In the autumn of 2013 two notable opening-up and diplomatic initiatives were forthcoming from China. One was the concept of a "Silk Road Economic Belt" put forward by President Xi Jinping during his visit to the Central Asia, and the other was the convocation of the conference on the diplomatic work towards neighboring countries held in Beijing in October, which, due to the finalization of strategic objectives for China's diplomatic work towards neighboring countries in the next five to ten years, was of great significance to the realization of the two centenary goals laid down at the 18th National Congress of the Communist Party of China, ushering in a brand- new geopolitical situation in Central Asia.  相似文献

"Strategic reassurance," a new concept in Obama's China policy, should be fostered bilaterally by dialogue designed to highlight and reinforce the areas of common interests while addressing the sources of mistrust directly. Yet in practice it seems that U.S. strategic reassurance has contrasted all China's core interests. The United States and China must recognize their different social systems and asymmetrical national strength in seeking to realize strategic stability. Crisis control requires sophisticated management of both side, especially on sensitive issues like weapons sales, the Dalai Lama, and the South China Sea dispute.  相似文献

China's new thinking about neighboring diplomacy in Asia since the end of Cold War can be analyzed theoretically from angle of international institutions. China utilizes institutionalism with great flexibility in four sub-regions-Central Asia, Northeast Asia, Southeast Asia and South Asia, where institutional models-dominant participation, deep participation, active participation and moderate participation models have been adopted. In the four sub-regions in Asia, China has handled the presence of U.S interests well and responded reasonably to the United States' Asian diplomacy. China and the United States have therefore achieved a compatible coexistence in Asia. Compatibility and coexistence between China and the United States in Asia are the fundamental reasons that China has made progress in this new stage, and are the essence of the new thinking in China's neighboring diplomacy.  相似文献

In South Asia, most countries are heavily dependent on energy imports as a result of poor natural endowment, weak exploration capacity and fast economic development. However, being close neighbor to China, the South Asia serves as the corridor for China's energy imports and the transit region for China's oil and gas pipelines. What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

Recent years have seen a tension between Europe and China in public opinion, which began in 2006 and climaxed in 2008 when the Tibet riots and the Beijing Olympics put China under the global spotlight. Europeans and Chinese view each other more negatively than in "the good old days" and there is a growing perception gap regarding the Chinese government. The media (including the Internet) and public opinion leaders (scholars, human rights activists, dissidents, politicians and diplomats) have played a part in causing this both in Europe and in China, and this paper examines their roles. This paper also identifies three reasons behind the clash of viewpoints: First, lack of common values has exacerbated Europe's fear of a rising China; second, both Europe and China use this hostility to help redefine their self-identity; third, different development needs in China and Europe have nurtured very different mindsets. In the future, the European public's interest in China will continue to grow and Europe's and China's perceptions of each other will gradually stabilize. In the long run, whether Europe will accept a rising China depends on China's ability to develop a "Chinese thinking" which suits both China's and the world's development needs.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.  相似文献

With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China's foreign strategy in the new era. China's external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. Japan's diplomacy in Central Asia started in the wake of the disintegration of the Soviet Union. After years of efforts, Japan's strategy on Asia was formed and its diplomacy in Central Asia entered a stage of steady growth. Though having scored some achievements, Japan still has some marked limitations as far as its Central Asia diplomacy is concerned. The continuing threat of terrorism around the world has intensified interest in the perpetrators' characteristics to see whether a profile or type can be drawn from individual majority of today's terrorists features. Research has shown that a are young-to-middle-aged, male, psychological immature, insufficiently educated, and have a family of origin in which a religious atmosphere prevails. If motivations are studied, the studies find that individuals who commit extremist or violent terrorist acts are dissatisfied with the current situation but also convinced it can be successfully altered through their personal capability. Besides these factors of age, gender, education, and religion, a mastery of computers and the internet has been found to be a basic feature common to modern terrorists.1 The "East Turkistan" terrorists who instigated terrorist activities in recent years in Xinjiang and inland China closely resemble those of their international contemporaries. With access to the three sets of reports from the Ministry of Public Security of China and information from cases tried by national courts in 2013, this article analyzes the relationship between common individual features and terrorist activities, and estimates developments of "East Turkistan" terrorism.  相似文献

The "Silk Road" is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the "Silk Road" is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. China's proposal to build a 21st Century Maritime Silk Road is aimed at exploring the unique values and concepts of the ancient road, enriching it with new meaning for the present era and actively developing economic partnerships with countries situated along the route. Editor's Note: Sino-Japanese relations have been tense in recent years. In Jparticular, since Abe came to power, Japan has not only been "desperately struggling" with China on territorial and historical issues, but has also tried to set up an "encircling network" against China. Thus Sino-Japanese relations have emerged as the most risky bilateral relations in the Asia-Pacific region. As the two largest powers in East Asia, and the world's second and third largest economies, the continuing confrontation between China and Japan will have huge negative repercussions on regional and global peace. With the approaching of the APEC meeting, however, the Abe government has repeatedly expressed its hopes for diplomatic dialogue with China. Prresident Xi Jinping's recent attendance at the Shanghai Cooperation Organization (SCO) and the Asia-Pacific Economic Cooperation (APEC) Summits, visits to Central Asian and Southeast Asian nations, together with Primer Li Keqiang's visits to South and Southeast Asia, followed with his attendance at the China-ASEAN Summit, and coupled with China hosting top leaders from neighboring countries, have all sent a strong signal to the outside world of the greater priority accorded to China's sun'ounding areas by the new leadership. Needless to say, such a flurry of diplomatic activities is far from enough. Following the Japanese Liberal Democratic Party's victory in the December 2012 election, some Japanese analysts pointed out that the new Abe/Aso Govemment would introduce rightist policies, and that as such it would be more difficult for China and Japan to improve their bilateral relations. As expected, in the past six months since its coming to power, the Abe cabinet has vigorously promoted so-called "Abe economics" and implemented a quantitative easing monetary policy that has caused a drastic depreciation of the Japanese Yen. In order to revise the "Constitution of Japan", in July 2013 it has been striving to win the election of the Senate. Externally, the new cabinet members have frequently visited foreign countries, implementing a diplomatic strategy of containing and countering China. One of its aims is to completely rid itself of the shackles of World War II and to try to reconstruct powerful military forces. More than half a century has passed since the founding of the People's Republic of China. There have been successes as well as failures in China's policies and practices at home and abroad. The failures are stepping stones for success; lessons drawn from errors lead to truth. Chinese leader Hu Jintao recently spoke about "Scientific Outlook on Development, "' a summary of past history and an important guiding principle for China's economic and social development both now and in future. The authors believe that this is a major development in China's strategic thinking following Deng Xiaoping's "Reform and Opening Up" and Jiang Zemin's "Three Representatives" and that it should be upheld and applied to foreign policy decision making.  相似文献
