解读俄罗斯新一轮的公共行政改革

与以往的行政改革相比较,俄罗斯新一轮公共行政改革的特点表现在两个方面:一是与当前世界行政改革前沿相接轨,改革所强调的责任性、回应性、参与性以及放松规制等都体现了当代行政改革的潮流;二是俄罗斯新一轮的公共行政改革更加注重改革的系统性和整体性,多种改革措施配套进行,同时,也更加注重改革的法律保障。

The Interpretation of New Russian Administrational Reform

Compared with previous administrational reform,the new public administrational reformof Russia has two obvious features.First feature which can keep the same level with the world's administrational reform focuses on the responsibility,the reflection,the participation of Russian government and the less limitation of enterprises,which shows the main features of modern administrational reform.Second feature is that it pays more attention to the system and the integration of reform.At the same time,it also focuses on the legal protection,and a complete set of methods of reform are carried on harmoniously.
