Hong Kong has been a great help to the nation in its efforts to rejoin the world community over the past 30 years since the beginning of "Reform and Opening Up" in 1978. It has played a unique role in helping the nation in implementing an exports-driven economy, improving industrial performance, upgrading technology, accumulating wealth, creating jobs, helping build a better socialist market economy, and assisting in the development of education, culture and sports through investments into, and trade and cooperation with, the mainland. After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

This article argues that "Harmonious Globalization" offers a platform for harmonizing the positive and negative aspects of the current U.S.-led economic globalization that reflects the objective laws of human development. The article attempts to chart the path ahead for the world economy in the context of economic globalization, pervasive poverty/inequality, the resultant worldwide political awakening, the degradation of global ecosystems, and the current turmoil in financial institutions. The global challenge ahead will be three-fold: to bring the excluded 1/3 of the world's population into the open trade system; to encourage emerging markets like China and India to carry on with open policies and to persuade the developed Western nations to adhere to an open trade system and resist the temptations of trade protectionism. Free market access should be offered to those marginalized countries, the so-called "failed or failing states" that have been excluded from and angered by the globalization process. The growth in prosperity of these nations will open up a vast potential market for the world.  相似文献

Following the Japanese Liberal Democratic Party's victory in the December 2012 election, some Japanese analysts pointed out that the new Abe/Aso Govemment would introduce rightist policies, and that as such it would be more difficult for China and Japan to improve their bilateral relations. As expected, in the past six months since its coming to power, the Abe cabinet has vigorously promoted so-called "Abe economics" and implemented a quantitative easing monetary policy that has caused a drastic depreciation of the Japanese Yen. In order to revise the "Constitution of Japan", in July 2013 it has been striving to win the election of the Senate. Externally, the new cabinet members have frequently visited foreign countries, implementing a diplomatic strategy of containing and countering China. One of its aims is to completely rid itself of the shackles of World War II and to try to reconstruct powerful military forces. This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.  相似文献

President Hu Jintao's visit to Japan is very fruitful. During the visit, leaders of the two countries built new framework for the bilateral relations and depicted the blueprint for future development. The readjustment of relations are pushed forward both by the dramatic changes in the world as well as the new developments within the two countries. The Ma Ying-jeou Authorities have played a key role in the latest round of dispute over the Diaoyu Islands. The "East China Sea Peace Initiative", put forward by Ma, was aimed at enlarging Taiwan’s international space. The extreme organization that calls itself the "Islamic State" has alarmed the world with its rapid rise and grave damage while drawing sharp censure from numerous directions. In his speech on the strategy of dismantling the "Islamic State of Iraq and Syria," American President Barak Obama' s called it "a terrorist organization, pure and simple." 1 Rooted in Middle East turmoil, facilitated by the irresponsible policies of the great powers and nearby countries, the "Islamic State" (also known as ISIS or ISIL) stands out from among regional terrorist organizations in a number of vital characteristics. ISIS, disowned by the A1-Qaeda, nevertheless challenges it and seems to gain the upper hand. What lies behind its success are at least two powerful characteristics: its religio-political ambition to establish a recognizable country, and its ability to entice the zeal of Western jihadists.  相似文献

Since the Presidential election in 2012, the "fiscal cliff" issue has plagued the United States. Although this issue relates to the economy, it reflects the unprecedented political polarization brought by the "New Politics", an escalating conflict between "Red America" and "Blue America". The "New Politics" refers to the intensifying and increasingly ill-tempered rivalry between the Republicans and Democrats, which has seen a decline in presidential authority, a deepening of divisions in society, and a shrinking of the political middle ground. In the past, the tension between the two main political parties was regarded as the motive power of U.S. politics, a source of dynamism and innovation. Now, partisan conflict is preventing both sides from seeking common interests, and seems to have become a struggle only for party interests.  相似文献

Assaults on "soft" targets are increasing. Since terrorists choose location precisely because of the strong possibility of fatalities and injuries to a mass of unwitting people, counterterrorism strategists must diligently plan to prevent these intensive attacks. As compared to military guards and trained security forces, shoppers and hotel guests are more likely to be paralyzed with confusion in a comprehensive assault by a small group of individuals who have practiced coordinated moves for months. China officially adopted its "Going Out" strategy in 2001 when it was included in the Tenth Five-Year plan. Over the past decade, the policy has gone from strength to strength: from its launch, to its prudent execution, and to efforts made to advance it further (as mentioned in its inclusion in the Twelfth Five-Year plan). The Bush administration's policy of exporting democracy overseas has failed and resulted in serious consequences. In light of this lesson and adhering to the intrinsic objectives of the United States, the Obama administration has made tactical adjustments by using means of "flexible" infiltration to promote "democracy" overseas.
