In this paper we develop a model to predict the seniority turnover, and transition consequences of term limit reforms for any institution with a regularized procedure for rotating membership. With this model we can predict the number of members who will be serving in their last term at any given time once an institution reaches a stable state under term limit reforms. For example, our results show that for the U.S. Senate current term limit proposals will result in a substantial increase in the number of “lame duck” members and a significant reduction in average seniority. We make no claims as to the public policy effects of term limit proposals. However, our model can be used to design a proposal that will maximize any benefits or minimize any public policy effects found to be associated with term limit reforms.  相似文献

This paper empirically analyzes whether government size is conducive or detrimental to life satisfaction in a cross-section of 74 countries. We thus provide a test of the longstanding dispute between standard neoclassical economic theory and public choice theory. According to the neoclassical view, governments play unambiguously positive roles for individuals' quality of life, while the theory of public choice has been developed to understand why governments often choose excessive involvement in – and regulation of – the economy, thereby harming their citizens' quality of life. Our results show that life satisfaction decreases with higher government consumption. For low, middle income, and male people, this result is stronger when the government is leftwing, while government consumption appears to be less harmful for women when the government is perceived to be effective. Government capital formation and social spending have no significant impact on life satisfaction.  相似文献

Duncan Black (1958) stated his voting order theorem — ‘the later any motion enters the voting order, the greater its chance of adoption’ — exclusively for the amendment procedure. Niemi and Gretlein's (1985) extension is similarly limited. Here we show that with a change in the focus from social preferences to individual preferences, both Black's theorem and that proved by Niemi and Gretlein apply as well to the successive procedure.  相似文献

In one way. Norway's local elections would seem to he a deviant case a protest election with a landslide victory to a recently established neo-liberalistic party, greater volatility among the voters, and an unusually low turnout. On a wintry day a 29-year-old woman was found dead beside her car showing head injuries and signs of hypothermia. Several empty packets of sedative and hypnotic drugs were lying inside the car. Toxicological analysis revealed the presence of flunitrazepam (heart blood of the left and right chamber 0.033 mg/L each), norflunitrazepam (left heart blood 0.029 mg/L, right heart blood 0.027 mg/L), 7-amino-flunitrazepam (left heart blood 0.090 mg/L, right heart blood 0.104 mg/L), diazepam (left heart blood 0.395 mg/L, right heart blood 0.386 mg/L), nordazepam (left heart blood 0.112 mg/L, right heart blood 0.115 mg/L) and temazepam (left heart blood 0.034 mg/L, right heart blood 0.033 mg/L). Neither alcohol nor other drugs were found. It was concluded that benzodiazepine intake led to a disturbance of consciousness. Whether the woman died in this situation due to the icy temperature as a result of hypothermia or whether she died or would have died solely due to benzodiazepine overdosage could not be clarified.  相似文献

The provision of subsidized child care has grown to become asizeable economic activity in Sweden during recent decades.This paper examines the changed financial relation betweencentral and local governments and the impact of child-caregrants on local government behaviour. We find that during anearlier regime, with a system of matching grants, localgovernments responded strongly to the incentives of the rules.This resulted in both intended and unintended outcomes, aswell as a distortion of information to the central government.Experiences from a recent transition of regime towards a kindof closed block grant system, illustrates new types ofadaptive behaviour but also the problem of finding a formulafor a fair allocation of resources among local governments.When designing a block grant system a distinction must be madebetween expenditures and resource needs; cost expenditure datado not necessarily reflect resource needs in cases where thereare national categorical equity goals related to socialservices of a merit-want character.  相似文献

Abstract

This article analyses the gap between government ambitions and actual outcomes in the case of European counter terrorism intelligence cooperation. Specifically, it investigates why Europol has not managed to live up to its tasks despite outspoken government support. Drawing on rational choice institutionalism, the study suggests why bureaucrats might be motivated to resist calls for international cooperation. By examining the process by which Europol has developed as an actor in the counter terrorism field, this article shows how development in the field of intelligence cooperation is not exclusively the reflection of government preferences. It concludes by suggesting that scholars could gain greater insight from a less state centric approach to the study of intelligence. In addition, the article suggests that policy makers cultivate a greater familiarity with bureaucratic factors and that they continually work with those factors in mind.  相似文献

The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process.  相似文献

Nitrous oxide is an inflammable gas that gives no smell or taste. It has a history of abuse as long as its clinical use, and deaths, although rare, have been reported. We describe two cases of accidental deaths related to voluntary inhalation of nitrous oxide, both found dead with a gas mask covering the face. In an attempt to find an explanation to why the victims did not react properly to oncoming hypoxia, we performed experiments where a test person was allowed to breath in a closed system, with or without nitrous oxide added. Vital signs and gas concentrations as well as subjective symptoms were recorded. The experiments indicated that the explanation to the fact that neither of the descendents had reacted to oncoming hypoxia and hypercapnia was due to the inhalation of nitrous oxide. This study raises the question whether nitrous oxide really should be easily, commercially available.  相似文献
