＂China＇s Model＂ is the outcome of China＇s political and economic development since China＇s reform and opening up and the globalization trend. It can be described as a dynamic framework of ＂One body with two wings＂, with Chinese Marxism as its core of guiding principles, and the interrelated spheres of political and economic development the two ＂wings＂ which grow from it. China＇s Model is not static, but the product of a continuous process of development. It represents a unity of opposites, blending national characteristics and international features.     

Scientific Outlook on Development and China＇s Foreign Policy

More than half a century has passed since the founding of the People＇s Republic of China. There have been successes as well as failures in China＇s policies and practices at home and abroad. The failures are stepping stones for success; lessons drawn from errors lead to truth. Chinese leader Hu Jintao recently spoke about ＂Scientific Outlook on Development, ＂＇ a summary of past history and an important guiding principle for China＇s economic and social development both now and in future. The authors believe that this is a major development in China＇s strategic thinking following Deng Xiaoping＇s ＂Reform and Opening Up＂ and Jiang Zemin＇s ＂Three Representatives＂ and that it should be upheld and applied to foreign policy decision making.     

The Clash in Public Opinion between Europe and China： What, How and Why

Recent years have seen a tension between Europe and China in public opinion, which began in 2006 and climaxed in 2008 when the Tibet riots and the Beijing Olympics put China under the global spotlight. Europeans and Chinese view each other more negatively than in ＂the good old days＂ and there is a growing perception gap regarding the Chinese government. The media （including the Internet） and public opinion leaders （scholars, human rights activists, dissidents, politicians and diplomats） have played a part in causing this both in Europe and in China, and this paper examines their roles. This paper also identifies three reasons behind the clash of viewpoints： First, lack of common values has exacerbated Europe＇s fear of a rising China; second, both Europe and China use this hostility to help redefine their self-identity; third, different development needs in China and Europe have nurtured very different mindsets. In the future, the European public＇s interest in China will continue to grow and Europe＇s and China＇s perceptions of each other will gradually stabilize. In the long run, whether Europe will accept a rising China depends on China＇s ability to develop a ＂Chinese thinking＂ which suits both China＇s and the world＇s development needs.     

China-Central Asia ＂Twin-Track＂ Energy Cooperation

China＇s large-scale investment in Kazakh oil and gas resource development ushered in a new era of China-Kazakhstan bilateral trade in the late 1990s. This lifted cooperation between China and the five countries in Central Asia to a new level, opening the China-Central Asia energy channel and bringing the ＂Silk Road economic belt＂ into being. Central Asia and China＇s Xinjiang Uygur Autonomous Region, areas which are both abundant in renewable energy, should fully utilize their geopolitical advantages as neighbors by means of Xinjiang＇s rapid growth. Projecting a twin-track mechanism of developing both renewable and non-renewable energy resources is of great significance to both China and Central Asia.

Reflections on New China＇s Diplomacy in the Past 60 Years

On October 1, 1949, the People＇s Republic of China was found-ed, thus opening up a new era in the historical development of the Chinese nation and initiating the glorious and spectacular historic course of New China＇s diplomacy. In the past 60 years, the theory and practice of China＇s diplomacy, transcending the state-centered perspective and the Western traditional diplomatic concepts of ＂equilibrium＂, ＂power＂, ＂containment＂,＂interference＂, ＂alliance＂, ＂geopolitics＂ and ＂sphere of influence＂, have adhered to the scientific spirit, grasped the trends of the times and embodied the common aspirations of mankind.     

Diplomatic and Security Strategies of the Obama Administration： Has the ＂Time of Change＂ Come？

It is of great significance to study the diplomacy and security strategies of the Obama administration which took office on 20th January 2009, not only because of the current global financial crisis but also because of Obama＇s ＂politics of change＂, a slogan raised by him in the campaign. How to lead America out of the seemingly ＂still deteriorating domestic financial and economic dilemma is not only the most important criterion for judging Obama＇s governance capability but also the biggest obstacle affecting the new Democrat administration＇s domestic and foreign policies. To analyze the adjustments of the Obama administration＇s foreign and security policies, we must focus our attention on how it will take corresponding measures to overcome the financial crisis and how to put its campaign slogan ＂politics of change＂ into practice. In retrospect of the Obama administration＇s first three-month performance, the ＂politics of change＂ promised by him has dramatically evolved into the ＂diplomacy of change＂ first. In the following sections, we will thoroughly analyze the trend of the new administration＇s diplomatic and security strategies on the basis of its first one-hundred-day performance.

China has been constantly deepening and broadening foreign strategy in accordance with the changes of the world situation. With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China＇s foreign strategy in the new era. China＇s external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. China＇s international status and influence has scaled new heights.     

Political Science in China： the Domestic Scene and a World Vision

Since the reforms of 1979, the subjects of China＇s political science studies have seen remarkable development. The article attempts a qualitative analysis of the progress made in the main fields of China＇s political science studies during the last decade. It deals with theories of international relations, research into strategy and security, international political economics, theories of comparative politics, China＇s local governance etc. There is still a wide gap between the subjects of China＇s political science studies and those in the rest of the world. China＇s academic circles should do more to air domestic issues and questions in the international academic arena.

Brussels＇ China studies, compared with China studies in America and European countries, is unique. Knowing the history and the development of the current status of China studies in Brussels, we can do better in promoting not only China studies there, but also improve EU-China relations through Brussels＇ universities and institutes.     

Great Reform of China＇s Diplomacy

With the implementation by China of the policy of reform and opening to the outside world, China＇s diplomacy has undergone a great reform of profound significance, and has made outstanding achievements. International System and China＇s Asia-Pacific Strategy

What impact does a shift in the global distribution of power have on the international order？ According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China＇s peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China＇s position and its role in dealing with international and regional problems have proved China＇s success in ＂cooperative security＂. This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China＇s Asia-Pacific strategy, Secondly, I investigate the dynamics between China＇s peaceful rise and the ＂cooperative security＂ which I think are the collective embodiments of modem transformation and the restructuring of China＇s traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China＇s peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China＇s role in maintaining the political and economic security in the region.     

Some Personal Thoughts on Peace and Security in the Korean Peninsula

Peace and stability in the Korean peninsula is a premise and necessary condition for the security of Northeast Asia and China＇s surrounding areas. It is also critical for China＇s peaceful development. The end of the confrontation between the two camps led respectively by the U.S. and USSR over 20 years ago has not brought the Gospel of peace and security to the Korean peninsula, nor has it really changed the standoff situation of cold war in the peninsula. On the contrary,     

China-U.S. Economic and Trade Relations： A Win-Win Partnership

Over the past three decades, China-U.S. economic and trade relations have been growing rapidly along with vigorous economic development of China in the course of its reform and opening-up. Economic exchanges and trade between the two countries virtually started from scratch, but now China and the United States have become two of the world＇s largest economies and trading partners. The two economies are more interdependent than ever before, each being the other＇s major partner： China is America＇s second largest trading partner, third largest export market, second largest source of import and largest holder of its treasury bonds; the United States is China＇s largest trading partner, largest export market and third largest outlet for foreign direct investment （FDI）.     

Prospects for Sino-Russian Relations and China＇s National Interests in the Next Decade

The next 5-10 years will be a pivotal period in which China will implement its ＂ 11 th Five-Year Plan＂ and accelerate its construction of ＂ a moderately prosperous society.＂ It will also be an important period for Russia＇s resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China＇s national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China＇s peace and security. For the foreseeable future, China＇s national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China ＇s northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.＂ In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.     

Scientific Outlook on Development and the Question of Peaceful Development

In his Report to the 17th National Congress of the Communist Party of China （CPC） , Hu Jintao, General Secretary of the Central Committee of the CPC, pointed out that, ＂All Party members must fully understand the content and grasp the essence of the Scientific Outlook on Development, be more conscious and determined in applying it, change notions that are not in line with it, work hard to solve major problems that affect or constrain scientific development, direct the whole society＇s enthusiasm for development to scientific development, and apply this outlook to every aspect of economic and social development.＂ That means that the scientific outlook on Development is of universally great significance. It is scientific Outlook on Development when we are making a study on the question equally important to carry out of peaceful development     

A Comparative Analysis of Abe＇s and Fukuda＇s Asia Diplomacy

As Abe was replaced by Fukuda, Japan＇s domestic and foreign policies were also amended. Abe＇s ＂proactive diplomacy＂ has been replaced by Fukuda＇s ＂synergy diplomacy＂ which emphasizes strengthening the Japan-U.S. alliance and Japan＇s ties with Asia. Abe＇s diplomacy toward Asia was characterized by ＂value oriented diplomacy＂, whereas Fukuda seeks to carry out ＂active diplomacy toward Asia＂ after his cabinet was formed. The changes in foreign policy of the Abe and Fukuda cabinets show that Japan＇s nationalist foreign policy is evolving in twists and turns from being radical to being more rational against the backdrop of domestic and international political reality. To explore this change and its causes is conducive to the better understanding of some features of Japan＇s diplomacy toward Asia.     

Value and Politics of China and Russia

The 17th National Congress stressed that the Party must keep to the path of political development under socialism with Chinese characteristics. Since the introduction of the reform and opening up policy, China＇s economy has developed quickly, supplementing its political construction. Progress in the economy and political development have raised China＇s confidence and made the Chinese system more attractive to the rest of the world.
