Why madrassah education reforms don’t work in Pakistan

Despite global pressure and national security concerns, the efforts of the Government of Pakistan to reform the madrassah system have proven to be futile. Extant literature on madrassah reform challenges relies overwhelmingly on information provided by governments and experts situated outside of these institutions. While these studies and reports present important findings and viable analysis on madrassah systems; most of the research fails to give voice to the major stakeholders of this system itself, such as the administration staff, teachers, students and parents. Our study fills this crucial gap by conducting semi-structured interviews and field observations inside Pakistani madaris (plural for madrassah) and their professional associations. We find that these madaris have been reluctant to participate in policy interventions offered by the government due to a major trust deficit brought on by differences over financial and curriculum regulation, degree recognition and the government’s role in shaping popular perceptions about madaris. This reluctance has turned down attempts for madrassah reformation and has in turn made them vulnerable to radicalisation. We conclude with policy recommendations for more effective government reforms and a stronger relationship between madrassah representatives and the Government of Pakistan.     

The Role of Brand Orientation in Developing a Learning Culture and Achieving Performance Goals in the Third Sector Organizations

ABSTRACT

This study is first in nature to find the empirical evidence of relationship between brand orientation (BRO), learning orientation (LO), and its impact on Performance (PERF) of third sector organizations (TSOs) in Pakistan. A structured questionnaire was filled through non-probability snowball sampling method from more than 300 senior managers working in different cities of Pakistan. The structural equation model was used for the mediation by running smart partial least squares software. The results prove that organizations with strong BRO philosophy not only help to develop strong LO culture but also help in achieving organizational performance goals. The study also discussed practical implications, limitations, and areas of future directions.     

Revitalization of waqf administration ＆ family waqf law

Historically speaking, the institution of waqf played an incredible role in providing all the basic and fundamental services to Muslim societies in terms of providing education, goon health care, basic infrastructures, employment opportunities, enhanced the commercial and business activities, food for the hunger, sheltered for the poor and the needy, besides supporting the agricultural and industrial sectors. On citizenship and citizenship education: a Levantine approach and reimagining Israel/Palestine

This article argues in favor of a Levantine approach to citizenship and citizenship education. A Levantine approach calls for some sort of Mediterranean regionalism, which accommodates and promotes overlapping and shared sovereignties and jurisdiction, multiple loyalties, and regional integration. It transcends the paradigmatic statist model of citizenship by recasting the relationship between territoriality, national identity, sovereignty, and citizenship in complex, multilayered and disaggregated constellations. As the case of Israel/Palestine demonstrates, this new approach goes beyond multicultural accommodation and territorial partition. It proposes, among other things, extending the political and territorial boundaries of citizenship to take all the territory between the Mediterranean Sea and Jordan River as one unit of analysis belonging to a larger region.

The paper seeks to evaluate the scope and limits of the Russian state’s capacity to use oil and natural gas as strategic resources to revive Russia’s fortunes as a credible global power. It offers an analysis of the evolution of state-markets interactions in the energy sector from the late Gorbachev era to the present day. The paper briefly documents how Russian foreign policy became more assertive using energy as a strategic resource, particularly in crafting its relations with the European Union. Subsequently, the paper analyzes Russia’s limits of using energy as leverage in securing foreign policy objectives. Finally, it points to the impediments to normalizing a Russo-EU energy dialog.     

Peer Consultation for Mediators: The Use of a Holding Environment to Support Mediator Reflection, Inquiry, and Self-Knowing

In order to help the parties in mediation address their interests, concerns, and responses to the conflict, the mediator must monitor and manage his or her own inner thoughts, emotions, and feelings throughout the process lest they negatively influence the outcomes of the mediation. Peer consultation offers one approach that can be used effectively to support the mediator's inquiry into practice dilemmas and invite self-knowing that benefits the mediator as well as the parties in the mediation. The effectiveness of a group consultation process, however, depends on the development of "a holding environment" that can provide a safe and confidential space within which such an inquiry can occur. The mediation process is improved when the mediator is able to sustain relational and emotional tension within herself and between the parties long enough for new understandings and actions to develop.
