Promoting Neighborhood Public Diplomacy： Problems and Solutions

Chinds surrounding areas are at the forefront of its overall diplomatic layout. In October 2013, the Central Committee of the Communist Party held a special meeting to determine the strategic goals and basic principles of its neighborhood diplomacy. At the meeting, Party General Secretary Xi Jinping highlighted the new tasks and requirements of ＂neighborhood public diplomacy＂ - that is, to focus on strengthening publicity, public diplomacy, civil diplomacy and people-to-people exchanges aimed at Chinas neighboring countries, and to consolidate and expand the social and pubic opinion foundations for the long-term development of Chinas relations with its neighbors.     

The Development Trend in China’ s Surrounding Areas

China’s surrounding areas are in a special transition period necessitated by China’s peaceful rise and the adjustment of its Asian strategy.In2014,these neighboring areas inherited the development trend of the previous three years,coaxing out changes that we are beginning to see.Changes in world economic growth,America’s rebalancing strategy,and alterations in Sino-Japanese relations are direct results of China’s rise,and other development trends are in the offing.The high-speed growth stage for Asian emerging economies has come to an end.Moderate growth in parallel with reform is the new norm in Asian economy.Due to the collective slowing of emerging economies,     

Cultural Diplomacy and a Harmonious World

The cultural diplomacy of China today has entered into a period of rapid development. Yet there is still much room for improvement in promoting China＇s new diplomatic thinking. In step with China＇s growing economy and increased weight in international affairs, the Chinese government has changed its diplomatic strategy to ＂building a harmonious world.＂ To make this concept more attractive and acceptable to other countries and peoples, China should expand its soft power resources, strengthen international cultural exchanges to draw on the fine achievements of foreign cultures, enhance the influence of Chinese culture worldwide, exploit new channels for international cultural exchanges, develop its cultural industry, and improve its comprehensive power.

China＇s Relations with Africa： Building a Harmonious World

The Sino-African relationship is one of the most important inter-continental relationships in the world. It is unique both in its origin and evolution and plays an important role on the world stage. Since the establishment of diplomatic relations in the mid-1950s, traditional, friendly and cooperative relations between China and African countries have developed rapidly, reaching an historic high in 2000 when both sides proclaimed the establishment of a new type of strategic partnership. Transcending Western traditional value and logic of thinking, such as the supremacy of international interests and power control, Sino-African relations have created a new model in international relations, featuring equality, peaceful coexistence and friendly cooperation. This promotes African development and the democratization process in both international relations and the global community. From China＇s perspective, it spreads China＇s idea of harmonious culture and harmonious diplomacy, thus promoting world peace and development, and contributing towards building a harmonious world.     

Strategic Planning for Its Neighboring Diplomacy

Changes in China's Southeast-Asia Policy

Southeast Asia is an important region in China's neighboring diplomacy and the focus has been on its good neighbor policy.After China andASEAN set up a dialogue-partnership in 1991, their relations have progressed substantially.China now has a strategic partnership with ASEAN and has also taken the initiative in building good economic, trade,security and cultural ties with ASEAN member states.China is currently ASEAN's largest trading partner, while ASEAN is China's third largest trading partner.Beijing, however, has mostly ignored security ties and cultural exchanges with the region over economic cooperation.This has led to a number of security issues and perception problems that have gradually hindered bilateral ties.Most recently, China changed its Southeast Asia policy after holding the 18th National Congress of the CPC, the Neighboring Diplomacy Work Conference, and recent visits by China's top leaders to regional countries.These changes will form the foundation of a grand blueprint for the future development of Sino-ASEAN relations.

New Features of the Surrounding International Environment and China＇s Response

In constructing China＇s strategic diplomatic configuration, we often stress -that ＂major power relations are critical, the surrounding areas are the policy priorities, developing countries are the foundation, and the multilateral relations are important arena＂. After the CPC 18th National Congress, ＂public diplomacy＂ and ＂global governance＂ were also defined as the new orientation in China＇s diplomatic efforts. In designing China＇s diplomatic strategy, we have always considered the major powers and surrounding areas to be our diplomatic priority. The reality is the same.     

New Developments in China＇s Relations with Neighboring Countries

China has vast land and water territories, with 22,000km border line and 18,000km coastal line. Bordering 14 countries, China is also a country with the most neighboring countries in the world. People-to-people Diplomacy towards South Asia: Status-quo,Problems and Countermeasures

Certain effects have been achieved in the China-South Asia people-to-people diplomacy,demonstrated by increasingly active events,better environment for development,a big leap in economic and trade cooperation,further openingup of the people-to-people and cultural exchanges and growing importance of the academic and think-tank dialogues.Still,inadequacies of people-to-people diplomacy towards South Asia remain,manifested by unbalanced exchange pattern and rather weak social influence awaits further enhancement.In order to make up the inadequacies,the authors contend that the following measures need to be adopted:1)to fully play the government’s role and break the existing bottleneck in people-to-people diplomacy;2)to list media exchange and study-abroad program as key areas of the agenda;3)to give a trial of conducting people-to-people diplomacy in cases of Bhutan and Maldives,exploring comparative advantages to official diplomacy.These proposals may vary,however,the aim to expand the optimal reach of China-South Asia people-to-people diplomacy with creative forms,leaves unchanged.In China’s overall diplomatic agenda,South Asia owns quadri-categories,which are major powers,neighboring and developing countries and multilateral regions.Undoubtedly,South Asia is entitled to status and importance because of these characteristics,covering 8 sovereignty countries of great differences,namely India,Pakistan,Nepal and Maldives etc.Throughout history,China and South Asia have witnessed long-standing cultural exchanges,gradual deepening of economic and social contacts,closer intimacy among peoples’interactions and prosperous development of public diplomacy.Despite of all these,problems remain unsolved that need further consideration and solution in response.     

Thirty Years of China＇s Diplomacy： Trajectory and Challenges Ahead

The 60 years since the birth of New China can be divided into two equal parts with the second 30 years of Chinese diplomacy reflecting tremendous changes in the country and its society. And its central task in this period boils down to building a peaceful external environment for the domestic modernization drive. In the process, based on independence and the world-known Five Principles of Peaceful Co-existence, taking shape is a diplomatic strategy that is both all-directional in scope and rich in Chinese characteristics. Prospects for Sino-Russian Relations and China＇s National Interests in the Next Decade

The next 5-10 years will be a pivotal period in which China will implement its ＂ 11 th Five-Year Plan＂ and accelerate its construction of ＂ a moderately prosperous society.＂ It will also be an important period for Russia＇s resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China＇s national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China＇s peace and security. For the foreseeable future, China＇s national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China ＇s northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.＂ In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.

It is the outcome of a combination of several factors, such as the attraction of China＇s development, the impetus produced by that development and the appeal of China＇s friendly policies. Nevertheless, China is not going to sell its model and ultimately Africa has to carve out its own way of development.     

The Major Power Diplomacy with Chinese Characteristics in the Transition of International Order

The early 21st century finds great change in international order.China's foreign relations have entered a new phase where its driving force is rapidly rising for the emerging countries and new global economic governance mechanism is gradually established.To follow the trend of the times,China has actively participated in global economic governance and supply of public goods.China' s foreign relations present a new vision,idea and strategy under the leadership of President Xi Jinping.It is a new starting point for China to further integrate itself into the world and open itself wider to the world.China takes an active part to participate in global governance and plays an important role in the issues of economic integration,environmental governance,climate change,nuclear nonproliferation,energy crisis,internet security and anti-terrorism,especially anti-terrorism.This article explains the performance of international relations in current transition order and tries to tackle prior (and in some ways more intractable) issues and to analyze the internal logics and external environment of impact of multi-polarization on China's major power diplomacy with its characteristics in the transition of International order.
