This article explores the role of the Argentine and Brazilian parliaments during the formative years of Mercosur with the aim of assessing how the specific model of ‘limited democracy’ may have had an impact on the course and shape of Mercosur. Although that integration process was essentially a governmental exercise, with only a marginal role for congresses, this article argues that this does not constitute in itself either a violation of constitutional provisions in the member states or a geographical anomaly compared to other constitutional traditions or to incipient integration processes elsewhere. Yet, perhaps ironically, the conclusion suggests that democratic limitations have fostered, rather than hampered, integration in the Southern Cone of Latin America.  相似文献

Many recent cross-national studies analyse the causes and electoral consequences of party policy shifts, using party position measures derived from election manifestos, expert surveys or voter surveys. However few studies validate their findings by analysing multiple measures of party policy shifts. In this article, data on European parties’ position shifts on both European integration and left-right ideology is analysed, showing that this is problematic because, while alternative measures of party policy positions correlate strongly in cross-sectional analyses, alternative measures of parties’ policy shifts are essentially uncorrelated in longitudinal analyses. The goal of this article is to understand which combinations of explanatory conditions account for the qualitative differences within forms of democratic breakdown (i.e., transition from democracy to a hybrid or authoritarian regime) and democratic regression (i.e., transition within democracy through a loss of democratic quality). The analysis focuses particularly on the specific features of those processes of change ending up with a transition from democratic rule, compared to those producing a simple loss of democratic quality within the democratic regime. Applying two‐step fuzzy‐set Qualitative Comparative Analysis (fsQCA), the study aims to integrate different types of explanatory factors, offering a fresh and comprehensive perspective on this phenomenon.  相似文献

Depression is the most common mental illness and its profound impact on cognition and decision-making has implications for political judgement. However, those implications are unclear in the case of referendums offering a choice between status quo and change. On one hand, one component of depression is the kind of life dissatisfaction associated with voting for change. Yet cognitive models also portray depression sufferers as biased towards the status quo: they are less inclined to research change, more pessimistic about its benefits and more likely to exaggerate its potential costs. In this paper, we use data from Understanding Society to examine the impact of those cross-pressures on support for Brexit. Prior to the referendum, while life dissatisfaction and generally poor health predicted support for Leaving the European Union (EU), those diagnosed with depression were disproportionately likely to support Remain. Supporting our claim that the latter was a sign of status quo bias, this difference disappeared once the result was in and leaving the EU had become the widespread expectation. The study highlights the unexplored importance of mental health for political judgements, emphasises the multidimensionality of conditions like depression and illustrates the psychological role of status quo bias in referendum voting.  相似文献
