The Darfur issue has been influencing the Sino-U.S. relationship since July 2004. There are at least three reasons to say so. Firstly, China and the U.S. disagree,both on the nature of the issue and on its solution. Secondly,China and the U.S. have conflicting interests, especially their oil interests in Sudan and the African continent.Finally, U.S. domestic political forces have forced the issue onto the agenda of Sino-U.S. relations. Although the issue has become an unharmonious factor in the Sino-U.S.relationship, it has not damaged the bilateral relations too much. Instead, the two countries have been cooperating on the issue.  相似文献

When Afghans started fleeing abroad in the aftermath of the Saur Revolution of April 1978, Pakistan and Iran were the main countries of destination, but some Afghans also fled to India. This article offers new insights into one under-studied aspect of Indo-Afghan relations: population movements. What place have Afghan refugees occupied in Indo-Afghan relations (both formal and informal) from the Saur Revolution to the present? This article examines the specific situation of Afghan refugees in India, the general context of Indo-Afghan relations and India's ad hoc policy towards Afghan refugees, which all help explain the place occupied by Afghan refugees in Indo-Afghan relations.  相似文献

The military manpower demands created by U.S. operations in Afghanistan and Iraq are causing extraordinary strains on recruitment, and the desirable size of the U.S. armed forces has become a topic of national concern. One key issue is the balance between active-duty forces and the reserve components, citizen-soldiers who face numerous service-related issues that the active-duty forces do not and who have their own unique sociology. We cannot continue to rely on the reserves for missions such as Iraq and Afghanistan, but must look to the use of short-term active-duty enlistments, drawn from recent college graduates, to perform duties currently being performed by reservists and even active-duty personnel.  相似文献

Images of private forces in Iraq—killed and mutilated in Fallujah, implicated in prisoner abuse at Abu Ghraib, and shooting up civilian vehicles—have provided a dramatic illustration of the role private security companies (pscs) now play in U.S. military operations. Though the United States’ use of contractors on the battlefield is not entirely new, the increased number of contractors deployed and the use of private security forces to perform an escalating number of tasks has created a new environment that poses important trade-offs for U.S. policy and military effectiveness and for U.S. relations with other states. This article outlines the history of U.S. contractors on the battlefield, compares that with the use of private security in Iraq, discusses the benefits and risks associated with their use, and proposes some trade-offs that decision-makers in the United States should consider while contemplating their use in the future.  相似文献

This paper presents two sets of arguments: one theoretical and one analytical. The theoretical arguments concern the relationship between regional ordering and systemic change. The paper questions the usefulness of the unipolar conception of the contemporary system arguing that the interaction of the Great Powers cannot be understood without reference to regional dynamics. Thus, a unipolar system implies considerable potential for U.S. hegemonic intervention at the regional level but in East Asia, we find an equilibrium constructed out of both material and normative forces, defined as a concert, which presents a considerable restraint on all powers, including the U.S. The paper then proceeds to examine these claims through an analysis of the foreign policies of the U.S., Russia, and China over the North Korean nuclear problem that emerged after 2002. It finds that China and Russia have substantive common interests arising from internal and external re-ordering in which they look to strategic partnerships, regional multilateralism, and systemic multipolarization as inter-locking processes. The paper finds that they have collaborated over the Korean crisis to prevent a U.S. unilateral solution but that this should not be construed as a success for an open counterhegemonic strategy as it was only under the constraining conditions of East Asian concert, including the dynamics within the U.S. alliance systems, that this collaboration was successful. Nevertheless, the paper concludes that regional multipolarity and systemic unipolarity are contradictory: a system that exhibits multipolarization at the regional level cannot be characterized as unipolar at the global level.  相似文献

The inability of the United States to capture or kill Osama bin Laden and many of his top deputies at Tora Bora is widely recognized as one of the most significant missed opportunities of America's struggle with al Qaeda. However, the debate over U.S. actions at Tora Bora during Operation Enduring Freedom lacks in-depth analysis, especially concerning the commonly offered solution of more U.S. troops on the ground. This paper dissects the original operation against al Qaeda forces entrenched in the mountain complex in eastern Afghanistan in late 2001 and its impact on the debate over the Afghan model of warfare. An alternative plan involving U.S. conventional forces is presented that takes into account the considerable constraints of the scenario and analyzes the key make-or-break points of the operation. Although the challenges are far greater than most critics have allowed, the revised plan would likely have offered the best chance to capture or kill Bin Laden and a significant portion of the al Qaeda leadership.  相似文献

The U.S. government's new emphasis on the Asia-Pacific represents a bold strategic choice that could animate U.S. national security policy for years to come. Yet the United States must balance its rightful new focus on the Asia-Pacific with the volatility that still exists in other areas of the world. The United States should pivot to the Asia-Pacific—but to protect its vital interests, it should also hedge against threats elsewhere, particularly in the greater Middle East. To implement a “Pivot but Hedge” strategy, the U.S. government should do three things. First, it should exercise caution when cutting the defense budget. Second, it should give the military services greater leadership roles in specific regions: naval and air forces should lead in the Asia-Pacific, while ground forces should lead in the greater Middle East. Third, it should maintain expansible, capable, and well-trained ground forces as a hedge against global uncertainty.  相似文献

The need to demonstrate America's resolve is a major argument among those who oppose a premature U.S. withdrawal from Iraq. According to this argument, a quick exit from Iraq would be a major blow to U.S. credibility and embolden the forces of radical Islam in their war against the United States. This article assesses this “reputational” argument and concludes that evidence from radical Islamists’ pronouncements gives the argument significant and unprecedented forcefulness. These pronouncements unmistakably call into question the United States’ resoluteness by pointing to America's past withdrawals from theaters of war and declare Iraq as the central front, raising the reputational stake of a U.S. withdrawal from Iraq considerably. The potency of the reputational argument is also unprecedented when it is compared to its similar formulation during the Vietnam War, when it was vague and short of supporting evidence. The reputational argument may play an important rationale in maintaining a substantial level of American forces in Iraq for years to come.  相似文献

The defense budget can be reduced and the U.S. military downsized because (1) the nation-state threat environment is markedly different than it was during the Cold War, and (2) a large military is not necessary to combat the terrorist threat. In fact, the Islamist terrorist threat is relatively undeterred by the U.S. military presence abroad, and U.S. forces abroad, particularly those deployed in Muslim countries, may do more to exacerbate than to diminish the threat. The arduous task of dismantling and degrading the terrorist network will largely be the task of unprecedented international intelligence and law enforcement cooperation, not the application of large-scale military force. To the extent the military is involved in the war on terror, it will be special forces in discrete operations against specific targets rather than large-scale military operations.  相似文献

When an Iraqi noncombatant civilian is killed in the crossfire between the U.S. military and insurgents, the victim's family can apply for a "condolence payment" of up to $2,500 as a token of condolence and sympathy. As the process currently stands, the family member is handed a sum of money by U.S. personnel and ushered out the door. In this model, money equals apology. In this article, the author argues that the efficacy and efficiency of the current condolence payment program could be greatly increased by adding Arab-Muslim mediation techniques tailored to Iraqi culture. Mediation would fill a gap in the current program to help foster a constructive, stabilizing dialogue between the U.S. military and aggrieved Iraqi civilians. The author believes that with each positive, mediated interaction — each reconciliative engagement between an aggrieved Iraqi civilian, a mediator, and a U.S. military representative — the U.S. military can prevent today's aggrieved Iraqi parent, sibling, or child from becoming tomorrow's insurgent.
This article was written with two goals. The implementation of a mediated condolence payment program, even on a limited or pilot basis, would likely increase the chances of American success in Iraq and improve the daily lives of Iraqi civilians. If it is not possible to implement such a program in Iraq before American involvement there ends, then it may still have value as an important component of the post-conflict nation-building playbook of the U.S. and other foreign forces.  相似文献

This article examines the coordination of humanitarian aid todisplaced Afghans on the border between Afghanistan and Tajikistanfrom 2000 to 2002, in order to draw lessons that may be usefulin connection with the return of the remaining displaced Afghansand other groups of refugees and IDPs. It examines the rolesof the various organizations involved in the humanitarian operation,focusing on UNHCR and its position as lead agency. The caseof the displaced Afghans on the border between Afghanistan andTajikistan highlights some problematic consequences of locatingcoordinating functions in sectoral lead agencies, and some advantagesof neutral coordination bodies such as OCHA. It also demonstratesthe importance of a balance between information gathering, processingand sharing, as well as the interconnections between coordinationby command and coordination by consensus.  相似文献

The past decade has witnessed a sea change in U.S. military engagement in Africa. With the establishment of a new permanent command, significant increases in security assistance, and the pioneering of new tactics driven by technical innovations in intelligence analysis and drone warfare, the U.S. military has become an integral player in the continent's security. Nevertheless, there exist few assessments of the extent to which increased U.S. military engagement is paying dividends. This article examines how the current U.S. military strategy in Africa is different from those in the past and whether it is meeting the stated U.S. objectives of neutralizing transnational threats while contributing to the continent's political stability. It finds that U.S. performance is mixed, with recent successes at containing the spread of al Qaeda and Islamic State affiliated groups coming at the potential detriment of longer-term regional security. The article concludes with recommendations aimed at helping the armed forces of the U.S. and other regional actors better fight terrorism while managing political risks.  相似文献

The quality of the U.S. military has improved steadily since the end of the Cold War, but technological and managerial advancements cannot compensate for the inadequate size of the American armed forces. The post–Cold War years saw a shift from the Westphalian, state-ordered world to one where Western states are at war with transnational, substate terrorist groups. This requires adjustments in the American military establishment. Improvements in quality must be matched by an increase in quantity in order to meet U.S. security needs. As interventions in Afghanistan and Iraq have proven, a minimalist force may be sufficient to win a war, but where nation-building is required, it will find it difficult to win the peace.  相似文献

自奥巴马政府以来,特别是新冠肺炎疫情暴发后,国家安全在美国全球供应链调整中的影响日益彰显。在国家安全的视域下,美国政府调整全球供应链的逻辑依据为“国防论”与“选择性贸易保护主义”。美国的国家安全侧重国家利益与价值,全球供应链调整则诉求产品(或服务)的可替换性,二者交互作用,贸易保护主义性质的“国防论”与“选择性贸易保护主义”就成为分析美国全球供应链调整的理论分析框架。“国防论”侧重诠释具有国防意义产品(或服务)的进出口,而“选择性贸易保护主义”则分析了普通贸易实践对美国整体福利乃至国家安全的损害。美国在国家安全视域下调整全球供应链的路径依赖于软硬两种手段。一是无弹性的硬手段,表现为官僚体制、决策机制、相关法律制度与管理规范,美国全球供应链上的企业必须遵守,其具有吓阻功能。二是具有弹性的软手段,体现为国家战略以及政策说明等,其不具有强制性。基于此,这一研究有助于进一步厘清时下美国政府变动不居的对华经贸政策,构建合作与开放的中美经贸关系。  相似文献

Building upon the contributions of previous studies of U.S. foreign aid, this study examines the relationship between human rights and U.S. foreign assistance. Concentrating on the years 1979–1985, the impact of human rights conditions on both economic and military aid allocations to Latin America is analyzed. The results of this analysis indicate that though other factors have a significant effect upon aid allocation, human rights are an important factor in determining the allocation of both U.S. economic assistance and U.S. military assistance. The findings suggest that those countries with better human rights conditions are likely to receive more U.S. aid than others.  相似文献
