Chinds surrounding areas are at the forefront of its overall diplomatic layout. In October 2013, the Central Committee of the Communist Party held a special meeting to determine the strategic goals and basic principles of its neighborhood diplomacy. At the meeting, Party General Secretary Xi Jinping highlighted the new tasks and requirements of "neighborhood public diplomacy" - that is, to focus on strengthening publicity, public diplomacy, civil diplomacy and people-to-people exchanges aimed at Chinas neighboring countries, and to consolidate and expand the social and pubic opinion foundations for the long-term development of Chinas relations with its neighbors.  相似文献

The cultural diplomacy of China today has entered into a period of rapid development. Yet there is still much room for improvement in promoting China's new diplomatic thinking. In step with China's growing economy and increased weight in international affairs, the Chinese government has changed its diplomatic strategy to "building a harmonious world." The Sino-African relationship is one of the most important inter-continental relationships in the world. It is unique both in its origin and evolution and plays an important role on the world stage. Since the establishment of diplomatic relations in the mid-1950s, traditional, friendly and cooperative relations between China and African countries have developed rapidly, reaching an historic high in 2000 when both sides proclaimed the establishment of a new type of strategic partnership. Transcending Western traditional value and logic of thinking, such as the supremacy of international interests and power control, Sino-African relations have created a new model in international relations, featuring equality, peaceful coexistence and friendly cooperation. This promotes African development and the democratization process in both international relations and the global community. Southeast Asia is an important region in China's neighboring diplomacy and the focus has been on its good neighbor policy.After China andASEAN set up a dialogue-partnership in 1991, their relations have progressed substantially.China now has a strategic partnership with ASEAN and has also taken the initiative in building good economic, trade,security and cultural ties with ASEAN member states.China is currently ASEAN's largest trading partner, while ASEAN is China's third largest trading partner.Beijing, however, has mostly ignored security ties and cultural exchanges with the region over economic cooperation.This has led to a number of security issues and perception problems that have gradually hindered bilateral ties.Most recently, China changed its Southeast Asia policy after holding the 18th National Congress of the CPC, the Neighboring Diplomacy Work Conference, and recent visits by China's top leaders to regional countries.These changes will form the foundation of a grand blueprint for the future development of Sino-ASEAN relations.  相似文献

In constructing China's strategic diplomatic configuration, we often stress -that "major power relations are critical, the surrounding areas are the policy priorities, developing countries are the foundation, and the multilateral relations are important arena". After the CPC 18th National Congress, "public diplomacy" and "global governance" were also defined as the new orientation in China's diplomatic efforts. Certain effects have been achieved in the China-South Asia people-to-people diplomacy,demonstrated by increasingly active events,better environment for development,a big leap in economic and trade cooperation,further openingup of the people-to-people and cultural exchanges and growing importance of the academic and think-tank dialogues.Still,inadequacies of people-to-people diplomacy towards South Asia remain,manifested by unbalanced exchange pattern and rather weak social influence awaits further enhancement.In order to make up the inadequacies,the authors contend that the following measures need to be adopted:1)to fully play the government’s role and break the existing bottleneck in people-to-people diplomacy;2)to list media exchange and study-abroad program as key areas of the agenda;3)to give a trial of conducting people-to-people diplomacy in cases of Bhutan and Maldives,exploring comparative advantages to official diplomacy.These proposals may vary,however,the aim to expand the optimal reach of China-South Asia people-to-people diplomacy with creative forms,leaves unchanged.In China’s overall diplomatic agenda,South Asia owns quadri-categories,which are major powers,neighboring and developing countries and multilateral regions.Undoubtedly,South Asia is entitled to status and importance because of these characteristics,covering 8 sovereignty countries of great differences,namely India,Pakistan,Nepal and Maldives etc.Throughout history,China and South Asia have witnessed long-standing cultural exchanges,gradual deepening of economic and social contacts,closer intimacy among peoples’interactions and prosperous development of public diplomacy.Despite of all these,problems remain unsolved that need further consideration and solution in response.  相似文献

The 60 years since the birth of New China can be divided into two equal parts with the second 30 years of Chinese diplomacy reflecting tremendous changes in the country and its society. And its central task in this period boils down to building a peaceful external environment for the domestic modernization drive. In the process, based on independence and the world-known Five Principles of Peaceful Co-existence, taking shape is a diplomatic strategy that is both all-directional in scope and rich in Chinese characteristics. Since the advent of the 21st century, the country has defined four areas of focus in its diplomacy and put forward the watchword of "peaceful development." Looking ahead, China is facing new challenges in its diplomacy of how to preserve harmonious relations with the outside world and set up a Chinese model reflecting its own core values, thereby investing with it greater international appeal and value of universal application.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity.
