关于江苏省2019年预算执行情况与2020年预算草案的报告——2020年1月15日在江苏省第十三届人民代表大会第三次会议上

各位代表:受省人民政府委托,我向大会报告江苏省2019年预算执行情况与2020年预算草案,请予审议,并请省政协委员和列席会议的同志提出意见。一、2019年预算执行情况2019年,全省各级财政部门以习近平新时代中国特色社会主义思想为指导,认真贯彻党的十九大和十九届二中、三中、四中全会以及中央经济工作会议精神,深入落实习近平总书记对江苏工作重要讲话指示精神,全面贯彻落实省委、省政府决策部署,坚持稳中求进工作总基调,坚持新发展理念,坚持以供给侧结构性改革为主线,实施更加积极的财政政策,全面落实减税降费政策,优化财政支出结构,支持打好三大攻坚战和实驗乡村振兴战略等,支持全面做好“六稳”工作,支持保障和改善民生,深化财税体制改革,加快建立现代财政制度,为我省经济持续健康发展和社会大局稳定提供了有力的财政保障。     

《开罗宣言》考

格林威治时间1943年12月1日23时30分,"开罗会议公报"最早由美国政府在华盛顿公开发表,在之后的24小时内,英国政府在伦敦、中国政府在重庆相继公开发表了"开罗会议公报"。华盛顿、伦敦、重庆三座城市共同拥有这份公报的首发权。通过《波茨坦公告》,《开罗宣言》作为"开罗会议联合公报"的简称,首先为美英中三大国所确认,逐渐为国际社会普遍接受,并长期沿用,一直至今。"开罗会议公报"的最后,确实没有中美英三国领导人的签字,但这并不代表没有三国领导人的署名。"开罗会议公报"的署名采取将三国领导人姓名署于文件开头的方式,昭告天下。第二次世界大战期间同盟国发表的联合公报、宣言,有别于和平时期国家间的联合公报,故其名称、内容、措词、日期、签署、发表等,有其特殊性。     

司法相关权力视角下的司法改革方案

通过对指数报告进行统计数据和测试题目两个层面的分析,可以发现司法改革方案需要注意的几个问题:司法改革方案的整体性、配套性、正当性、有效性的改革方向和更多的具体课题,应充分考虑地方性的特殊因素,确保司法改革方案的讨论、确定程序的参与性。     

Horses for courses: China's accommodative approach to food standard‐setting in response to the internationalization of regulation

This paper examines the evolution of China's food standard‐setting procedures from both domestic and international perspectives, particularly in the context of the internationalization of regulation. After the reform and opening‐up in 1978, state actors and leading enterprises monopolized the process of national food standard setting. With further participation in the global economy in the 21st century, China has become familiar with the international standard‐setting procedures and has modeled its domestic policymaking on these practices. This has resulted in a more transparent, inclusive, scientific, pluralized, and consensus‐based form of decisionmaking. By contrast, the standards of the strategic industries have been harmonized to the standards of international counterparts through a top‐down and authoritarian approach. This paper argues that China uses an accommodative approach, trichotomizing suitable standards and decisionmaking procedures in terms of inclusiveness and transparency, which suits the developmental needs of the domestic market, food export markets, and strategic industries.     

党的建设制度改革的理论与实践

深化党的建设制度改革是中国共产党领导全面深化改革的重大战略举措,是完成全面深化改革任务的政治保证,是推进国家治理体系和治理能力现代化、提高党的执政水平的内在要求。正确推进党的建设制度改革,需要准确把握党的建设制度的内涵及改革要求,在思想、组织和领导统筹等方面积极创建党的建设制度改革的良好环境和条件。

Current challenges to the security in China＇s surrounding areas, the ＇strategic belt for China＇s ascendance, can be characterized as follows：     

保障当事人诉讼权利的基本课题

在司法文明指数报告中,考察当事人诉讼权利的基本思路,包括设计二级指标和测试题目两方面内容。通过分析指数报告,可以发现当事人诉讼权利的保障情况总体不佳。保障当事人诉讼权利,应当强调发挥法院的作用;而未来改革的基本课题,包括如何防止权力主体滥用自由裁量权,以及如何为权力主体依法行使职权提供必要的外部保障。     

十八大以来习近平关于青年工作重要论述研究

党的十八大以来,习近平同志在不同场合反复强调要一如既往地重视青年工作.他站在培养中国特色社会主义事业合格建设者和可靠接班人的战略高度,着眼于实现中华民族伟大复兴中国梦的宏伟目标,肯定了近代以来广大青年对于国家振兴和民族复兴作出的重大贡献,阐述了当代青年对实现中华民族伟大复兴中国梦的重大责任,指明了新时期当代青年成长成才的必由之路,要求全党上下努力为青年成长成才创造条件.     

Technocracy or transformation? Mapping women's policy agencies and orienting gender (in)equality in the Canadian provinces

Canadian gender equality policy has taken a “technocratic turn” that favours bureaucratic expertise to monitor and measure (in)equality rather than participatory and consultative mechanisms. While the processes and impacts of this shift are well documented at the federal level, less is known at the provincial level. This article takes stock of provincial gender equality mechanisms, demonstrating variations in women's policy agencies (WPAs) across the ten provinces. It then links these variations to the discursive politics of gender equality within each province. We demonstrate that the potential for transformative orientations of gender equality emerges in WPAs with broad consultative mechanisms.
