances in gender equality on average decrease terrorism, it is unclear how these influences translate to individual nations or conflicts. Because Turkey has witnessed consistent but unequal regional advances in gender equality, it provides an ideal setting to examine how these developments have influenced terrorist violence. Analyzing data from Turkey’s 81 provinces from 2000–2013, this study finds important regional differences in the influence of gender equality on terrorism.  相似文献

ABSTRACT

Despite the contribution of Foucaultian inspired approaches to Critical Terrorism Studies, this article invites us to consider Hegel’s epistemological insights. Foucault’s power-knowledge nexus is an invaluable intellectual tool which reveals how terrorism can be a “social fact”, yet it rests on a genealogical account of history and a passive notion of subjectivity determined by power (regimes). Hegelian philosophy maintains some of the benefits met in Foucault’s approach (sociality and contingency of knowledge) while providing a richer epistemological account. This article introduces Hegel’s epistemological insights to: i) challenge the portrayal of terrorism as a major external threat against the western liberal democratic states in the vein of “New Terrorism” or the “Clash of Civilizations”; and ii) domestically explore how the concept of liberal democratic rights, equality, freedom affect the interpretation of counter-terrorist bills, the threat perception of terrorism and domestic polarisation. Hegel’s insights critically interrogate the notions of “liberal rights”, “equality” and “freedom”, revealing how their ambiguous definition accommodates inherent contradictions which can fuel a controversial interpretation of counter-terrorist bills, leading to domestic polarisation and (reciprocal) radicalisation. Therefore, Hegel’s epistemological insights reveal how the defective definition of human rights, equality and liberty can amplify the effects of Terrorism and radicalisation.  相似文献

There is an ongoing debate among practitioners and scholars about the security consequences of transnational migration. Yet, existing work has not, so far, fully taken into account the policy instruments states have at their disposal to mitigate these risks, and reliable evidence is lacking for the effectiveness of such measures. This article addresses both shortcomings as whether and to what extent national migration policies affect the diffusion of terrorism via population movements are analysed. Spatial analyses report robust support for a moderating influence of states’ policies: while terrorism can travel from one country to another via larger migration populations, this only applies to target countries with extremely lax regulations and control mechanisms. This research sheds new light on the security implications of population movements, and it crucially adds to our understanding of governments’ instruments for addressing migration challenges as well as their effectiveness.  相似文献

This article analyzes the determinants of terrorism saliency in public opinion. It is usually assumed that after a terrorist attack, terrorism becomes automatically salient. However, this assumption is only true in those countries where terrorist attacks are exceptional events. In democracies that have suffered domestic terrorism for decades, the evolution of terrorism saliency does not only depend on the frequency or intensity of terrorist attacks. In this article it is claimed that the tactics carried out by terrorist groups (the type of victim, especially) and the dynamics of political competition (especially the ideology of the incumbent) are also factors that explain the evolution of terrorism saliency. The article also analyzes how these two factors interact with citizens’ predispositions to explain variation in their reactions to terrorist threat. The empirical test relies on a novel database from monthly public opinion surveys in Spain from 1993 to 2012.  相似文献

This paper asks why Kenya invaded Somalia in October 2011. It scrutinises five possible explanations as to why Kenyan decision-makers decided to invade neighbouring Somalia. The explanations are inspired by different theoretical frameworks. Some are inspired by theories developed to analyse Western societies, whereas others are inspired by theoretical reflections aimed at understanding politics in Africa. It is concluded that the decision to invade Somalia was made because of the institutional and ‘bureaucratic’ interests of the Kenyan Defense Forces (KDF) advanced by a limited number of men of Somali-Kenyan origin who pursued their own interests. Security and economic concerns did play a role, while the paper dismisses that the invasion can be understood as a consequence of the Kenyan government pursuing an ‘international image management strategy’. Theoretically, the paper concludes that ‘Western’ theories may contribute to explaining the launch of ‘Linda Nchi,’ whereas Africa-focused theories like neo-patrimonialism seem less helpful in this particular context.  相似文献

ABSTRACT

This article reflects upon the beginnings and development of radical Basque nationalism in light of its ethnic exclusion criteria. We argue that the existence of a tradition of “strong” alterity does not necessarily lead to the appearance of tendencies favoring the use of violence to confront the other. Without rejecting the importance of a discourse of hate proceeding from the past, such tendencies are due more to a combination of the historical context and individual and group decisions. It is important to bear this in mind to underscore the responsibilities of those who were not satisfied with constructing the image of a despicable enemy, but instead decided to employ violence to solve the problem that the latter might cause.  相似文献

Our study contributes to the ongoing debate about women in combat by exploring women combatants’ experiences of war through interviews with women soldiers in the Israel Defense Forces who served as combatants or in combat-support roles in the West Bank and the Gaza Strip. We proffer that the bodily experiences of women combatants disturb conventional international relations and hegemonic masculine war metanarratives that either abstract or glorify combat. These otherwise silenced narratives reveal juxtapositions of feelings of competence and vulnerability and shed light on the women’s struggle for gender integration in the military. We conclude the article with a reflection on the challenges facing researchers investigating war and terrorism.  相似文献

The popular media and many in academia often overstate the role that religion, and its supposedly unique qualities, has played in recent acts of terror. In this article, I argue that the notion of religious violence is unhelpful and that there is a more useful concept that we can utilize to draw out the values and ideas that play a role in the move to violence in both religious and secular groups. From a series of case studies on religious and non-religious groups, I have drawn out an alternative framework for investigating and learning from the role that beliefs play in motivations and justifications for terrorism. This framework uses the concept of non-negotiable (or “sacred”) beliefs. It is as applicable to secular as it is to religious groups, and can show us much more about how such beliefs can contribute to violence.  相似文献
