新时代我国现代化产业体系构建的工业化逻辑及其实现路径

现代化产业体系是现代化经济体系的重要组成部分,是指产业发展的新型化、产业结构的高级化、产业发展的集聚化和产业竞争力的高端化。从新时代经济发展的现实状态来看,我国现代化产业体系的构建必须坚持工业化的逻辑。坚持工业化逻辑就是要防止过度去工业化,从新兴产业的新动能培育与传统产业的新旧动能转换两条路径入手,以新型工业化、再工业化、继续工业化及工业现代化为基本逻辑,在坚持把实体经济做优做强的基础上,通过创新为我国工业化发展提供核心动力,进而构建我国新时代的现代化产业体系。现代化产业体系构建的工业化逻辑的实现需要发挥现代信息技术对产业发展的渗透作用,以信息化带动传统产业的现代化,加快战略性新兴产业的发展;推进供给侧结构性改革,积极培育现代化产业体系的新动能;推动消费结构升级,积极培育未来新产业的发展;完善支持体系,创造现代化产业体系构建的环境。     

人民币国际化背景下汇率对工业行业就业的影响——基于跨境贸易结算的影响因素视角

将跨境贸易人民币结算比重引入劳动力市场动态均衡模型,推导出汇率影响就业的全新路径,并利用2000-2018年中国工业行业面板数据进行实证分析。研究发现:通过进出口产品结构贸易路径,汇率对行业总体就业的正向影响最显著,其次是经由汇率变动预期路径,而汇率通过净出口指数路径对就业的负向影响较微弱。人民币汇率对不同行业就业的影响产生差异的根源是不同行业进出口产品结构及产品异质性的差距导致在汇率变动的不同情形下,行业间跨境贸易人民币结算的水平不同,从而造成外贸企业对劳动力的需求具有差异。并且,技术特征及贸易来源地特征是造成行业间就业水平差异的显著因素。     

Intergovernmental Relations in the UK: Time for a Radical Overhaul?

Brexit and the coronavirus pandemic have put relationships between the UK government and its devolved counterparts under growing strain. Tensions generated by both of these developments have exposed the inadequacies of the existing, under-developed system for bringing governments together in the UK. The limitations of the current system include the ad hoc nature of intergovernmental meetings, and their consultative rather than decision-making character. Drawing upon an analysis of how intergovernmental relationships are structured in five other countries, the authors offer a number of suggestions for the reconfiguration of the UK model. They explore different ways of enabling joint decision making by its governments, and argue against the assumption that England can be represented adequately by the UK administration. Without a serious attempt to address this dysfunctional part of the UK’s territorial constitution, there is every prospect that relations between these different governments will continue to deteriorate.     

论两岸经济关系发展的状况、特征和走向

两岸经济关系问题，是两岸关系的重要组成部分和基础。经过近20年的发展，大陆已成为台湾的第一大贸易伙伴和第一大顺差来源地，台商对大陆投资的数量强劲增长，区域相对集中，单体规模加大，增资扩股较多，且由出口加工型向市场占领型拓展，劳动密集型向技术资金密集型拓展，第二产业向一、三产业拓展。两岸产业正由“垂直分工”向“水平分工”转变。究其原因，互补互利是基础，依存依赖是原动力，经济全球化是外在力量，地缘亲缘是人力量。入世后，两岸经济关系将有新的发展，近期而言，两岸贸易和投资将进一步增长，两岸投资将向科技型、服务型、内销型、双向型转变。远期而言，将加快两岸经济一体化的进程，并逐步架构“大中国自由贸易区”。     

美国工会对中美经贸关系的影响

近年来,美国工会对国际经贸乃至世界经济的影响日益凸现,我国政府和企业应积极采取相应措施积极应对。本文分析了美国工会的特点及对中美经贸活动的影响,并提出了一些应对之策。     

Fundamental principles of the international protection system of intellectual property rights and the applications

Legal principle, which underlies the value of the legal system, is supposed to be the origin and basis of concrete legal rules. It has also resulted from abstracting and summarizing the value and spirit of these legal rules. In light of the universality and hierarchy of legal principle, the principles of the international protection system of intellectual property rights (IPR) can be divided into the following two types: one is the fundamental principles applied to the what, why and how a legal system shall be constructed, such as principles of sovereignty, equality and mutual benefit, joint development, and international cooperation, which also can be expressed as the principles of sovereignty, international coordination and cooperation, fairness and justice. The other type includes those existing in the legal system and capable of being applied directly, such as the principle of national treatment, principle of minimum standard, principle of independence (for industrial property right), principle of independent protection (for copyright), principle of compulsory implementing patent (for patent right) and doctrine of priority (for industrial property right), etc. In my opinion, the principles of the international protection system of IPR shall follow the latter model, indicating that they shall be provided and written in the international conventions on the grounds that they can be applied directly, and that they can be universally applied to the whole international protection system of IPR instead of exclusive application to one certain system. Hereupon, the author believes that principles concerning the international protection system of IPR should include the principles of national treatment, minimum protection standard and public interest.

村民自治作为一种直接的民主形式 ,是现阶段中国农村社会的基本政治制度。干群关系作为维系农村社会的基础 ,是推进村民自治进程的关键。正确认识村民自治进程中干群关系出现的新变化 ,并且采取切实有效的措施加以改善和发展 ,不仅是农村社会稳定和发展的基础 ,更是推进民主政治建设 ,开创农村工作新局面的重要保证。     

工业化中后期苏南地区产业升级的路径选择

在工业化的初始阶段,苏南地区主要依靠要素、投资驱动产业升级.进入21世纪以来,这种高投入、高消耗的产业升级路径,使其进一步发展面临巨大的挑战.借鉴日本和韩国等国相关的做法和经验,处于工业化中后期的苏南地区必须以科技创新引领产业升级.其基本路径是:加大科技人才的培养引进力度,突出企业科技创新的主体地位,努力营造科技创新的机制环境,积极推进国际技术的转移与合作,大力促进产业的企业区域集中,加快传统优势产业的高新技术改造.     

日本公明党与中日邦交正常化

中日邦交正常化的政治过程,是一个显示日本对外政策与国内政治相互关系的典型事例。在这一过程中,包括公明党在内的日本各在野党发挥了非常重要的独特的“补充外交”作用。特别是公明党领导人竹入义胜等非政府人士的访华,为日本政府摸清中方意图、沟通两国领导人之间的看法、形成复交文件等发挥了极为重要的作用。当然,中国政府也充分认识到日本在野党在日本政治生活中的重要作用,并积极开展对日本在野党的工作,从而推动日本执政党转变对华政策。     

论高校工会主席协调关系的作用、原则和艺术

随着高校教学、人事和分配等制度改革的深入开展,涉及国家、学校、教职工三者之间以及人与人之间的利益关系出现了新的变化和调整,围绕利益关系的种种矛盾更加复杂,迫切需要平衡利益、疏通思想、理顺情绪、化解矛盾、协调关系,工会主席面临着大量的关系协调工作,而这种协调工作只有在掌握了协调艺术,才能有针对性地、及时有效地协调关系。因此正确处理和协调好有关利害关系,维护广大教职工的合法权益,成了高校工会主席面临的重要任务之一。
